U TES Southold Town Planning Board .April 28, 1959 A'-regular meeting-of- the Southold- Town' Planning- Board-was held Tuesdayl -April 28, 1959; 7930-P.M:, at - the Town Clerks Office, Main Road, Southold, New York. There were- present: - Messrs: John Wickham$ Chairman Harold R. Reeve, henry Moisal Alfred Grebe, and Archibald Young. Also-present: Mr. Howard Me Terry, Building Inspector.. Mr. Irving L. .Price . Jr., appeared before -the Planning Board-relative to application-dated April-7 - 1959- of Costas Stars, Main Road, East Marion, for an- Open bevelopment Area of property described- as acreage- at Sound, being-developed for sale of lotsl 'bounded north by Long Island Sound, east by-lands of Schroeder, south by Maih Road• (Route- 25) and Vest by lands of Dzenkoski Brown, Stamos, - Moack, and - others'. - Map- appearing in- the file is by Otto W. Van Tuyl and Son, Proposed-layout- of land of Costas Stars at East Mation, N.Y., dated March 13, 1959• "' 'Mr* Price - spoke for Mr. Stars and answered questions-- posed- by the- Board. -The Planning-Board-does not feel that it -would--be practical--to-have a road the length -and width requested by the applicant. Members of the Board viewed Southold Town Planning Board -2- April 28, 1959 the- property -and 'it 3s "felt that 'the 'access ' should--be. 50 feet. Thee-present means of access "are "Aquaview Avenue Arid Cedar" Drive," which are-" Town roads. - ,Mr Stars cafe' forward and ®xplained certain points on the map and answered quest- ions. After much consideration it"vas' the determination"of the "Boards on motion of Mr. Grebe, seconded by Mr. Reeve and carried to OLVE "that'the 'Planning Board recommend to -the Town Board that r1ght of access be.. approved by way of Aquaview Avenue "and Cedar -Drive to lots as fat down as the " one marked He11DWA on map. of Otto W. It "was--fwrther suggested that below"lots No 13L and 50 that this- projected public road"be" on" one side or the other of the property, rather than. down the middle.. . .". " Mr. ]FF& h Reed-came before - the Planning "Board for an inforfal discussion. Mr. Reed presented a preliminary plan of his property -at Cedar Beach and asked several questions re size of -several lots: "The Board suggested several -changes in the lot sizes and advised his overall- layout was 'quite' satisfactory. �" Mr: Reed .intends to revise "the snap and present it to .the Planning Board in the future for approval. Mr. Reeve and Mr. Young submitted their individual reports- on their recent review of the proposed trailer park at Westphalia Road, Mattituek, New York$ &rid the feasibility of that -particular location. Both &*. Reeve acid Mr. Young ara oppposed to 'the'"proposed "location. Since a time Mr ` Sehelii� who proposed- the -trailer park, appeared before the Planning" Board on April 7, 11959, there have- been 37 letters of protest from property owners and residents in the neigh boyhood: On motion of Mr. Moisafseconded by Mr. Grebe and car-ried, it was RESOLVED that a letter should`"be forwarded to Mr Roy Schelin- advising that the- proposed- location of a trailer park on Westphalia. Road, .Mattituck, does not" meetit with the--approval of the Planning Board however they feel" that" a tr iler park is greatly needed in Southold .Tovn- and would"be wit ling to consider any proposal he may have for a more suitable location. A -letter." was. also to -be forwarded to Mr. -Kenneth"G.-- Br own, President of the Westphalia-Civic "Assoeiation Mattituck, ad- vising of the disapproval and expressing the thanks of the Southold Town Planning Board --3m April 289 1959 Planning Board -for --the" Civic Aszociation_ts interest in the matter"and -reques tins- that_ the members, of. ,the Association be nottfied .of the Planning .Boardis action. A letter vas received and read, to 'the members"of thee• Planning -Board' from Mr: Harold R: Reeve Sr. , tending. his g arn�. Board' and . . resignation from the Southold Town .P1 Secretary of same to-take.-effect May l; 1959 Mr.: Reeve expressed in his letter his pleasure .of be associated with the":Planning Board A'nd' Southold `Town Board for the past- three years p and gave his reasons- for resigning. It- was'.the decision-of all- the members of the Board, with the exception of Mr.. Reeve to table the resignation. At this point (8i30' P.M. . the­regular� meeting of the Southold Town. Plannin9-BoaVd recessed and' a Joint meeting of the "Southold "Town.Board, Southold Town- Board of" Appeala� and Southold Town Planning Board.was called to order. The -regular' meeting. of the Southold Town Planning. Board was resumed at 11:10 P.M. ._There" was considerable •discussion relative •to .lobbsteri;ng out' of Fishers Islands and- Mr: Klipp who was present at this point, advi"sed that: lie- would speak -to Mr Taske- r• ' Towa .Attorney, . to-determine what the--laV:1s­:and what can be -done" to prevent Connecticut boats .from operating out of .Fishers Island or in New.York•.State waters. There' was- a brief discussion- relative to the matter of the property of George y. Young at Orient. The'"1958- Progress Report :of' the 'Suffolk County Planning Board was received and ordered filed. A''communication'was received from .the Suffolk County Planning Board j­ R. .,M. Kammerer, Director of-Planning3 in reply to-the "Planning Board 1 s 'letter -of ' April. -13, 1959 relative to the' Fishers.'Island Civie Association concerning 'their park district and in .which the- Southold Town-Planning Board' suggestea- the possibilitycC the County" of Suffolk"'looking . into the- situation. Mr.- Kamerer' advised that the matter will- be brought up, at' the 'next Suffolk county Planning Board meeting on April 30, 1959. The' matter of: the petition- of John and Alexandra Drossos was again-brought .before the- Planning Board for an official report defining- the conditions described in" the-petition -and deterilination of the area so affected- by the recommendation of the Board: 'On motion of. Mr: Moisat seconded by Mr. Young and unanimously carried, it was RESOLVED, that the Planning Board recommend to the Southold Town Planning Boards- April 289 1959 Town Board -the: change--from " "At' 'Residential- Agricultural to" 'B" Business "district, to be-made-'on the following described property:. The next -meeting. :of"the Southold Town Planning Board will. be., held at- 7830 P.M., Monday May lla 1959-at the T&wn Clerks Office-- Main Road, Southold, New York. 21jere -vas" 'a briefdiscussion held relative-to -the matter of-"trailer -parks in Southold Town -and it was the feeling- of many m6mbers of" the-'Board that there should be a committee appointed to look into same. With reference to. the joint 'meeting between the: Tom Board,, :Board `of Appeals`:arid`Planning" Board. the Southold Town Planning Board determined that they should go on feeord'.by the following -RESOLUTIONi that the Planning 'Board will-be unwilling to recommend anrq" extension of business"-zones on-the Middle Road until such time as- -the' State'_-County and Town agree- oft- 'type" "of road there shall be and where'it' is -to be . located. _ Farther' the: Planning Board is -of the 'opinion that the- -best interests" of: the Town of Southold would be served by--having this a high speed road with the least amount of business. The Planning-"'Board;is agreed that- they will notehold up more than three 'to: sic months the' determination of the triangle in west Mattitnck and. adjacent property. A copy 'of the" above resolution 'was-forwarded to the Southold Town Board and Southold Town Board of .Appeals. n Southold Town PImning Board -6= April 28, 1959 Along--this same line- (rebuilding of Middle Road)-' 'a communication was forwoMed- to Mr Milton E. Gou1� District Engineer; New York- State' Department of- Public' 'Works q Babylonp New York' stating that it has' come to the attention of- the Southold Town Planning Board that'the State Highway Depart bent may take -over and rebuild our present Middle- Road. - i.e. County Route 27A. The Planning ' Board feels that there is an Urgent need for' a'-high 'speed limited access Last West highway and could probably be done economically in- the very near'future. ' Mr' Goul' was" advised that 'the Planning" Board is currently w•lthholding"approval of any petitions 'fo r' a change 'of zone along this highway pending more information on long range plans. A- copy of--the above- letter-'was forwarded to the ' Southold Town Board!"' Suffolk County Planning Board 9 -and the Suffolk County Board of 'Supervisorso- With'the' Board 'Of Supervisors letter a- covering 'letter was included stating" that in this connection the Southold To—mn "Planning Board' is 'not certain that it is in the best interests' of the Town to have the State take over thishighway9' but feel that whether "the- State or Suffolk 'County rebuild"and -relocate highwayl' the long-range interests of our- Town dictate .careful 'planning and consideration in order that we may both assure our Town of rapid ' transportation'as well as aaintaining the natural beauty of our landscape..
