The Planning Board received from the Town Board the
original petition of George Alec relative toa change of zone
from "A" Residential and Agricultural District to "C"
Industrical District on. cert4in real property situated at
Main Road#,, Cutchoguex New York, and more particularly bounded
and described as follows: Beginning at the southwesterly
corner of land of the applicant on the northerly line of

Mr. Alec states in his petition that he wishes to establish
and maintain a trailer parks starting with a few trailers and
enlarging it gradually. He also intends to display and sell
-trailer.s.
The Planning Board discussed the layout of the proposed
trailer camp withMr. Alec with particular reference to the
entrance road. ., It was the Board's opinion the road should be
eased so it will not have such a sharp turn at the entrance to
the property from the Main Road (Route 25).
Mr. Alects plan for the layout of the trailer camp has the
approval of the Health Department and is signed by Robert A. Villas
District Engineers. June 27, 1960.
On motion of Mr. Wi.ckhamo seconded by Mr. Unkelbach and
carriedx it was
RESOLVED that the Planning Board recommend to the Town
Board the change of zone from "A" Residential and Agricultural
District to "C" industrial District on the property of George
Alec, Main Road (Route 25), Cutchogue, New York. (See above.
description.)
The Planning Board is of the opinion that since this property

is wooded and has good natural drainage and plenty of area with
room for expansion, if necessary,_ it is considered to be an
excellent location for a trailer park or similar use which is
greatly needed in the Town of Southold.

Youngs and Mr. Uneklach.
Mr- Irving Latham, Orient*. New York,. appeared ]before the
Planning Board for a general discussion relative to the develop
rent of the property of George L. and Ruth L, Youngs north side
Main Roads Orient, New York. Mrs. Young is desirous of turning
the roads in the development over to the Town of Southold, but
the Board of Trustees of Brown's Hill Estates, after first givingtheir preliminary assurance of their approval* voted against any
participation in a joint ve-hture to make these roads Town roads..
it therefore made it necessary for Mrs. Young to change her plan
and provide another location for her access road from Main Road
(Route 25) to the development rather than using the Brown's Hill
Road.
it was the BoarO s opinion that this is the only alternative
that Mrs.. Young has at the present time. It was to be noted that
there will be a 50 ft. strip reserved in the development which will
tie in with the proposed Sound View Avenue which will run east and
west.
On motion, of Mr.. Young, seconded by Mr. Moisax and carried*

RESOLVED that the Planning Board approve the general plan
of George L. and Ruth L. Young at Orient. Mr. Latham has stated
that he will submit .a preliminary plan in the near future.

The Planning Board next received the preliminary plat of
Fordham Acres at Greanport* owned and developed by Robert H.
Preston and others,, consisting of 23.3 acres and containing
23 lots and the "Inez Fordham" Par7t, containing 1.7 acres. Since
this property is in the water district Mr. Preston plans to have
village water and therefore some of the lots will be less than
20, 000 sq. ft-

On motion of Mr. Moisax. seconded by Mr. Unkelbach, .and
carried, it was
RESOLVED that Robert H. Preston anal others be granted
tentative ,permission to proceed with his proposed subdivision
located on the south side Main Road (Route 25) Greenport,
New York,, in accordance with the procedure setforth in the
Rules and Regulations for the Subdivision of Land. This."
subdivision to be known as Fordham Acres at Greenport, prelim-
inary plat by Otto W. Van Tuyl & Son.

'.The Planning Board again considered the application for a.
change of zone of Alexander T. -Blodn on certain real property
Situated on the north side of Main Road, Mattituck,, New York.
Mr. Unkelbach reported that he had attempted to contact Mr.
Konkel, an adjoining property owner, at least eight times but
had not been able to speak to him relative to his feelings
toward this change of zone,. as well as having his property
included in the "B" Business district.
After further discussion, on motion of Mr. Young, seconded
by Mr_ Moisa, and carried, it was
RESOLVED that the Planning Board recommend to the Town
Board the change of zone from "A" Residential and Agricultural
District to "B" Business District on the property of Alexander
T. J�aom,-'situated at Mattituck, New York, and more particularly
.bounded and described as followsz Beginning at a point on the
North side of Main (State) Road at a concrete monument at the
Southeasterly corner of the lands of one W. Konkel; and running
thence the two following courses along said lands ,of W. Konkel:-
(1) North .22 deg. 551t 50" West 150 feet to a monument;

The Planning Board feels that this would be a sbitable use
for the land as it would be .a continuation of the existing "B"
Business District to the west of this property, it is the
opinion of this Board4. however,. that the property of William
Konkel, which. adjoins this property,_ should be included in this
change of zone from "A" Residential and Agricultural District 'to
"B" Business District on the Town Board's own motion as it would
be surrounded on three sides by a "B" Business District_

The Board received the applicatinn for tentative approval
of plat of Orient By-The9Sea*, Section 2, by Walter Ml.,. Vice-
President,, Woodhollow Propertiesr Inc, , dated August 51 1960,
Section 2 will contain 157 lots, all containing 20#000 sq. ft.
or more per lot and at least 100 ft- road frontage and is
described as follows: Beginning at a point on the westerly
line of land of the applicant and easterly line of land of Joseph
Moisa at a point about 300 feet northerly along said line from
the northerly line of Main or State Roadj running thence along
land of Joseph Moisa northerly about 1870 feet to land of Walter

Mr. James A. Hewlett appeared on behalf of Mr. Walter Uhl*,
Vice President of Woodhollow Propertiesr Inc.,- .to answer any
questions of the Planning Board with relation to Section 2.
Mr- Hewlett stated that Mr. Uhl intends to dedicate the roads
to the Town and has made all of the arrangements the Board set
forth at a previous meeting. Mr. Hewlett was advised that if
the roads are dedicated within three months of final approval
the performance bond would be waived. The only question is the
matter of allocation of park and playground area. The Board feels
Mr. Uhl should provide 1_14 acres.
With the above requirement of 1.14 acres for park and play-
ground area, on motion of Mr. young,. seconded by Mr. Moisa, and .
carried, it was
RESOLVED that the planning Board grant Walter Uhl,. Vice
President of Woodhollow Properties., Inc.# approval of his
Preliminary Map of Orient--By-The^Seat. Section .2,,_ ,Revised to
June 204. 1960, by Otto W. Van Tuyl & Son.
it was further RESOLVED that the Planning Board confirm
this action by letter to Mr. Uhl and advise he may now instruct
his engineer or surveyor to proceed with computing the map,
preparing the finished map, submit his cloth prints to the
Health Department for approval,,. and proceed with other matters
necessary prior to submitting them to the

Mr_ Van Tuyl presented to the Board the map of property
surveyed for Edwin H. King at Orient, bi Otto W. Van Tuyl & Son
dated June 90 1960. Mr. King would like to know how the. Board
would feel about an Open Development Area for this property.
On motion of 'Mr. Unkelbach,r seconded by Mr. Wickham,. and
carried# it was
RESOLVED that Mr. Moisa and Mr. Young investigate this prop-
erty and report they findings at the next meeting as to the
possible use -of this property.

Young;, and Mr. Unkelbach.
The planning Board next heard from Mr, Chester E. Voorhis,
a member of the firm of Edwin S. Voorhis & Sono Inc.,k Consulting
Engineers and City Planners, Rockville Centre, :Massapequa* and
Huntington,r, New York. Mr. Voorhis stated he wished to speak to
the Board with relation to a Master Plan for the Town of Southold.
He stated that they f irst deliniate the general outline of water
sheds. Next they analyze population distribution, economic base
of the Townk ..location of future land uses in the Town. They then
go into traffic and circulation,,. parkingo,, public utilities and
community facilities, parks, playgrounds,- municipal buildings,:
schools, churches,- firehouses and so forth. They would overhaul
the zoning ordinance as much as necessary. They would setup a
program of future improvements and forecast the actual size and
scope .of utilities or community facilities_
When asked what the cost would be.. Mr_ Voorhis stated that
for a Town of this size the minimum cost would be about. $20R000.
He stated that one of the main requirements in setting up a Master
Flan is that they work closely with the Planning Board and meat
regularly with them. In closing he stated, that if the Town of
Southold should decide they would like to know more about the
workings of Voorhis & Sony Inc. he would be glad to come pack to
another Planning Board meeting.

`Toorhia thanking him for the time he spent with us and assuring
him that we have benefited greatly from his presentation.

Mr. -Robert Tasker Town Attorney,, appeared at this meeting
at the request of the Planning Board to discuss several items of
importance_
1.. (The Health Department ruling,,for lot sizes in sub-
divisions. ) Mr. Tasker advised that the Health Department has
their own rules and regulations and the Planning Board does not
have to enforce them.
2. XThe new State of New Yak Public Health Law pertaining to
filing a map where the subdivision of land contains five or more
lots.) Mr. Tasker again stated that this is a Board of Health
requirement •and the Planning Board is not required to enforce .it.
He stated that#. in his opinion* if an individual has a tract of
land and intends to subdivide for purposes of sale then he must
file a map. If an individual has a farm and sells off a lot here
and there he is not considered subdividing for purposes of sale
because no definite plan of subdivision is outlined. Wba t the
Health Department is -concerned with is that when you have five
or more lots together there is a concentration of population and
a health problem is created. .-
3. (Whether the Real Property Law has ever been implemented
by decisions or any ruling by the Court with reference to Items 1
.and 2 above_ ) Mr. Tasker stated that he, does not know of any
case on record.
4. (The responsibility of Town officials for enforcing. the
government and State laws, or are they just required to enforce
the laws set up by the Town itself. ) . Mr. Tasker answered this
question as far as .it pertains to the Building inspector_ He
stated that if someone does something in violation of government
or State lawsx .then they, the individuals, are in violation.
The Planning Board received a letter from the Town Board
requesting that the Planning Board determine and recommend the
exact area to be included within the "B" Business District change

at Laurel on the properties from Aldrich Lane westerly to and
including the Eastern, T.V. Store building and as much other
property of Scholtz .and sand pit as may be determined necessary.
Mr- Van Tuyl was advised that the zone should start at the
western boundary line of Eastern T-V,. and run easterly to Aldrich
Lane,:,_ thence northerly up the westerly side of Aldrich Lane to
include the cemetery and the potato building and part of the
sand pit operation which is located northeasterly from the Main
Road_
It was further determined that a letter to this effect
should be placed in the Scholtz file.
The Planning Board received a letter from the Office of the
County Executive, H. Lee Dennison,. Riverhead requesting their
presence at a meeting of all Town supervisors#.. .Town Superintendents,
of. Highways,, :=Town members of County Planning Commission*, representa �
tives of all Town. Planning Boards and representatives from the
County Department of Public Works at 200 P.M.4 August 22* 1960 in.
the Board Room of the County Supervisors at the County Center,.
Riverheado for the purpose of reviewing and discussing Town. highway
and County road planning.
The members present who would probably attend were: Messrs.
Terry,- Young, Van Tuyl and Unkelbach.
The next meeting of the Southold Town Planning Board will be
held Tuesday, September 61 1960 at the Town Clerk Offices. Main
