PLANNING BOARD MEMBERS John Wickham, Chairman I�a'sdldiR�ee�"e: Henry Moisa Alfred Grebe Archibald Young M I N U T E S Southold Town Planning Board June 8, 1959 A regular meeting of the Southold Town Planning Board was held Monday, June 8, 1959, 7:30 P.M. , at the Town Clerk' s Office, Main Road, Southold, New York. There were present: Messrs. John Wickham, Chairman, Henry Moisa, Alfred Grebe, and Archibald Young. Also present: Mr. Howard M. Terry, Building Inspector, and Mr. Otto Van Tuyl, Consulting Engineer. Mr. Robert Villa from the Suffolk County Health Department spoke to the Planning Board on matters of development of marsh and filled meadow land, touching on the type of sewage disposal field, dewatering, effect of detergents on the soil and require- ments for subdivisions. Mr. Villa stated that the requirements of the Suffolk County Health Department for lot sizes in a subdivision is 1/2 acre, or 21,780 sq. it. , unless there is public water and sewer. They would consider 1/2 the width of the road abutting the prop- erty and the balance would be made up within the bounds of the lot. The F.H.A. and the V.A. require 20,000 sq. ft. lot size. With reference to putting in a sewage system, Mr. TIlla stated the County requires two lots adjoining each other must Southold Town Planning Board -2- June 8, 1959 be done at the same time in order that there may be created a buffer district. Mr. Villa described bog as anything where ground water exists before good suitable material is found. The Board discussed with Mr. Villa the particular problems in Southold Totem, and the Hilton :Epp and Ralph Reed property were discussed in particular. Mr. Grebe brought up for discussion problems that exist on Fishers Island. Mr. Villa left several bulletins with the Planning Board for their information and stated additional copies may be obtained upon request. It was. decided a letter should be forwarded to the County Health Department for additional copies. They are as follows: Dated May 87 1959 Re: Development of marsh and meadow lands from Philip J. Rafle, IvD, Commissioner of Health, BY H. W. Davids, P.E. Director of Enviromental Sanita- tion. Dated .April 14, 1959, Memorandum from Dr. Rafle to Mr. Davids under subject of Proposed Realty Subdivisions in Marsh-Bog Low land areas. Dated April 11+1 1959 entitled Engineering Report on Status of Private Sewage Disposal Systems in Low Land Areas in Suffolk County. These aforementioned bulletins should be used in conjunction with the minutes of this date. The bulletins elaborate fully upon Mr. Villa's discussion with the Planning Bard. After Mr. Villa had left the meeting, on motion of Mr. Grebe, seconded by Mr. Moisa and carried, it was RESOLVED that a letter be forwarded to the Suffolk County Health Department, H. W. Davids, P.E., Director of Enviromental Sanitation_ , expressing the sincere appreciation of the Planning Board for making it possible for Mr. Robert Villa to be present at this meeting to discuss the particular problems involved in water supply, sewage disposal, etc. on filled land. Mr. Villa rendered very helpful and constructive assistance which will aid the Planning Board in dealing with many of its problems at hand. It was further RESOLVED by Mr. Moisa, and seconded by Mr. Young that a letter be forwarded to the Southold Toi.m Board of Appeals calling their attention to the requirements of the Suffolk County Department of Health as outlined in -the bulletins provided by Mr. Villa and copies of which were forwarded to the Board of Appeals for their files. In the future the Planning -Board is going to be much more careful in their recommendations Southold Town Planning Board -3- June 8, 1959 for approval of undersized lots for the reasons noted in the bulletins. The Planning Board held considerable discussion on the matter of the proposed subdivision to be known as Hilton Heights at Bay- view, Southold. On motion of Mr. Moisa, seconded by Mr. Grebe and carried, it was RESOLVED, that preliminary approval be granted Hilton Epp, for the subdivision entitled Hilton Heights at Bayview, Southold, map of Otto Van Tuyl & Son, Greenport, dated June 1, 1959. The minutes of the May 26 1959 meeting, on motion of Mr. Grebe, seconded by Mr. Young and carried, were approved as read. A letter from Robert Tasker, Towh Attorney, rendering an opinion on the matter of approval of access, Section 21 Orient- By- The-Sea, was read. Mrs, Tasker indicated that according to the Recommended Rules and Regulations for the subdivision of land of the Town of Southold, the Plaming Board is not authorized to disapprove an application for the subdivision of land upon the grounds that it does not contain provisions for access to water. After considerable discussion relative to -the aforementioned letter of Mr. Tasker, it was RESOLVED by Mr. Grebe, seconded by Kr. Young and carried that a letter should be forwarded to Mr: Tasker requesting his presence at the next meeting of the Southold , Town Kanning Board, to be held Tuesday, June 23 , 1959, to discuss the Rules and Regulations under which the Planning Board is operat- ing, and any other matters he may.feel should be taken up with the Planning Board relative to its operation. The Planning Board received notification from the Southold Totten Board indicating that the application of Edward Nidds for the establishment of an Open Development Area was granted under date of May 279 1959; The application of John and Alexandra Drossos for a change of zone from "A" Residential and Agricultural to 'IB" Business District, hearing held May 26, 1959, was granted effective as of June 18, 1959; the application of Genevieve Naugles for a change of zone from "A" Residential and Agricultural to "B" Business District, hearing held May 26, 1959, was granted effective as of June 18, 1959• After considerable discussion relative to subdivisions and highway specifications with relation to the requirements of the Highway Department, on motion of Mr. Grebe, seconded by Mr. Young and carried, it was RESOLVED that a letter be forwarded to the Southold Tom Board advising of receipt of the letter from Mr. Tasker, Town Attorney and requesting the Town Board 's consideration and the possiblily of specifically authorizing the Planning Board to enforce the highway specifications as a condition of approval Southold Town Planning Board -)+ - June 8, 1959 judgment of the of a subdivision, if.---in the/Planning Board feels it would be in the best interests of the Town of Southold. Further, t1m Planning Board feels the Recommended Rules and Regulations for the Subdivision of Land should be amended to require larger lot sizes in subdivisions where there is no public water or sewer facilities, in view of the new requirements of 1/2 acre per lot of the Suffolk County Department of Health, and the requirement of 20,000 sq. ft. per lot by the F.H.A. and V.A. T}a Chairman requested Mr. Howard Terry, Building Inspector, to be present at the Town Board 's meeting on June 16th, when this letter is read in order that he may discuss the matter with the Town Board.
