Southold Town Planning Board
May 11, 1959
A regular meeting of the Southold Town Planning
Board was held at 7:30 P.M. , Monday, May 11, 1959 at
the Town Clerk's Office, Main Road, Southold, New York.
There were present: Messrs. John Wickham, Chairman,
Harold R. Reeve, Henry Moisa' and Archibald Yourg ®
Absent: Mr. Alfred Grebe.
Also present: Mr. Howard M. Terry, Building Inspector,
and Otto Van Tuyl, Consulting Engineer.
The minutes of themeeting of April 28, 1959, on motion
of Mr. Reeve, seconded by Mr. Young and carried, were approv-
ed as submitted.
The minutes of the joint meeting of the Town Board,
Planning Bard, and Board of Appeals of April 28, 1959, on motion
of Mr. Moisa, seconded by Mr. Young, and unanimously carried
were approved as corrected (the name of Otto Van Tuyl, Consulting
Engineer having been omitted. )
A discussion was held relative to the Genevieve Naugles
application for a change of zone, which the Planning Board
recommended favorably to the Town B oard. It was by. motion
of Mr. Reeve, seconded by Mr. Young and carried that a

further recommendation should be forwarded to the Town
Board suggesting that the owner be advised that it is
against the law to throw fish, refuse and such matter from
the boats while in the harbor.
A letter from the Suffolk County Planning Board, R. M.
Kammerer, Director of Planning, was received and read to
the Planning Board. Mr. Kammerer stated that the matter
concerning property owned by Suffolk County on Fishers Island
was discussed at the Boards meeting on April �3, 1959 and
a committee was appointed to inspect the area and make a
report. After a brief discussion a letter was ordered
forwarded to the Suffolk County Planning Board stating that
the Southold Town Planning Board wishes to point out that
the property in question belongs to Southold Town rather
than Suffolk County and advising that the Planning Board
will be interested in the report of the investigating team.
After a lengthy discussion, on motion of Mr. Young,
seconded by Mr. Moisa and carried, it was TT
RESOLVED, that the following five points of a "General
Outline for Development for the Town of Southold" be in-
corporated in the minutes of this meeting. These points
are to be expanded upon at future meetings. of the Planning
Board®
1. Place of agriculture in the Town
2. Maintenance of the natural beauty of the Town.
3. Means of access, with particular reference to
all types of highway networks and highspeed
contacts with New York City.
4. Development of the water front.
5. Development of business and industry.
It was further RESOLVED that the Town Board be notified
of this ('General Outline" and the intended expansion on same.
The application of Edward Nidds, Main Road, Southold,
New York, for an Open Development Area was received from the
Town Board and an official report defining the conditions
described in the petition and determination of the area so
affected with the recommendation was ordered prepared by
the Planning Board. After a thorough discussion it was moved
by Mr. Young, seconded by Mr. Moisa and carried, that it be

ment Area on property described as Bayview, Southold, and
bounded north by M. Shipuleski & ors, east by M. Dickerson
& ors, south by Bayview Road, L. Edson, west by M. L. Dayton,
M. Colombo on map of Reydon Heights at Bayview, Southold,
map of Otto W. Van Tuyl dated June 14, 1949 and revised to
May 25, 1956, be granted on Victoria Drive to Liberty Lane,
all of Colonial Road, all of Summit road, and all of Eds
Road.
A team of Planning Board members has visited this
property and find that the roads are all 50 feet and have
been cut through. Victoria Drive is nearly all oiled, Eds
Road is all oiled, and Colonial and Summit Roads are both
oiled to 1/2 their length.
The application of F. Rogers Ketcham, Shore Road, Halesite,
for a change of zone from "A11 Residential - Agricultural to
t0B" Business district on property bounded and described as
follas: Situated at Mill Road, Mattituck -- Beginning at a
point on the West side of Mattituck creek about 12001 South
of Mill Road, running thence along the Northerly side of prop-
erty known as Map of Shore Acr8s (Map #41) on the following
six courses and distances: N77 55115010W for 2481, N 8303311011 W
for 31.25 t , N 800 27 t4011W for 56.10 t , N 89020 t 2011W for 42.6o t $
S 7804012011W for 67.341 , N 870305011W, for 76.591 to a monument;
thence along the Easterly side of property of Nicholas Chudiak

Creek; thence Southerly along said Creek about 100011 to the
point or place of beginning; as shown the attached map. --

After considerable discussion relative to the map and
proposed change it was moved by Mr. Moisa, seconded by Mr.
Young and carried that a letter be f orwared to Mr. Bruce
MacDonald, Broker-Developer$ requesting that someone be present
at the next meeting of the Planning Board on May 26th, to
be available to discuss plans for the use and development of
the property in question before the Planning Board will take

further action in this case.
The Board was advised by the Secretary that 18 letters
had been forwarded to junk yards and garages with wrecks
and abandoned cars, etc. Article X9 Section 1001 of the
Building Zone Ordinance of the Town of Southold.
The matter of the resignation of Harold R. Reeve, Sr.
which had been tabled at the last Planning Board meeting
on April 28, 1959 was again brought up for discussion. After
much consideration and discussion it was
RESOLVED by Mr. I11oisa7 seconded by Mr. Reeve and
carried that it is with deepest regret that the Planning
Board recommend to the Town Board the acceptance of the
resignation of Mr. Reeve9 to become effective June 11 1959•
It was further recommended that since the Planning Board is
undertaking an intensive program along with routine matters
that the vacancy be filled as soon as possible. It was further
Resolved, Whereas:
Harold R. Reeve, Sr. has been a most
valued member of the Southold. Town
Planning Board from its inception, and
Whereas: Mr. Reeve has given generously of his
time and talents to the service of the
Town of Southold as a member of the
Planning Board and in other capacities;
be it hereby
Resolved: That the members of the Planning Board
of the Town of Southold do hereby express
their most sincere appreciation to Mr.
Reeve for his unselfish efforts in be-
half of the Town of Southold; and their
sincere regrest upon his decision to retire;
be it further
Resolved: That a copy of this resolution be forwarded
to Mr. Reeve, to Toynowof Southold, the local
Board
newspapers and also be spread upon the min-
utes of the meeting.
A application was received from Hilton L. Epp for a
sub-division to be known as Hilton Heights at Bayview,
Southold, and bounded and described as follows: All that
certain piece or parcel of land lying and situated at Reydon,
formerly Bayview, Town of Southold, County of Suffolk and
State of New York and bounded and described as follows: On

the north by land now or formerly of .C. A. Brundage Estate
and the road leading to Southold; on the east by the road
leading to Southold; on the south by land formerly of Mary
M. H. Dayton and by land now or formerly of Mail.n Shipinski;
again on the east by land now or formerly of Martin Shipinski
and again on the south by land of Martin Shipinski, and on the
west by land now or formerly of Edwin H. Brown. Containing by
estimation 14 acres, be the same moroor less .
Mr. Van Tuyl spoke for the application and answered
questions posed by the PlanningBoard. Mr. Van Tuy, Mr. Harold
Price and Mr. Archibald Young visited the property and Mr.
Young gave his report. There will be 29 lots in the sub-
divisimn.
It was decided that the Planning Board would visit the
property as a group before the next meeting is called to
order on May 26th. The Board would meet with Mr. Harold
Price with the thought that a 50 ft. road might be dedicated
to the Town but only 25 ft. be oiled and paved with the thought
that the ether 25 ft, would not be' used because it is on such
a steep grade and it would spoil the natural beauty of the
property.
There was a brief discussion held relative to the map
of George L. Young property, Orient, New York.
A communication was received from the Office of County
Affairs, Hauppauge, Long' Island, relative to a bndoned structures
and what would be the best thing to be done to protect them from
vandalism, etc. The suggestion in the letter was that there
should be a term bond to protect against eventualabandonment of
such structures or demand its removal from the property before
approval of the plat.
A letter from the Southold Town Board of Appeals was
received and read. This letter had reference to amendments
that the Board of Appeals proposes to the Zoning Ordinance.
The Planning Board held considerable discussion on this
matter.
The next meeting of the Southold Town Planning Board will
be held on Tuesday, May 26, 19597 7:30 P.M. , at the Town Clerk's
Office, Main Road, Southold, New York.
