September 9, 1959
A regular meeting of the Southold Town Planning Board
was held Wednesday, September 9, 1959, 7:30 P.M. , at the
Town Clerk's Office, Main Road, Southold, New York.
There were present: Messrs . John Wickham, Chairman,
Henry Moisa, Alfred Grebe, Archibald Young, and William
Unkelbach.
Also present: Messrs.. Robert Tasker, Toim Attorney,
and Otto Van Tuyl, Consulting Engineer.
Absent: Mr. Howard M.Terry, Building Inspector.
The petition of Angleos and Evelyn Kalimtgis' 88-10
139th Street, Jamaica, New York, for a change of zone from
"A" Residential and Agricultural to I'MH Multiple Residence
District, was received. Change pertains to certain real
property situated at Bay Avenue, East Marion-, New York,
and more particularly bounded and described as follows:
Beginning at a point on the southwesterly line of Bay
Avenue about 950 feet southeasterly from the Main or State
Road and extending thence along lands now or formerly of

Change is requested because petitioner wishes to construct
and operate a multiple dwelling wherein from time to time. they
may rent from three to five rooms .as tourist a c,comodations
Itwas the decision of the Board..' on- motion of Mr Young)motion
seconded by .Mr. ,Unkelbach and carried' than the petition be
held over until the next meeting, of the Planning .Boards and a
committee of two (Mr. Young and 10 Moisa) . be appointed to
investigate the property in question.-and- surrounding. neighbor
hoed. It was also decided that Mr® Ernest' Radfordy agent for .
the applicants' be contacted requesting a sketch of the front
elevation of the proposed building and ay- other. pertinent
information that might aid the Board. Secretary contacted
Mr. Radford. and was advised he would be at the next meeting-
-of the Planning Board at which time he ,would bring the requested
sketchg
Messrs. Philip B. Prins' his son John Prins., - and Chester
Orlowski came before the Planning Board .to discuss a proposed.
motel and/or trailer camp Mr. Prins wishes to erect on his
property , at south side Sound Avenue9. Mattitucl:. Mr. Prins.
has several. ideas in mind; one . is .to .convert; 'a two story
chicken house into .a two :stoxy motel; or convert a smaller
one , story chicken house.,into. a twelve or fifteen unit, motel;
or begin- a trailer park to accomodate 20. to 30 .trailers 2 and
convert . th.e ' smaller one story chicken house into a garage
for the automobiles . of individuals -who would be using the
trailer park.- Mr. Prins also has in Lind building a- swimming
pool for the ftee use of the motel and trailer park people and
charge admission to 'residents in the Town.' ,With reference to
the above ideas Mr. Prins wished to ,knout how the .Plriing Board
felt about theme He ' was' advised tha.t- a trailer park is greatly
needed in the 'Toim of Southold-2-.'the question is .just .where it
would be best located The entire Board agreed that the matter
should be looked into further before they would .be .able to - form.
any opinion. Mr.. Pains was advised the, Board would like to' see
a description of the area and a. sketch of the proposed use of
-the land.
With reference to , the swimming pool) Mr Prins stated that
it would certainly be needed with a trailer park and motel. He

would like to" have a pool. with hot and cold water and possibly .
have it ,frozen over in the winter for . ice 'skating. The .pool
would 'be open to. the motel and .tra . er people for their uses: ,
but a small charge would be made to, towns people. . Mr. ' Prins
had been in co:atact with lr "Villa and Mr a+Ma jkowski of the
Suffolk nty Health Department and. was advised a firm plan

should be dravm before they. could advise about cesspools, water .
supply' -drainage, etc.
With reference to the..trailer park? NIr.,.Pr:ins would like.
to , start with 20 or 3,0 trailers',` to be expanded` to 55 or '60 in
the future7 the lots ' to be 50. ft. by 100 ft. There are eight
acr.es' of land in the rear of his property which would be used
as the entire trailer. park in the future. . `The problem, of-
taxation upon a trailer, park was ,discussed} and .,.the .effect it
would have by bringing additional children to the schools a' Mr.
Prins stated he hopes to have only people- .in- the, park who will
.remain at least six months'j thereby he.!might be able, to .work
out: some agreement' where. taxes are coricerned'.
The Chairman advised that it .is against the. policy of the
Planning Board to give a definite recommendation on anything .
that is .not before theirs in'.'petition form, however it was suggest-
ed that- since Mr. Prins has'. approximately 12 acres in all.' that
the change 'not be made on the . 'entire parcel. , '.IvCr•, Prins advised
he would probably apply .fora 'change of zone on; four .acres.
The minutes of the' regular,'meeti'ng of the . Planning Board
held August 26, 1959, on motion of Mr. Young, seconded by Mt.
Grebe , and carried, were approved as submitted.
The minutes of the public hearing .in the matter of .the
proposed rules and regulations .for the 'subdivision of land ,

The Plan Board redei;ved no tii.icatiori from the Town
Board advising,that the. petition of John :Jd Fleming was granted
for a change of zone ..from ".A!' .Res' dential., and .Agrj?,Ilt ural to
"B" Business .District effective as; of ,September 15, '1959» .:
The Planning Board ' also 'received notification.`from the
Southold Town Board that. the petition of.'Dante. Aw Lord 'for
a. change' .of, zone from "AllResidential and.'Agr.icti?1 tural to
Irul_tiple Residence .District was granted on' the Town Board 's
own .motion effective- September 15, 1959.

the excavation and removal of topsoil, 11,1r. Tasker stated '
that according to Town La-w, Section 130, Subsection 223 , the
Town Board has authority to ado-pt, an Ordinance, for the regu-
lation of' sand Pits. Under Section 36, Subsection 7, the
To-lini. Board has authority to require the licensing of -the
business of operating sand pits. The proposed ordinance being
discussed is both a regu-l.atory and licensing ordinance.
The Board want on to discuss sod farming, fences7 slope
of grade and irregation ponds with relation to the proposed
ordinance,
