PLANNING BOARD MEMBERS John Wickham, Chairman ti}taroI&R, Reeve- Henry Moisa Alfred Grebe Archibald Young lVilliam Unkelbach M I N U T E S Southold Tovn Planning Board October 279 1959 A regular meeting of the Southold Town Planning Board was held Tuesday' October 27, 1959, - 7:30 P.M.s at the Town Clerk's Office, Main Road' Southold, NewYork. There were present® Messrs John Wickham, Chair-man, Henry Moisa' Archibald Youngs William Unkelbach. Also - present: Messrs. Howard M. Terry, Building Inspectors and Otto Van Tuyls Consulting Engineer. Absent: Mr. Alfred Grebe® Mr. Walter C. Grabies Mattitucks New Yorks appeared before the Planning Board relative to his petition for an Open Development Area dated December 4s 1958, The Board had forwarded Mr. Grabie a letter under date of October 6s 1959 stating that members of the Planning Board have inspected the property recently and note that the road is substantially improved, however it was felt some effort should be made to acquire at least another 10 ft. from Mr. Elmer Ruland to increase the width of the road. Mr. Grate stated to the Board that he has spoken to Mr. Elmer Ruland and also to Mr. O'Brien and they are unwilling to sell any land to him. .He said that he now has a 20 ft. straight road through Southold Town Planning 'Board '2 October 27, 1959 the property where two cars may pass. ' The board advised Mr. ' Grabie that they would like' t'o see him come somewhere near complying with the highway specifications' and after con- siderable discussion it was decided the .Board members would again go' down. and look -at . the property in ,question and Mr. .. Grabie would be at the next Planning Bo.ard. meeting .to discuss their findings® The petition of. Arlin DeGuimaraes, 138 tides' Columbia Street, Hempstead, . New York, fora change of zone from. "A" Residential and Agricultural - property to' .11B" Business District on certain real property .situated at East-Marione New York, and bounded and described as 'follows .was reoeived. again: before the Board: North 'by Long Island Sound' approximately 330 feet, East by ,Cove 'Beach Estates approximately 580 feet, -South- by other land of the applicant approximately 325 feet, and West by lard of Phillip DeNicola approximately .580 .feet. At the last Planning, Board meeting it was decided that a letter should be forwarded to Mr.. Phillip -DeNicola, adjoin ing property owner, to determine his views toward the change of zone. Appearing, in the .'file at this time is a letter dated October 21,' 1959 from Mrs. Rose DeNicol.a stating that they have no ob jedtion to - the change of zone to 'B" Business .District on the DeGuimaraes property. ' She.,-has-spoken to Mr. DeGuimaraes and he explained that he is going to 'add on to one-of hisbuild- ings in order to, accomodate more pupils. After further study. of thi petition and map; on motion of Mr. Moisa, '.seconded by .Mrs ',Unkelbach-a.nd carried- it was RESOLVED that the' Planning ,Board recommend td" the Town Board that the change of .zone -from Residential and .Agri- cultural property -to 01B" Business District be made on the abovementioned property. The Planning ,Board has visited this property, and a letter has ,been 'received from Mrs. Rose DeNicola',= owner of the property to the west. on which stands the only residence and they favor the 'change of zone as requested by the appli- cant. The property is bounded on -'the south by other land- of the applicant, on the east by, .other "B" Business property, and -further south by a "C" Industrial District.- Mr. DeGuimaraes is' request ng a change of zone on only about 4/10 of his holdings., The -petitions of Brown's Hill's Estates, Inc. and Douglas M. .Robertson for Open-. Development Areas on the following' Southold Town ,Planning Board 3- October 27,. 1959 described .property was again brought-before the Board: Brown's Hillgs Estates, Inc. ' Brom�s" Hill's', Orient, New York: - Tract of land bounded by Droskoski to the 'south, ' .'G, - L, Young to the East, Long Island Sound .to the northq and Robertson. to the west. Petition of. Douglas M. , Robertson: Tract of land of approximately 11 acres, bounded by Tong Island Sound to the' north,. Dyer and others 'to the wes't,. Droskoski. to the ' south, .and Johnson,, Robertson and Haas to . the east, Orient' New York® On motion of Mr. Young, " seconded by Mr. Moist and carried, , it was RESOLVED that tho Planning Board recommend to the Town Board that Open Development Areas be' granted over the ,afore mentioned property. Map of Brownls Hillis Estates, Inc. Sub- division, dated September 15, 19596 . The Planning Board' feels' that some day there will be a Town Road in the vicinity ®f ,this property,. therefore the roads oVer .the property ,of-Douglas M. Robertson will be 50 feet. The roads over the. property. of Brownts, Hill,�z Estates,- Inc. are prese.ntly. 33 feet, although it ' is felt-.that some day the individuals to the north .of South View Drive and to the .south of" North View Drive may provide enough land to widen the road to 50 feet. It' , is also believed that Mrs .' .G.., L. :Yourg " may give' 20• ft. additional on her side to widen Brown's Hillis Road. The Planning Board discussed the- matter of the proposed Midland ,Parkway Extension in—Section 2 of Seawood Acres situated at Bay View, Southold. . Messrs. 'Walter Kapp, Harry Kapp and' A. 'R* Trapp appeared' 'at the Planning Board meeting on October 6, 1959 � . to discuss 'this matter and as.' a .result of their visit, a letter was forwarded to Superintendent of. Highways Harold Price request ing his views on the subject of 'the, road -which is proposed to have a 10 ft®. center mall Mr. Price. appeared at the Planning Board meeting this date and' advised the .Board that he would be willing .to approve a 70 ft. divided highway, with 10 ft. shoulders,,: 20' ft. roach beds, and a 10 ft. center mall. Aletter 'to this effect was forwarded to Mr. Walter. Kapp. It 'was, also stated ,that the Planning' Board feels that if they decide to go ahead .with ,this road careful ' attention should be given to the layout in view of ,the' fact the. County . Hearth requirements are becoming more stringent as to lot sizes and it would be the thought itwould be to their interests to locate the road at the most advantageous point. . . The minutes of the meeting of October 62 1959, on motion of Mr. .Moisa, seconded. by Mr. -Young , and carried, were approved as submitted. The next meeting of the Southold Town' Planning Board will Southold Town Planning Board October 27, 1959 be held Thursday, November 17, 1959, 7®30 P.M. at the Town Clerk's Off'ice9 Main Road, Southolds New York.
