SOUTHOLD TOWN PLANNING BOARD
January 6, 1971
An executive meeting of the Southold Town Planning Board
was held at 7: 30 P.M. , Wednesday, January 6, 1971, 'at the Town
Office, Main Road, Southold, New York.
There were present: Messrs: John Wickham, Chairman; Henry
Moisa, Vice-Chairman; Henry Raynor; Frank Coyle.
Absent: Mr. Alfred Grebe
Also present: Howard Terry, Building Inspector

cut in the wetlands in Orient on the proposed
Master Plan Map. Each section of the map was examined by the
member of the Planning Board from that area and some additions
and corrections were made.

Chairman Wickham reported that he received a telephone call
from a friend, who told him that a�f rtain developer has cut a
channel through to Majpr ' s Pond, iiiwiie of Douglas Street, Orient,
(which butts against "Willow Terrace" , Orient, N.Y. ) It is on
Maude Latham' s property,' it is not on his own property. (It is
adjacent to his property, but not on his property. ) As it is
not on his property, the Board feels that a letter should be
sent to the property owner inquiring whether or not she is aware
that there has been a ditch dredged on her property, and that it
will seriously compromise her property.
The Chairman tried to telephone Louis Demarest, who is in-
vestigating this matter for the Town Board, he was unavailable
at this time, but he will call back later.
The Chairman instructed that the minutes show that the
Planning objects, and hereby lodges a protest.
The Planning Board checked each area of the Master Plan Map
carefully. Mr. Coyle suggested that all property adjacent to
Railroad sidings or platforms within the Town of Southold be
shown on the map as "C" light industrial districts. 'The Board
agreed and amended the map as such.
Discussion was had in reference to the waterfront lots in
the subdivision "Willow Terrace" , Orient, N.Y. Mr. Coyle stated
that he thought that the Town of Shelter Island had an ordinance
requiring a minimum elevation above sea level in order to obtain
a building permit. Request to be sent to the Town of Shelter
Island asking them to send us a copy of their ordinance pertaining
to building on waterfront and filled land.
On motion by Mr. Wickham, seconded by Mr. Raynor, it was
RESOLVED that the Southold Town Planning Board authorize
the presentation of the Planning Board' s version of the final
Master Plan Map to the Southold Town Board for their inspection,
approval, and comments.

The Planning Board will present their version of the final
Master Plan Map to the Town Board on Tuesday, January 12, 1971,
and they feel that it should be adopted at the earliest possible
time thereafter.
It is the opinion of the Planning Board that it would be a
mistake to present the amendments to the Zoning Ordinance with-
out first approving the Master Plan Map.
Vote of the Board: Ayes: -Messrs: Wickham, Moisa, Raynor.
Opposed: Mr. Coyle
The Planning Board reviewed the list of subdivisions which
was made up by several members of the Board during the week, and
compiled the following list of recommendations for revised list
of approved subdivisions for amendments to the Zoning Ordinance:

The foregoing list was compiled on the basis of the following
formula:
All subdivisions less than 3 years old, filed subsequent from
l/l/68 are recommended.
All subdivisions in which 50/ of the lots have been sold, or
less than 20 lots remain un sold are recommened.
This list to be presented to the Town Board on Tuesday morning
January 12, 1971, along with the proposed amendments to the Zoning
Ordinance, the new Zoning Map, and the proposed Master Plan Map.
Louis Demarest returned the Chairman' s call at 9: 40 P.M.
Mr. Demarest informed the Chairman that he has looked into the
matter and he is in the process of notifying the land owner
Mrs. Maude Latham, or her son Douglas Latham. Mr. Demarest
said that he thinks that it will take about 2 weeks as they are
out of town.
In reference to the proposed change of zone application of
Gus Schad, the Board was informed that the County returned the
application and requested that they send a site plan and plans
for ingress and egress before making their determination. The
Planning Board has in their files a letter from Gus Schad' s
Attorney, Richard Lark, stating that the site plan and plans
for ingress and egress will be submitted as soon as the change
of zone is approved. The Chairman to write letter to the County
Planning Commission recommending their approval of this proposed
change of zone.
The Planning Board inspected the cluster development plan
for the subdivision "Leeward Acres" , which has been presented
to the County Health Dept. and rejected, said map was placed
on file. Final maps have already been made with 40, 000 sq. ft.
lots and the road has been roughed in.

On motion by Mr. Wickham, seconded by Mr. Moisa, it was
RESOLVED that the next regular meeting of the Southold
Town Planning Board be held at 7: 30 P.M. , Monday, January 11,
1971, at the Town Office, Main Road, Southold, New York.
Vote of the Board: Ayes: -Messrs: Wickham, Moisa, Raynor, Coyle.
The meeting was adjourned at 11: 30 P.M.
