Monday, July 13, 1970,, at the Town, Office,,. Main Road,, Southold,. New York. . There were present: Messrs: John Wickham, Chairman; Henry Moisa,,, Vice-Chairman; Henry Raynor.,, Frank Coyle, Alfred Grebe. Also present: Howard• Terry,, Building Inspector Mr. William Baxters, Jr. appeared before the Planning Board to request suggestions and recommendations on his preliminary. plan for proposed Cutchogue Shopping Center.: located at east side of Griffing Street a, Cutchogue ;(immediately north of Post Office) , The plan showed 14 storesa, divided into-3 sections, the northerly section for a large department store & 2 smaller storesi, the center section for a supermarkets. the southerly section for' 10 smaller stores. Mr. Baxter intends to develop Southold Town Plann f Board -2- July 13,, 1970 -the southerly section himself and sell off the remainder for others to develop. . The plan showed 53 parking spaces allocated for the southerly section*, which will have -to be increased. The adjoining land to 'the east is zoned "B" Business. Mr. Baxter requested the Board to grant preliminary approval to the site plan. On motion by Mr. Coyler seconded by Mr. Raynor.., it was RESOLVED that the Southold Town Planning Board grant preliminary approval to ,the site plan for proposed Cutchogue Shopping Center, located at east side of Griffing Street.: Cutchogue, New Yorkf subject to conforming with' all regulations governing shopping centers. Mr. Wickham refrained from voting as an adjoining property owner. Vote of the Board: Ayes:- Messrs: Moisa.' Raynor. Coyle. Grebe, Gary Olsen... Esq. and Martin Weglicki appeared before the Planning Board to request preliminary approval of "Laurelwood Estates"*, revised subdivision map.Z: property located at north side of Peconic Bay Blvd.*. Laurelp. New York. This subdivision had previously been approved by the Planning Board subject to the approval of the Health Dept, The Health Dept. disapproved it at a variance hearing. They stated that it does -not conform with the new standards and that they will either have, to install public water and sewerage or increase the lot sizes to 40,,000sq. feet. The revised map showed 26 lots.. all containing at least 40j000 sq. ft. of area, the original map contained 49 lots of 20.000 sq ft. and over. There was some question about the turn-around located in the centeraof the subdivisiorii. Mr. Olsen to check with Ray Dean,,, Supt. of Highways to find out if this would be satisfactory. Mr. Olsen requested preliminary. approval of the new revised map. On motion by Mr. Wickham* seconded, by Mr. Raynor., it was RESOLVED that the Southold Town Planning Board grant preliminary approval to the revised map of "Laurelwood Estates" proposed subdivision to be located at Peconic Bay Blvd... Laurel., New York. Vote of the Board: Ayes:- Messrs: Wickham* Moisai Raynor*. Coyle.t, Grebe, Mr, Carroll Schutz a/c Doris Moeller appeared before the Planning -Board to request a division of her property located , • Southold Town Planx g Board -3-- July 13r 1970 at Little Neck Roads, Easst. Cutchogue. She wishes to divide the property and sell off two ,(2) plots. The property is wooded and over half of it consists of meadow. A minor subdivision of 3 lots would create very large lots well over 40.e.000sq.ft, of. area. The Town Attorney has advised the Board that in such a situations, a stipulation should be added stating that the lots may not be divided any further in the future. -The Board requested that. the location of the spur road on the adjoining property subdivided by Wm. Beebe be shown on the map. The Chairman advised that each lot should have 135 ft. road front- age. There was some discretion as to the 135 ft. frontage because of the location of the wooded areas. Mr. Schutz to confer with Doris Moeller as to how she would prefer to divide the road -frontage, The Mattituck' Shopping Center located at northeast corner of Main Road (Route25) and Factory Avenues, Mattitucks New Yorks has been sold' out to Massimo F. Yezzi,,. Architect, Mr. Yezzi plans to develop the shopping center. He appeared before the Board to request permission to eliminate the side road on the east side of Factory Avenue (in back of the gas station) He wishes to eliminate this side road and move the post office from the middle of 'the shopping center to in back of the gas station,; to front on Factory Avenue. Mr. Yezzi feels that this side road would create traffic hazards.. The Board was under the impression that as long as he holds to the planting and parking area as approved ` it- would be allowable to make this minor variation. The Chairman is to consult the Town Attorney to confirm the validity of'!such a variation. The Board questioned the entrances on the Main Road (Route. 25)s they have been approved by the State Highway Dept. Mr. Yezzi requested an answer as soon as possible because he would like to start by' August so that it will be completed by next June. Mr.. Yezzi advised us that- any correspondence concerning this matter can be sent to 400 West Main Streets; Riverhead'-NY " • Mr. Otto Uhl a/c Cove Beach -Estates appeared before the „ Planning Board to present plan for subdivision of property located at East Marione New York. The map showed a total of 15 lots.,; all containing over 40,,,000sq. ft. of area. Five (5) lots fronting on LI Sound and 10 interior lots. Park and playground area was set aside on east- side of property front- .ing, onul:.'I: .Sound. The lots fronting on the Sound are a little short of 135ft, frontage, the Board advised him that they must have 13-5 ft. frontage on these lots and that the right-of-way Southold Town Planrn j Board -4- July 13�, 1970 to the park and playground area should be at least 50 ft, wider. the Board suggested that they acquire additional property to the east to enlarge the lots and right-of-way accordingly. - The Chairman advised him .that the right-of-way should be labeled as "reserved for possible future dedication to the Town. " The Southold Town Planning Board received from the Southold Town Board the original petition of Abe Goldrich. 1077 East- Broadway.., Woodmerei, New York,,, relative to a .change of zone from "A" Residential and Agricultural District to "B" Business District on certain .real property together with the instructions to .prepare an . official report defining the conditions contained therein. This property is situated at Southold D in the Town of Southoldr County of:'Suffolk and State of New York - and more particularly bounded and described as follows: 'BEGINNING at a point on the westerly line of land of Goldrich (which point is North 410, 33,1; 10" West.." distance of 163.81 ' feet from the northwesterly line of Middle Road (County 'R-oad '27) at the southeasterly corner of land of Charnews) ; running thence. along said land of Charnewss North 410: 43" 10" West a distance of 36.19 feet; running thence through land of Goldrichr. North 330, 318 40" East,, a distance of 300.46 feet; running thence still. along' land of Goldrichr South 41°: 431 10" East: a distance' of 36.19 feet; running thence along said existing "B" Zonei ° . It is the opinion of the Planning Board thatta 200 ft ' depth pattern of "B" Business property should be maintained in the area. On motion by- Mrs Moisar seconded by Mr. Raynore, it was RESOLVED that the Southold Town Planning BCa rd recommend . favorably to the Southold Town Board the change of zone from "A" Residential and Agricultural District to "B" Business District on the -above described property. Vote of the Board: Ayes:- Messrs: W ickhamj Moisar, Raynore Coyle, Grebe. Mr. Cutty' Attorney from the law office of William' Esseks appeared before the Planning Board to request final approval of the minor subdivision of Fishers Island Development Corporation. The Chariman informed him that we received ,a copy of the letter Southold Town P1ani " g Board -5- July 13. 1970 which Mr. Andreoli (County Health Dept.) ,.sent to Lawrence 'Bogart (Race Point Corp. ) in reference to the sewerage. The Board, advised him that At could be granted approval subject to receipt of letter from the County Board of Health stating that no raw sewerage will enter into it. On motion by Mr. Wickhamt seconded by Mr. Coyle,, it was RESOLVED that the Southold Town Planning Board grant final approval of the minor subdivision of Fishers-:'Island Development Corporation,,; subject to receipt of letter "from the County Board of Health stating that no raw sewerage will enter into it. Vote of the Board: Ayes:- Messrs: Wickham: Moisa.. Raynor.., Coyle,; Grebe. Richard Lark...; Attorney a/c Nicholas & Frank Mandaro, in reference to subdivision map of "Wheatfield Park". Cutchogue.. NY ... requested a 90 day time extension on the final approval of the map. The reason for this request is that additional time is needed to complete negotiations for a performance bond to the Town of Southold in .the" amount of .$67&000,a for the roads and improvements in this subdivision. On motion by Mr. Raynor.., seconded by Mr. Moisa : it was RESOLVED that the Southold Town Planning Board grant a ninety ,(90) day time extension on the approval of the final map for "Wheatfield Park.'" On motion by Mr. Moisar. seconded by Mr. Coyle,, it was RESOLVED that the Southold Town Planning Board table recommendation on the above proposed change of zone for further deliberation of the Board. Vote of the Board: Ayes:-Messrs:. Wickhamr, Moisa,,, Raynor,,, Coyle, Grebe. On motion by Mr. Wickhamo,' seconded by Mr. Moisa,, it was RESOLVED that the minutes of the Southold Town Planning Board dated June 22, 1970r be approved as submitted. .Vote of the Board: Ayes:Messrs: Wickham.. On motion by Mr. Moisar., seconded by Mr. Raynor,, it was RESOLVED that the next regular meeting of the Southold Town Planning Board he held at 7:30 P:M 'r: Monday., July 27r 1970r at the Town office,, Main Roads, Southold, New York.
