A regular meeting of the Southold Town Planning
Board was held Tuesday, October 6, 1959, 7:30 P.M.' at the
Town Clerk's Office, Main Road) Southold, New York.
There were presents Messrs. John Wickham, Chairman,
Henry Moisa, Alfred Grebe, Archibald Young, and William Unkelbach.
Also presents Mra Howard M. Terry, Building Inspector.
Mr. Ernest Radford, East Marion, New York, appeared
before the Planning Board to answer questions relative to the
petition of Angelos and Evelyn Kalimtgis, 80-10 139th Street,
Jamaica, New York, fora change of zone from "A" Residential
and Agricultural property to "M,' Multiple Residence District
on certain real property situated at Bay Avenue,. East Marion,
New York, and more particularly bounded and described as
follows: Beginning at a point on the southwesterly line of
Bay Avenue about 950 feet southeasterly from the Main or State
Road and extending thence along lands now or formerly of W.
Brown S.58015120"W. 150.14; thence along lands of W. W. Washburn,
et al S. 34012,40"E. 112.5 feet; thence along lands now or former-
ly of Frost N.55047120"W. 150.0 feet to Bay Avenue; thence along
the southwesterly line -of Bay Avenue N.34012140''W. 105.27 feet
to the point of beginning.

.Aire: Young reported that. he investigated the property
and, stated that almost the entire vicinity is in the same. ,
category; Domes taking tourists,' summer `h®uses, cabins, motel
units and- the like. The Board asked Mr. Radford if the= petitioners
planne& to. make the house year.• around or just a summer. residence'
and Mr. Radford .stated that they intend, to use it foir year around .
in the future but not at the present times ' Mr. Radford presented ''
a map of the area and pointed out that Crowley has bungalows for.
summer rentals, Rhodos Pavilion has eight apartments. in one house,
three motel units in another' , and. a two, family house in the back
yard,." Vails take tourists approximately two out of every
three dwellings on Bay Avenue are used as multiple residences
or summer rentalsm
On .motion of .Mr. Ui kelbach, 'seconded by -Mr. Grebe and
carried 'it was RESOZVM that the Planning Board recommend to .
the Town Board that .the change of zone from "A"" Residential and
Agricultural District to ""M" -Mbl.tiple Residence District be
made on .the property of Angelos' and Evelyn Kalimtgis, . Bay Avenue,

Our investigating team: has .surveyed this vicinity,
and find that there are many motels, cabins, tourist 'houses,
duplexes, and: in general two out -of every three dwellings on
this road are used for summer rental to tourists• and. the like
The. Planning 'Board discussed the matter .oftte petition
of Falter Gra'bie, Mattituck, New ;York, for an Open Development
Area on his property at Deep Hole Creek which -has been pending .
since approximately January lstj - 1959.. It was the decision 'of
the Board .that a letter be ,forwarded to Air•. Grabie stating that
members of the Board have •inspected his property recently and
note that the road is substantially improved, howeger, it is
felt-some effort should be made to acquire. .at least another
10 feet from Mr, Elmer Roland to- increase the.width- of ,the 'road.
Messrs. Walter Kapp,' Harry Kapp and. A. -Re . Trapp
appeared before. the Planning :Board to- discuss, tentative approval
of proposed 'Midland Parkway extension in'Section .Two of•Seawood
Acres situated .at Bayview, Southold, New York. It. was stated
that: they• plan to have.. this,.a parkway- type of- road- with .a
divider.. The road. beds' would be 15 ft. on each side, with a
10 ft. center 'mall and 5 ft. shoulders on each side, making a
: 50 ft. road. They plan to landscape the center mall leaving
some of the trees presently in the proposed path of.. the mall
and add some shrubs thereto,, It is felt by ,Messrse Kapp, Kapp
and. Trapp and members .of the Planning- Board that this would

beautify the area.. The Planning. Board also feels the ,road
is good planning and the type of, thing they would like to
.see developed, however9. they feel that possibly a 60 ft.
width would -be best and are unable to give tentative approval
without-consulting with Mr. 'Harold Price, Superintendent of
Highways since' the road will probably be ' dedicated to_ the. Town '
in the future.
On iption' ' of' Mr. Moisa9 ._seconded by Mr. Young and
carried, it was RESOLVED that a. letter be forwarded to Mr.
Price advising that the Planning Board 'has an application
from Seawood Acres for a Second Section and- in it they propose
a divided parkway to, run between North Bay :View. Road and Main
Bay View Road.. It is , anticipated that this will be .one: of the
main. cross-overs and ..they would like to have it beautified by .
leaving a 10 ft. strip of trees through the center. The
specifications of the Town of Southold, of course, require a
50 ft. road, with the center oiled, and this parkway type of
road will need Mr. Pricers approval. The. Planning Board in
discussing this, feels that a .60 .ft.. width' would be necessary,
that is 10 ft. between the highways, - two 20 ft. oiled sections,
and 'two 5 ft. shoulders.' ' In. view of- the, fact this is the first
time this question has arisen the Board wishes Mr. Price to
submit his views on the . subject in writing, since there is
. .no doubt that it. trill se.t , a precedent.
The Planning Board.,received from-, the Town Board the.
petition of- Arlin DeGuimaraes,bs138 West ..Columbia Street
Hempstead, New York, for a change of zone from "A"" Resiaential
and Agricultural to "B"" Business District, -_and was instructed
to prepare an official report defining the conditions described
in the petition and determine, the .area so affected by its
recommendation. The property .in question is situated at East
Marion, New York and more particularly bounded and described
as follows North by Long .Island Sound approximately 330 ft. ,
East by Cove Beach Estates. approximately 580 ft. , South by
other lands of the applicant approximately 325 ft. , and ?Vest
by land of Phillip' DeNicola ;approximately 580 ft. . .,The reason
petitioner gives for requesting , the _.change.'.is s It is proposed
to establish a summer dancing school with dormitory,. playground
facilities, etc, Petitioner states ;the., property is adjoining
an established "B" Business Di;sttict and:,not far ,from a .""C"a
Industrial District®
On motion of� Mr® Young, seconded by Mr. Moisa' and
carried, it was RESOLVED that the. petition be held in abeyance .
:and a letter be forwarded to M.�°. Phillip DeNicola, adjoining
property owner, explaining that ,the. Board. has received said
petition for. change of zone and requesting his reply in writing , .,
as s®nn as -possible advising of his feelings about this proposed

Application for an- Open Development Area by Brownts
Hillts Estates, Inc. , Orient, New. York, on a tract of land
bounded by Droskoski. to .the South., Roy H. Young to the Easty
Long Island Sound to the North and Robertson to the West, and
application. for an- Open Development Area by Douglas -M. Robertson'
Brownt.s Hills Estates, Orient, New York on a tract of.land of
approximately 'l:l. acres bounded by Long Island Sound to the .
North; Dyer and others to the. West, 'Droskoskl to the South,'
and Johnson, Robertson, ,and Haas -to the East, were received.
A letter was also received from the Southold .Town Board instruct®
ing the Planning Board to prepare an official report. defining
the conditions described in. the ,petition and determine. the area
so affected with its recommendation. Map appearing in the file
is Brok,nts Hills ,Estatesg'., Inc. 'Subdivision dated September 15T
. 19590
The Board. thoroughly discussed both applications and
is of the opinion the application of Brownts Hills Estates, Inc.
is satisfactory _and.'they could- be willing to go 'along with it*
However, they. .feel with reference to the .Robertson petition,,
the map shojis 33. .ft. roads whereas .our rules and regulations
require 50 ft'. roads. Since this portion of the subdivision .
is. only proposed it was decided 'petitiom would be. held in
abeyance and a letter forwarded to Mr. Douglas .Robertson.
suggesting that the proposed_ r.oads be 50 ft. The Planning
Board anticipates that. some day there will be. a Totin road
somewhere near this section and feel. that all proposed lay
-
outs should comply with preserit regulations, namely 50 ft.
- roads, and his' petition and the petition of Brown's Hills
Estates, Inc. , is being held ih .abeyance pending. the amendment
of his application :to comply'Lwith. the '50 ft: 'regul'ation.
The minutes of the meeting of September 91 1959, on .
motion of Mr. 'Unkelbach seconded. by Mr. Moisa9 and carried,,
were approved as 'submitted®
Mr. , Urikelbach advised the Planning Board , that in a .
recent survey he made of. four out ofi:.the many trailer,, parks
in Riverhead he found •them to -be ;untidy, and in the -opinion
of most. people, including variou' Town officials, the Board
of Assessors included aleo, they would prohibit-all trailer
parks if they could possibly. do..At® .' With refereiice: .to school.-
ing the children, he, was advised 'the MacLeod trailer'- park sends
over 100 youngsters of school, age to Riverhead schools'.
