Reeve Henry Moisa Alfred Grebe Archibald Young M I N U T E S Southold Town Planning .Board March 177 1959 A regular meeting of the Southold Town Planning Board held on March 17, 1959 at 7:30 P.M. at the Town Clerks Office, Main Road, Southold, New York. There were present: Messrs. John Wickham, Chairman, Harold R. Reeve, Henry Moisa, Alfred Grebe and Archibald Young. Also present: Mr. Howard M. Terry, Building Inspector. The Clerk read the minutes of the February 17, 1959 meeting. On motion of Mr. Grebe, seconded by Mr. Noisa .and unanimously carried the minutes were approved as submitted. The minutes of the joint meeting of the Southold Town Board and Southold Town Planning Board, on motion of Mr. Reeve, seconded by Mr. Young, and unanimously carried, were approved as read. A lengthy discussion was held relative to a parking lot and a road running north past the post office in Cutchogue. A letter from Mr. Arthur Mehl, Cutchogue, owner of the North Fork Variety Store, was read, whereby Mr. Mehl indicates that the best possible solution to the problem would be for .Mr. Kruczewski to contribute a few feet of his land to widen the parking field. He also states there are drainage problems involved. All in all Mr. Mehl feels that the project should Southold Town Planning Board -2- March 17, 1959 be undertaken by someone with higher authority. Kr. Wickham stated that Mr. Price, Mr® Reeve., Mr. Van Tuyl and he had met with Mr. Kruczewski relative to additional land prior to this Planning Board meeting and no satisfactory solution was arrived at as a result of this meeting. Upon resolution offered by Mr. Reeve and seconded by Mr. Moisa it was RESOLVED, that the Planning Board suggest to the Town Board that in view of the fact of the congestion in front of the post office at the present time, it is believed there is a real need for a 65 foot road continuing north from in front of the post office. Such road would be a future business district access. It was therefore suggested that the Town help with the construction of this road. Application for a change of zone from "All Residential - Agricultural to I'M" Multiple Residence district was received from Messrs. Thomas and Oscar Molin. Property in question is situated near Greenport and more particularly bounded and de- scribed as follows: north by .Long Island Sound, east by Horton, south by North Road, and west by Shannon. Mr. Rennselaer.. G. Terry, Jr. , attorney for the Molins appeared at the meeting and supplied the Board with additional helpful information. Mr. Terry stated that it is planned to start construction on the motel this July. There are planned four buildings comprising eight single units . These buildings to be in a horseshoe shape. The surrounding property, it was pointed out by Mr. Terry, is predominantly zoned Multiple Res- idence district and is not useful for much else. Mr. Wickham asked that Mr. Terry supply architects plans sometime in the future in order that their may be presented at the public hearing of the Southold Town Board, when this change of zone is formally heard. After further discussion by the Board, on motion of Mr. Moisa, seconded by Mr. Reeve, it was RESOLVED, to recommend to the Town Board that the change of zone from "All Agricultural-Residential to "M" Multiple Res- idence District be made on the property included in the legal description by Otto W. Van Tuyl, surveyed on December 14, 1945. The Board feels that in view of the fact this property is almost across the street from two labor camps, and there are other I'M" districts in the immediate vicinity, this is probably the best use of this land. We are of the understanding that the petitioners plan to build four double duplexes on this property in approximately one year. Southold Town Planning Board -3- March 17, ;959 Correspondence between the Planning Board, 1�1r. Otto Van Tuyl and Woodhollow Properties, Inc. (Orient By The Sea) was read. This had reference to approval of Section 2 of Orient By The Sea. Mr. Wickham asked Mr. Howard Terry if he would compose a letter and forward same to nor. Emmonds Dean, Super- intendent, State Highway Department, requesting that he advise the Planning Board whether a permit , or permission was ever granted or given to Woodhollow Properties, Inc. , or any other person or corporation to connect a private road shown on map of"Orient By The Sea", Section 1, as "Plum Island Lane" to the State Highway on the north side of State Road #25, almost opposite the entrance to the State Park, Orient Point, or any other location on the State Highway. Awaiting answer on the above, on motion of Mr. Grebe, seconded by Mr. Moisa, and carried, it was RESOLVED, to withhold action on Section 2 until such time as the developer and attorney shall adopt a cooperative attitude. After considerable discussion on the subject of parking facilities in the villages of the Town, on motion of Mr. Reeve, seconded by Mr. Young and carried, it was RESOLVED, that the Planning Board recommend to the Town Board that consideration be given to purchasing, wherever possible, available parking sites for each one of our un- incorporated villages. The Planning Board feels that this is an urgent matter and needs immediate attention. The matter of the Open Development Area of Walter Grabie was again brought up. It was suggested that Mr. Reeve speak to Mr. Elmer Ruland relative to selling several more feet to Mr. Grabie in order that a more satisfactory road may be possible. The Planning Board considered the matter of junk yards. Since the junk yards are required to provide suitable screening in the form of fencing or hedges completely around the periphery of the area used for such purposes by April 23 , 1960, it was decided a letter should be sent to the junk yards with reference to this, and advise them it would be wise to start this year so that by next year it will be underway. The type of fencing and hedges shall be subject to approval of the Board of Appeals. The matter of identification cards was again brought up.. Mr. Terry indicated that Chief Anrig had sent for samples of identification cards which should arrive by the next Planning Board me eting. Mr. Wickham stated that he intends purchasing topographical maps of Southold Town, and will purchase an additional set for Southold Town Planning Board -4- March 179 1959 the Planning Board. The next meeting of the Southold Town Planning Board will be held at the Town Clerk's Office, Main Road, Southold, New York, on Tuesday,April 7, 1959 at 7:30 P.M. Meeting adjourned at 10:00 P.M.
