Klipp, Justice-Henry "Clark, Justice 'R"alph Tuthill, Justice E. -Perry Edward6­ 'Councilman Lester Albertson, and Councilman Louis Demarest., Board of 'Appeals Members 'Present: Chairman Robert W. Gillispiel Jr., Robert Bergen, Herbert Rosenberg, and Serge Doyen, Jr. Planning 'Board' Members Present: Chairman John Wickham, Harold R. Reeve, Henry Moisa] Alfred Grebe, and Archibald Young. " Also present: " Town-Attorney Robert Tasker, Building Inspeotor Howard M. Terry, and Superintenddnt Town Highways Harold Priceq Otto W. Van Tuyl, Consulting Engineer. Joint Meeting -2- April 28, 1999 Mr. "Robert We Gillispie, -Jr. ;-" Acting.- Chairman; opened: the meeting --by stammarising . the problems at hand: 1 It-is felt a specific- area should.-be -established -where light 'busJ6 ness -may"-develop lif_ the future and 2..� we- should- have--access roads -along this area on Middle Road, or' a bombination of both l and 20' .."There is a great need to establish some kind of plan or policy. W. Tacker" stated- that some thought "should be given- to how "the,..Town wants the area to develop before they are at a point nothing can be done. Considerable discussion was held"relative " to--what--type of plan..should"be formulated; with Mr. Talker indicating -that he'"feels the Town' should require- the buildings be--sufficiently back from the highway line with the future expanded highway in mind. t..was- 'the feeling of We Gillispie -that loops-would be the solutiom"to 'the 'problem Of' eliminating- strip" business. This was.'..also the feeling of the majority present. Upon inquiry from members--present Mr. Rlipp stated that he..htt not "yet had a meeting with the State & County represen,;- tatives� "but is"-"trying to arrange -one as - soon as possible to determine what is to be done on Middle Road* yen is' 'of the" opinion -that. 'a- four lane highway"" is not necessary to 'accomodate -the- -present traffic: -He further- feels that if business were allowed to" develop too-greatly on the- highway-there.-will- be left 'abandoned business buildings on the old road. This point was discussed. Mr " Howard "Terry quoted an article' from- the "Engire3ering Brews 11 with-reference to'-high": speed "highways and development along. them. The members present discussed this thoroughly. It was the opinion of those Present that the future plan should--be sought from 'the..County- and State. -It was also felt there is an urgent need for high speed limited access east- west highway mad the Planning Board Resolved to- go on record that 'they wiJ1 be unwilling -to-recommend" any extension of business zones "on "the Middle" Road"until such time -as the State County and" Town agree on-what type- of road there shall be and where -it -is to be located. Furtherer 'the Planning Board- is of the. opinion "that the best interests "of the Town"of 'Southold - .- would -be- seated "by-having this-a high speed road with the- ,least amount of-business. 'The--Planning Board is agreed: that they will not hold up more- than three-..to six months the determination of the triangle in west -Mattituck and' "adjacent property. Ali members of- the -Planning -Board voting aye on-the Resolution, with the exception of Mr. Reeve who voted nay. Joint Meeting -3- April 28, 1959 -Notification of .the Planning BoardIs Resolution was ordered forwarded to the- Town; Board- and" Board of Appeals by"Mr. Wickham. " A" letter was ordered transmitted- to-X, E. Goul, -District--Engineers State cf New "Yorke Department of . Public"Works stating- that the-Planning Board feels there' is "Aft urgent need"for" a-high speed limited-access "east-west highway Abd- it could" probably tie done"economically and" in the "n®ar future. -A copy of this letter to 'Mr. 'Goul was forw&Ad"to the County Planning Boards Town Board, and Board of Supervisors with a covering letter.- Those present at the - joint" meeting -feel that- the new road will probably'be a four lane divided highway from - - Mattituck to Greenport traffic circle and will be either County or State. There was considerable discussion held on the subject of gas stations and how far apart they should be located. Rr-O Demarest- indicated that he feels-, that agricultural distrixt§- should 'be separatefrok residential "districts to prevent strip"development of farms. Discussion on this matter ensued. W. Wickham "brought up the' 'matter oft he request-by the Fishers Island Civic Association for property on Fishers Island to be included"in" the Suffolk eounty :Park Program.- Mr. -Blipp''stated he "would be glad to include Fishers Island as soon as possible. "A'brief discussion was held relative to the ixospects of a-bridge to Connecticut and the affect it would have on. the Town of Southold. Meeting adjourned at 11:10 P.K.
