PLANNING BOARD MEMBERS John Wickham, Chairman Henry Moisa Alfred Grebe Archibald Young M I N U T E S ,Southold Town Planning Board July S, 1959 A regular meeting of the Southold Tote Planning Board was held dnlednesday, July_ 37 1959, 7:30 P.M. , at the Town Clerk's Office , Main Road, Southoldy New York. There were present: Messrs. John Wickham9 Chairmang Henry Moisa� Alfred. Grebe, Archibald Young. Also present: Messrs. Howard M. Terry, Building In- spector' Robert W. Tasker7 Town Attorney' Parker Wickham. Absent: I/1r. Otto Van Tuy19 Consulting Engineer. The minutes of the meeting of June 23 , 1959, on motion of Mr. Grebe , seconded by 1v1r. Moisa and carried, were approv- ed as submitted. The petition of Dante A. Lorti for a change of zone from "A" Residential-Agricultural to "B" Business District certain real property - situated at New Suffolk., New York9 and bounded north by land of R. TNalty, east by Second Street, south by Main ,Street, and west by land of Lechmanski. The Town Boardrs Resolution recommended the change be made from "A" Residential-Agricultural to "M" Multiple Residence, in lieu of "A" to "B" Business. It was further resolved by the Southold Town Planning Board- --2- July -8, 1959 Town Board ,that .the -Planning Board' make its official recommen- dations- and report to the Town.Board on this. matter. The. Planning Board 'held considerable 'discussion relative. to 'the change from "B!' Business to ,"M" Multiple Residence as suggested' by the -Town Board. Mr. Young officially wished to be recorded in opposition to an I'M" zone. and in,favor of a "B" zone .as originally recommended by the Planning Board to . the. Town Board, and upon motion of Mr. Young, seconded by Mr. Grebe and -:carried it was RESOLVED that the -Planning Board investigate further into the counter-proposal of' the:TPiTn Board and again, loop at. tho property' and 'in considering, the matter 'it ,was 'further Resolved, that 'a letter be forwarded. to- Mr. Lorti informing ' him of the . Southold Town Boards motion and asking his feelings about an I'M" District, which ,would rule 'out a. "B" Business District on his property. , The uses allowed in an I'M" District were .set- forth in the letter for Mr. Lorti t s information, and his ,prompt reply to our letter was requested. Due to the fact Mr. lorti is in New Jersey and unable to come out to 'Southold until,; August, 1x1r. John Wickham,. Chairman, contacted Mr. ,William Beebe,' agent for Mr., lorti ,.and, informed . him of 'the Town Board Is action. . Notice 1.from the Town Board was received. advising, ,that .- Costas, ,Stars had, been granted an Open Development Area on his property in East- Marion as proposed in the layout 'of ' a part of land of Costas Stars , Surveyed by Otto W. Van Tuyl & Son, Greenport, on June 167 ,1559• The petition of Ral,ph .G. .'Reed, 'Jr. , President of the Southold Realty .Corp: , Cedar Beach Parks Bay View, Southold, New York, was ,received from the Town .Board instructing the ,Pla.nning Board to prepare, an official report defining the conditions .described in the petition and deter-mining the area so -affected with the recommendation of- the Planning -Board. - The Planning -Board studied the map which• appeared in the file and determined that all roads are 50 ft. in width and is only a short distance from Cedar Beach Road to the highway and the lots are almost all of minimum' size , there being twenty (20) lots :in •all, On. motion 'of .Mr. Moisa, seconded by Mr. Grebe and carried;, it .was RESOLVED that the Planning Board recommend to the Town Board- that- an Open Development .Area be established- under the provisions of Section 280A. of the Torn Law of to State of New York on the following described property: C. The Planning Board 'is•family,r- with the property., • several members having visited it, and feel it is in the best- interests of the development 'of the Town of 'Southold. Andrew 'Dickey, 'south by Wickham,, and west by Horton' Approximately . 30 acres: The .Planning Board discussed this petition and upon motion of Mr. Moisa, . seconded by Mr. . .Grebe and carried, it -was RESOLVED that a letter be forwarded to Mr. .Wickham stating. that the Planning=-Board is, in, re;cepit- of his...a'pplication, for a. change from "A" to "C" Industrial 'on. certain real property sit- uated at Curchogue, New .York, and containing 'a total of appr.ox-' imately 80 acres. The Planning :.Board is ',presently holding the' application. pending ',the outcome• of� negotiations on the 'part of . the Town, County. and -State on the• location or, relocation of the , Middle Road. The Planning. Board has - been giving thought to this application and are more or less in accord with it and feel this would be' a good location for an industrial district if the new road were to be a high speed highway. A considerable amount of books and data here received from Huntington, S`mithtoi�n and, Islip .Planning Boards, .and answers , to our letters from Babylon, who is in the process of revising their rules and regula tions, and .will' forward a copy as soon as they are' completed, and Shelter Island, who has , just .appointed a Planning.: Board and as yet have no rules and regulations. The Board studied the rules and regulations of the aforementioned ✓ Southold Town Planning 'Board July 87 1959 Towns and took, excerpt`' from them to add-to 'oV es and regulations. ,which are- being revised.. The Board ough -the- Rules and Regulations for the ,Subdivision of Land for the . Town. of Southold. and the Highway. ,Regulations�, and made a great .many changes. '. The `Secretary was instructed to prepare a draft .of these Rules and Regulations , incorporating certain items..of the Highway -Regulations, for the, members .to discuss at their' next' meeting. Mr. Robert Tasker, Town Attorney, offered considerable helpful information in the setting up of t-he. revised Rules and. Regulations. Nir. Alfred Grebe brought/i.p the matter of what disposition should- be made of dilapidated. buildings. that are about to -all doti,Tn,q with particular' reference to several ,on Fishers Island. Mr. Tasker stated the Town of Southold does not have an Ordin- ance - to .govern dilapidated,.- and'-dangerous' buildings, but such Ordinance could- be passed by the - Town 'Board. The matter was tabled to be, br.ought up at the . next. Planning -Board meeting. The .next..meeting .of the Southold Town Planning Board will beheld 7;30 .
