June 23 , 1959
A regular meting of the 'Southold Tovm I fanning Board was
held Tuesday, June 23 , 1959; 7:30 P.M. , at the Town Clerk's
Office , Main Road, Southold.9 New York.
There were present: Messrs. John Wickham9 Chairman, Henry
Moisa9 Alfred Grebe, Archibald Young .
Also present: Messrs. Howard M. Terry, Building Inspector,
Otto Vail Tuyl, Consulting Engineer, and Robert W. Tasker9 Town
Attorney.
The minutes of the meeting of June 8, 1959, on motion of
Mr. Grebe , seconded by Mr. Moisa and carried, were approved as
corrected.
At the invitation of the Planning Board, Mr. Robert Tasla,
Town Attorney, appeared at this meeting to discuss the matter of
enfcr cement of hight.ray regulations i4here a development is not ,a
filed subdivision, or where the- roads are not dedicated to the
Town; as well as giving -the Board advice as to the Recommended
Rules and Regulations for the Subdivision of Land and other
working regulations of the Planning Board.
It was determined after considerable discussion that the
Planning Board does not have authority to enforce .any of the
highw4y regulations , but the Plam-ring Board does have authority

to impose certain rules and regulations or certain restrictions,
even though the roads are not being dedicated. It is unreason-
able to expect a developer to dedicate or give land running down
to the water to the Town, but the Planning Board may require parks
be set apart on the water fora recreational area, as provided in
the State Law. This would Ir ovide long range planning and preserve
the health, safety and welfare of the Town.
In the discussion particular reference was made to the sub-
division of Orient-By-The-Sea.
The Board considered the possibility of revising the Recommended
Rules and Regulations for the Subdivision of Land, and include there-
in the highway specifications and other working regulations of the
Planning Board. It was firmly decided that a revision would be in
order and a public hearing would be held in the near future , after
which the Rules and Regulations would be subject to approval of the
Tozm Board.
The drainage problems of subdivisions (Orient-By-The-Sea in
particular) were discussed.
One of the main thoughts of the Planning Board is that there
should be an additional road the length of the Island to Orient, in
keeping with future planning .
The general outline for development, which is as follows , was
discussed with Mr. Tasker:
1. Place of agriculture in the Town.
2. Maintenance of the natural beauty of the Town.
3 . Means of access , with particular reference to
all types of highway networks and highspeed
contacts with New York City.
4. Development of the water front.
5. Development of business and industry.
Mr. Tasker stated that these items would be a good preamble
to the proposed revised rules and regulations.
Members of the Planning Board were given copies of the
Recommended Rules and Regulations for the Subdivision of Land',
and Highway Specifications to take home and make suggestions for
their revision to be discussed at the next meeting of tie Board.
Mr. Tasker agreed to be present at that time to aid the Board in
the revision.
It was decided that a letter should be forwarded to to
Planning Boards of the other Towns in Suffolk County requesting

that they furnish this Board with a copy of their Rules and
Regulations for the subdivision of land, (filing maps, etc. ) ,
and a copy of air other working rules and regulations which those
Planning Boards operate under.
Mr. Tasker brought up the matter of the Planning Board having
large scale zoning maps of particular areas which would be used as
auxiliary maps to the main zoning map. Mr. Van Tuyl stated that
600 feet to the inch would be about the best size for the Planning
Board to work with, and upon request stated he would bring estimates
of the cost to have the maps made to the next meeting.
The next meeting of the Southold Town Planning Board will be
held 7:30 P.M., Wednesday, July 8, 1959 at the Town Clerk's Office,
Main Road, Southold, New York.The petition of Dante A. Lorti, 70 Grand Avenue , Engelwood,
New Jersey' for a change of zone from "A" Residential-Agricultural
to "B" Business District was received® _ The Change is on certain
real property situated at New Suffolk, New York, and bounded north
by land of R. Walty, east by ,Second Street, south by Main Street,
ard west by land of Lechmanski.
Mr. Terry reported that he had accompanied Mr. Young and Mr.
Moisa on a visit to the property.
Upon motion of Mr. Moisa, seconded by Mr. Young and unanimously
carried, it was
RESOLVED, that the Planning Board recommend to the Town Board
that the change of zone be made on the entire block on the Town
Board-Is own motion.
Members of the Planning Board have visited the property and
find that a block is approximately 1/3 business now and as adjacent
to another "B" Business block, would .seem reasonable that this whole
block be made "B" Business.
There are a total of five property owners in the block, includ-
ing Dante Lorti. J. Mal inowski is already business; R. Walty has
been contacted and appr6ves of .the change. The Board has been unable
to reach Aponic and T. Lechmanski, but Aponic already conducts a
party boat business and we feel that this whole block would be more
logically zoned as "B" Business district.
IIr'. Van Tuyl spoke to the Board relative to the new expansion
route of the proposed Expressway from the Southold Town line through
Mattituck.
Mr. Alfred Grebe stated that the Fishers Island Civic Assoc-
iation would like to have an outline of the functions cf the Town

Board, Planning Board, Board of Appeals , and Building Depart-
ment m it refers to zoning. Mr. Terry advised he would prepare
this report for the Fishers Island Civic Association.
Meeting adjourned at 9:40 P.M.
