PM ,i. Wednesday:. May 6., 1970,,v; at the Town Office., Main Road=, Southold, New York. There were present: Messrs: John Wickham., Chairman; Henry Moisai Vice--Chairman; Alfred Grebe:z. Frank Coyle. Absent: Henry Raynor :(present at 10: 00 PoM.') Jack Driscoll and Rene Gendron appeared before the Planning Board with their plan for "Senior' Citizens°apartments. They said they had gone to the Town Board and they referred them"hack to the Planning Board. The, Chairman suggested that before they' go any further they had better look into the cost of establishing operating,, and maintaining the water system and sewerage disposal - plant. Mr. Driscoll said that they already had. He said that the Health-Dept..- advised them that there would be no problem with the disposal plant as long as they stayed 250 feet from the nearest house (W Jackowski) and 75 feet from the 5th apartment building, i Southold Town Plane -g Board -2- May 6, 1970 The disposal plant will be located by the Railroad'.. it will be enclosed in the same type of building as the apartment houses. Mr. Driscoll stated that all the water used will be treated with oxygen and put back into the ground. The Chairman advised them that they will need a pumping station. Mr. Driscoll said that the pumping station will .be located .between buildings 3 & 4 and the parking lot. They informed the Board that they had dropped the density to 80 units. Mr. Driscoll stated again that the occupancy will be strictly "Senior Citizens". The. Chairman told them that he wants to see a statement of the cost of establishing.. operating., and maintaining the water system and sewerage plant, Mr.I .Driscoll said that the Health Dept. says they will not need a licensed operator for it. He advised us that he has written to several companies for estimates and they are waiting -for answers. The Chairman stated that they cannot bond him for anything that he says he will doi: so the Planning Board wants to make sure that they know just what the costs will be. The Chairman informed them that he wants a photostatic copy of the estimates to keep on file. Mr. Driscoll stated that 80 units would be the lowest' density they could afford to have. _otherwise the project wouldn'='t be worthwhile, Mr. Driscoll .said that they will try to have estimates to present at the next meeting. This property is located just east of ,the proposed light industrial district in the Master Plan, Artie Melusino and Joseph Martarino appeared before the Planning Board to inquire if the Board had decided to grant preliminary approval to the site plan .for proposed "Cutchogue Shopping Center. " The Chairman informed .them that the Board had granted preliminary approval at the last meeting held on April 21st, The Chairman told them .that the amount of plant- ings were a little under the 25% normally required.. also 15ft. - sideyard on the east line is a little low:, but it should not be increased at .the expense of plantings. They informed the Board that .they expect to have plans into the .Building Depart- ment by next month. Letter to be sent to John J. Jones , esq, stating that the Planning Board granted preliminary approval to the site plan on April 21-., 1970, William Essex.. Attorney appeared before the Planning Board in 'reference to Fishers Island Development Corp. He informed the Board that they had dropped the idea of an open area develop- ment area. Mr. Henkel,, Presddent of FIDCO:.. told him that a portion of -the land is to be given to the School District. Mr. Essex presented a plan for a minor subdivision of 5 lots. The ` Southold- Town Plann Board -3 ' May 6. 1970 Chairman advised him that each lot should contain at least 20a.000 sq. ft. of area. The Chairman re-adjusted the lot line on Lot # 3. so as to make the lot contain as close to 20a,000sq, ft.- of. area as possible. The Chairman stated that the Planning Board 'is very skeptical when a plan for developing land is presented and there is adjoining land which. is not shown on the plan. Mr. Essex said that the only other land that -the Fishers Island Development Corp.. owns near this, is across the street on Whistler Avenue, ', Map to be 'revised and presented at- next meeting together with $50.00 fee. Mr. Essex informed the Planning Board that he has a dient who is interested in building a small retirement development in the Town of SouthoJ4 He said that his client would be willing to install water and sewerage. Mr. Essex said .that -a retirement development is more worthwhile than a garden apartment complex because they are not a tax burden to the Town in regard to school taxes,_ and they are more easily operated and maintained than garden apartments. Mr. Essex stated that Mr. Tasker told him that a covenant nould be placed on the propertyj, as 'follows if the zoning is granted for "M" limited to a retirement village and then the covenant is breached., the property would revert back to "A". The Chairman informed him of the population density requirement, . The Chairman told him that if he can meet the population density and a condition could be -set limiting the use to a retirement village:, the Planning Board might be willing to consider it The Chairman suggested that he work- the economics out first. Mr. Essex to' present .particul-rs on this at the next - meeting. He stated that his client has not purchased' th.e property for it yet.. but he was interested. in a parcel at Mattitucka. or a parcel on the North Road (CR27) in Southold. The Chairman stated that the Town of Southold in the past has favored part- -time residents and retired persons® However;,, the Town of Southold has a rather rigid policy in regard. to "B" zoningon the North Road ,(CR27) x, they feel that business development should be on the south road® The Planning Board reviewed again the original petition of William Pollert .and Adrian VanRiperr Southoldr New Yorkr,, received from the Town Boards relative -to a change of zone from "A" Residential .and Agricultural District to "M" . Multiple Residence District on PARCEL Ii and "B" Business District to "M" Multiple Residence District on.' PARCEL IIa on certain real property together with the instructions to prepare an official report defining the conditions contained therein. This property is situated at Greenportr in the Town of. A lengthly discussion was held on this proposed change of zone. On motion by Mr. Coyle,., seconded by Mr. Grebej, it was RESOLVED that the Southold Town Planning Board does not recommend to the Southold Town Board the change of zone from "A" Residential and Agricultural District to "M" Multiple Residence District on PARCEL Is, and from "B" Business District Southold Town Planr. g Board _5 May 6 r, 1970 to "M" Multiple Residence District on PARCEL 11,., on the above described property. The Planning Board does not recommend this change of zone, as the parcel is larger than any that have been recommended for "M" zonings it is adjacent to a cemetery and would have no —connection to any business area. The land is not, suitable for any of the permitted "M" district usess and is distant from the Greenport sewer plant and not in a sewer districts. and is in the planned area for residential expansion for the Greenport area. Vote of the Board: Ayes:-- Messrs: Wickh:amr. Moisat. Grebei, Coyle. George Braun appeared before the Planning Board in reference to- property of Edward Skwaraz located at west side of Stillwater Avenue.,, Ctuchogue N.Y. The owners wish to divide the property into 3 lots. Mr. Braun presented the Board with the original survey with the proposed division sketched in. Each lot will have 100 ft.. frontage and will contain about 2 acre. On motion by Mr. Moisa,, seconded by Mr. Coyle,, it was RESOLVED Edward Skwara be granted permission to divide property as shown on proposed sketch$, property located at west side of Stillwater Avenues. Cutchogue,, NAY: This permission is granted subject to receipt of revised and updated survey. Vote of the Board: Ayes: Messrs: Wickham, Moisaa, Grebes. Coyle. On motion by Mr. Wickham, seconded by Mr. Moisa:., it was RESOLVED that the• Southold Town Planning Board recommend to the Southold Town Board a reduction in the performance bond from $23&000. to $5i600, for the completion of roads in the subdivision to be known as "Shipule Properties", located at north side of North Road to Bayviewv Southoldm New York. The only remaining work to be completed is the fine grading and surfacing of -the roads, for which a contract in the amount of $5i600, has been presented. Vote of .the Board: Ayes: Messrs: Wickham,, Moisay. Coyle, Grebe. Southold Town Plan ig Board --i May 6,,, 1970 The Planning Board was presented with. revised .map for proposed minor subdivision of Tydfil K. Schelint property located off north side of.-Westphalia Roads Mattituck-i N.'Y: The revised map showed the property line between lots 1 & 2 shafted 20 feet -to the east. - Lots 1 & 2 now both contain 32,,000 sq, ft. of area.,, lot # 3 contains 26 ,090 sq, ft, of area. On motion by Mr. Moisat, seconded by Mr. Grebe.., it was RESOLVED that the Southold Town Planning Board grant final approval to the proposed minor subdivision of Tydfil'K. Schelins property located off north side of Westphalia Roadi Mattituck.a N Y 'a, as shown' on revised map by Van Tuyl..., dated May 6.._ 1970. The Chairman signed map. Vote of the Board: Ayes:-- Messrs: Wickhamv, Moisa- Grebes Coyle. On motion by Mr. Grebes, seconded by Mr. Coyle, it was RESOLVED that the Southold Town Planning Board recommend to the Southold Town Board .thats, upon their own motions: they accept Whistler Avenue .(Fishers 'Island) and make it pait of the Town Highway system,,, in view of the fact that they already own this highway as Town property and have .maintained it for some time. Vote of the Board: Ayes:— Messrs: Wickham... Moisas, Grebes Coyle, The Chairman reported on the agriculture study to be done by Dr. Jos. Sullivan of Southampton College, A press release will come out next week informing the people of the study being done. Dr.. Sullivan will start surveying the farms on May 16th and he hopes to have the study completed within 2 or 3 months. The Planning Board received from the Southold Town Conservation Advisory Council, a proposed wetlands ordinance for the Town of Southold. The proposed ordinance was read and commented on by the Board. The Chairman is -to send comments and recommendations to Mr. Booth for changes and improvements. On motion by Mr. Moisaa, seconded by Mr. Grebe,,i it was RESOLVED that the next regular meeting of the Southold Town Planning Board will be held at 7:30 P M.'.,; Wednesdayz May 27a 1970z, at the Town Offices Main Roadr, Southold , New York.
