SOUTHOLD TOWN PLANNING BOARD

A regular meeting of the Southold Town Planning Board
was held at 7:30 P.M. , Wednesday,, March lls. 197Gi, at the
Town Office, Main Road,; Southolds. New York.
There were present: Messrs: John Wickham,; Chairman; Henry
Moisa-z; Vice-Chairman; Henry Raynor.
Absent: Messrs: Frank Coyle, Alfred Grebe.
Also present: Howard Terryo: Building Inspector
Richard Lark.k, Esq. presented the Planning Board with
formal applications. fee of $30.s, and three (3) copies of
final map for minor .subdivision of Tydfil Kent Schelin
(formerly Jennie Lester) ,. property located- at north side
of Westphalia Road,. Mattituck • N.Y
On motion by Mr. Raynorr; seconded by Mr. Moisas. it was

RESOLVED that the Southold Town Planning Board grant final
approval to the minor subdivision of Tydfil Kent Schelin ;(formerly
Jennie Lester)4,, .property located at north side of Westphalia Read.,]
Mattituck;,,, New York,
The' Chairman signed final maps.

Richard Lark:'; Esq. presented the Planning Board with a
preliminary plan for proposed minor subdivision of Reichard
Babcock-,. property located at west side -of Calves Neck Road,,,
Southold,,, N Y: (formerly 'Judge B. Hill property);. The map
showed a parcel of land of approximately 4 acres.,,; divided
into 3 lots.'; A:' B.' & C.j. all lots contained considerably over
20,i,000sq, feet .of area. Mr. Lark requested the Board°s
opinion of the division as presented,; and asked the Board
for any other possible suggestions for the division of this
property that they might have,' There is an existing house'
barn.,,, and cottage on this property which poses a problem.
the Board disapproved of the division as presented because
one of the loss contained 2h acres. They suggested that
this parcel be divided into 4 lots,'; so as to prevent any
future problems. with re-division that might arise if it
were onlya3 lots. Map to be revised', as outlined by the
Board'. and presented at the next meeting.
Richard Lark' Esq. appeared before the Board in reference
to property of Mary' Zeneski,,, loc•ated at east side of Little
Neck Road,,,: Cutchogue' N.Y He requested permission . to re.-
locate the 50ft. right-»of--way,,, now running between lots 6 & 7,,,;
at the southwesterly end of the property. The Board suggested
.pushing lot 7 northerly;,,, so that it will be adjacent to lot 6.,,,
and re-locating the right-of-way at the south end of lot 7
,(adjacent to land of Kujawski)v. The right-of-way as. re--located
must run the entire length of .the property to the easterly
property line- and should be designated as "reserved for possible
future dedication for highway purposes. " Map to be amended
and presented at the next meeting.
Richard Lark.'; Esq. presented to the, Beard', for their inspection
an artists rendering of a plan for possible future development of
the Brecknock Hall property,, owned by Gus Shad.', located at the north
side of Route 25,; Greenport', New-York.. -The parcel contains approximate-
17 145 acres of land':. all of which is zoned "A" Residential and

Agricultural. The plan would call for zone changes from Residential
to light business,.,, apartments:?„ and building lots. There are water
mains for public water on the North Road directly.-in front of the
property and it would be possible to connect to public sewerage.
. The Board discussed the lay-out of the plan at some- length with Mr.
Lark, and offered some suggestions for revisions. Plan to be revised
and presented at a later date. Mr. Lark requested the Board to make
an inquiry to the N.Y.S.. Dept, of- Transportation .in reference to any
plans they may have for the widening or .improvement of Route 25 in
this area.
The- Planning Board was presented with a bond estimate. in the
amount of $23,,000.z prepared by Larry Tuthill-Construction- Engineer,
for the completion of roads and other. improvements in the subdivision
to be'-,-,known as ®Shipule Properties"-�, located at east side of North
Road to Bayview,, Southold, New York.
on motion by Mr. Wickham, seconded by Mr. Raynorr it was
RESOLVED that the Southold Town. Planning Board recommend to
the Southold Town Board a performance bond in, the amount of $23s000.
as prepared by,-Lawrence TuthilltConstruction..Engineer,,: for- the
completion of roads and other improvements in. the subdivision to
be known as, ®Shipule Properties'°,e. located at. east side� of. North
Road to Bayview, Southold,, New York.

Mr.- Robert Douglass appeared before the Planning Board
informally to check on the' length of time .in which -he has, to
complete the roads in his subdivision ®Willow, Terrace",t, Sec., Ir
located off .south side of King ,Streets. orient, N.Y. He informed
us that Van Tuyl is going to start' surveying the :roads and he
just-wanted to make sure that his approval was still good. The
Board informed Mr. Douglass that he has 3 years,,,, from the date
of approval« June 9i. 1969s,, in.. which to complete the roads in his
subdivision. - Mr. Douglass Anquired about the test.holes which
he had made on June 6a, 1969. The- Chairman suggested that he
take the. map to the.,County Board of Health and ask them to
consider the original test-holes.
The Planning Board was presented with a revised map for
division of property owned by Henry John .Pavlakj Grand Avenue,
Mattituck,&-N.Y. The map showed 2 lots, the easterly 'lot with
a frontage ,of 100ft.,r and the,westerly lot with a frontage of

On. motion by Mr. Moisa, seconded by Mr. Raynor,,,. it was
RESOLVED that: the ,Southold Town Planning Board grant;.approval
to the division of property owned by Henry John,.Pavlak located at
Grand Avenue? Mattituck,D N.Y.,z, as shown on survey dated March 5, 1970,
by'Van Tuyl & Son.

Letter was received from the Sterling Cemetery Association
in answer to our inquiry of February -26, 1970- requesting their
, opinion on . the application received for proposed change of zone
from ""Am Ressidential and Agricultural. District to `"M`" Multiple
Residence District on property located at south side of Main
Roads west side of Manhanset Avenue,,, north side of Champlin
Places owned by 1Wm. Pollert & others. .The Sterling Cemetery
Association advised the Planning Board that they have no
objections to a hotel or motel operation.c. but they do not
think they would approve of a trailer park or tourist camp.
The Planning Board postponed making a recommendation• to
the Town Board on this proposed change of zone., due to the fact
that the local representative for the Greenport- area, Frank Coyle,o
was absent from the meeting.
Correspondence was received from the International. Fidelity
Insurance Company requesting a progress- report on the construction
of the road to be known as ®Corey Creek Lane" in the subdivision
Corey Creek Estttes, located off west side of Bayveiw. Road,
Southolda, New York. . Howard Terry, Building Inspector, to complete
the form and return it to them stating that the road has not been
completed, application for an extension of time has not, been
receiveds., and bond will be in default on June 22, 1970.
Letter received from the North Fork Taxpayers . Association
acknowledging, the_Planning Board' s confirmation to attend their
meeting at 8:00 P:M.,. wednesday*,, March 18-a, 1970 at- the Southold
High School. Henry Raynor presented the Board with -b tenative
list of topics which could be discussed by them at the meeting..

RESOLVED that the minutes of the Southold Town, Planning
Board dated February -25,, 1970 be approved as submitted.
