Old PLANNING BOARD MEMBERS John Wickham, Chairman Henry Moisa Alfred Grebe Archibald Young William Unkelbach MINUTES SOUTHOLD TOWN PLANNING BOARD September 6,# 1960• A regular meeting of the Southold Town Planning Board was held 7:30 P.M.,# Tuesday, September 64( 1960f_ at the Town Clerk office, Main Road, Southold.. New York. There were presents Messrs.. John Wickham,#, Chairman,. .Henry Moisa{ Alfred Grebe, Archibald Young# and William Unkelbach. Also present: Messrs. H. Lee Dennison,, County Executive# Robert .W, Gillispie*Jr.,, Chairman, Southold Town Board of Appeals,, Robert Berge*, Board of Appealso_john McNulty.#. Mattituck Park Commission#, (Mr. Bergen also represented the Mattutuck Park Commission)# Otto W. Van. Tuyl_t .Consultant. and Howard M. Terry,, Building Inspector. Mr. H. Lee Dennison,#, Suffolk County Executive was invited to meet with the Planning Board to discuss the-extension- of the Expressway into Southold Town. On the plan submitted by Mr.. Dennison the Expressway is to run along the Sound, from .600 ft. . . to 1000 ft. from the Sound bank. Almost everyone present expressed the opinion that the Expressway should run along the power lines or in a similar area. Southold Town Planning Board ­2- September 6s 1960 Mr. Dennison stated that. the Expressway would have marginal roads on each side. He said that these roads will bring develop- ment around the Expressway, He did not feel that it would be advantageous to have it follow the power lines. The main reason he had for running the Expressway along the Sound bluff is to open up waterfront on the Sound and bring people to that area. The bpinion was expressed by the members present that it would not be a good idea to run the Expressway along the Sound and expect develop- ment because the people would not like to settle where there would be a high-speed road in their front or back yards. Mr. Wickham stated that he feels the development of waterfront is the most important considerations much more important than the development of road frontage and it is not his idea to devebp the Sound bluff by means of an Expressway. Furthermore the Planning Board has extensive plans for the development of Soundview Road as a scenic highway to run from Otient Point through the entire Town of Southold. Mr. Dennison stated that Route 25 is not a very good highway for high-speed traffic, it does not serve and cannot be reasonably improved because it is so crooked and built-up. However# he feels it is a good scenic route and should continue as such after the Expressway is extended into Southold Town. in closing this topic Mr. Dennison advised that he felt they could come up with some m mpromisej, possibly with some of the Expressway along the bluff and part further south. However, he will be in touch with the Planning Board as soon as there is a decision with relation to Grummans.. There is a question at this time as to whether the Expressway will go. north or south of Grumman.s. A decision on this matter is expected in the immediate future. Another topic discussed was the matter of County marinas in the Town of Southold which were shown on Mr. Denni.son's plan. Five marinas are planned for the Town. Mr.D ennison stated that the one at Mattituck Inlet on the Sound would be the first one established in Southold Town, He had an aerial map of Mattituck Inlet .and explained that they plan to dredge the natural route of the Inlet and endeavor, to swap with the M,attituck Park Commission to secure sufficient land for the marina, The financing of the Marinas would be by the County with no State aid. The dredging wouldbe done by the County dredge and they now have a policy which states it. shall only dredge where there is public land. Mr. Dennison feels that marinas would bring back boat building which was born on song Island,#, and storage yards. He also wants private industry to develop along with the marinas. At the present time .a Park - Southold Town Planning Board -3- September. 6, 1960 Administration is being set up to organize and run the marinas.. Mr.. Dennison brought with him his overall map for proposed highways for the County and discussion was held on connections for various arterial roads in Southold Town leading west.. Before Mr., Dennison left there were brief discussions relative to a central motor pool, central maintenance department, and central purchasing agent for highway departments. Mr. Robert Preston appeared before the Planning Board and ,presented application for tentative approval of subdivision plat to be known as Fordham Acres at Greenport, application made by Rut# F. Preston, Ida Belle Latham,, and Robert .Muir- On August 16, 1960 the Planning Board granted Fordham Acres preliminary approval. .Legal description as follows: Beginning at a point on the southerly line. of North Road at the northeasterly corner of Sterling Cemetery; running thence along said line of North Road,, N,66o01t20" E_ 1020 feet,# more or less, to land of Erenst Wigginsf thence along said land of Ernest Wiggins, five courses, as follows: (1) S..210261, 20"E. 627.2.3 feet to a monument thence (2) S.46004140"E. 74.88 feet to a monument; thence (3) S.71041k1011E. 220.28 feet; thence (4) N. 8203V 50"E. -92,18 feet to a monument; thence (5) X N. 65.05911 -20"E_ 8.72 feet to land of Charles King; thence along said Land of Charles King,. .N.6505992011E. 171.28 feet to a monument and land of Cleaves Point Corps thence southerly along said land of Cleaves paint. Corp. 440 feet.#, more or less to Gull Pond; thence southerly along Gull Pond about 55Q feet to land of Maybelle Raynor; thence through other land of the applicants seven courses,,. as follows: (1) S.670N, 290 feet+ thence (2) N,290W. .400 feet; thence (3) N. 17.oW. 240 feet; thence (4) .N.400W. 250 feet; thence (5) N,640 W 560 feet+ the above five courses being approximate only, thence (6) N.2305814011W. 140 feet# more or less#, to a point 350 feet _ southerly from said North Road; thence (7) S.6600142011W. 500 .feet to said Sterling Cemetery' thence along said Sterling Cemetery X.2305814011W. 350 feet to the point of beginning. Van Tuyl & Son dated September 1, 1960. Southold .Town Planning Board --4-- September 6t 1960 There was considerable discussion relative to Irving Court which is 50 ft. wide at its intersection with Gull Pond LaneA- but narrows to 30 ft. as it approaches the proposed canal and lots 160 17 and 24. It was the decision of the Planning Board that Irving Court should be 50 ft'.. for its entire length. Mr. Preston stated that this would be done. Mr. Preston also stated that he is preparingtfor dedication to the Town of Southold. Gull Pond Lane to the water (Gull Pond) , On motion of Mr. Grebe*, seconded by Mr, Moisa, and carried, it was RESOLVED that the Planning Board grant Ruth F. Preston. Ida Belle Latham and Robert Muir approval of their Preliminary Plat of Fordham Acres at Greenportt dated September I,- 1960, by Otto W. Van Tuyl, & song providing that the change is made malting Irving Court 50 ft. for its entire length. It was further RESOLVED that the Planning Board confirm this action by letter to Mr. Robert Preston, representative for the abovenamed applicants-, advising that he may now instruct his engineer to surveyor to proceed with computing the map, preparing the finished map, submit his cloth prints to the Health, Department for approval,-. and proceed with other matters necessary prior to submitting them to the Planning Board for final approval.. These prints must be submitted at least 15 days prior to a regular meeting of the Planning Board. Vote of the Board= Ayes;- Mr. Wickham., Mr. MoisaA. Mr. Young*. Mr.. Grebe-# and Mr. Unkelbach. Mr_ Van Tuyl presented to the Board the sketch he prepared for the. Scholtz property and surrounding area to be zoned "B" Business in.Laurel, After examining the sketch and finding it to be the area the Planning Board had in mind, on motion of 'Mr. Moisa., seconded by Mr. YoungA and carried, it was RESOLVED that the Planning Board accept .the sketch and legal description prepared by Mr. Van Tuyl and to be presented to the Town Board on September 13,,. 1960. Southold Town Planning Board -5v" September 61 1960 The minutes of the meeting of July 26, 1960, on motion of Mr. Moisa, seconded by Mr.. Unkelbach, and carrieds were approved as submitted, Vote of the Board: Ayes:-- Mr. Wickham, Mr. Moisa, Mr. Grebe, Mr. Young, and Mr. Unkelbach. The minutes of the meeting of August 160, 1960. on motion of Mr. Grebe, seconded by Mr- Young,, and carried. were approved as submitted. Vote of the Board: Ayes:- Mr. Wickhamr Mr, Moisa„ Mr. Grebe, Mr. Young, and Mr® Unkelbach. The next meeting of the Southold Ton Planning Board will be held Tuesday, October 4*,. 1960, at the Southold Town clerk Office, Main Road, Southold, New York. Mr. Moisa andMr, Young reported that they had inspected the property of Edwin H, King located on the south side of Route 25#_ Orient Point*. New Yorko which Mr.. Walter Uhl has indicated an interest in. The present layout is not acceptable at this time,, and on motion of Mr. Moisa,. seconded by Mr. Young, and carried,, it was RESOLVED that a letter be forwarded to Mr. James A. Hewlett who appeared before the Planning Board on behalf cf Mr. Walter Uhl stating that two members of the Planning Board have inspected this property and found the present layout unacceptable.
