Location of Property : Corner of Main Road and Moore ' s Lane , Cutchogue , NY ; Suffolk County Tax Map District 1000 , Section 109 , Block 4 , Lots 1 , 3 , 4 and 7 . WHEREAS , a public hearing was held and concluded on January 9 , 1986 , in the Matter of the Application of NORTH FORK COUNTRY CLUB under Appeal No . 3434 for a Variance ; and WHEREAS , the board has considered all testimony and documentation entered into the record concerning this application ; and it is noted that there has been no public opposition ; and WHEREAS , the board members have personally viewed and are familiar with the premises in question , its present zoning , and the surrounding area ; and WHEREAS , a conditional Special Exception was approved under same date hereof concerning Application No . 3434 ; and WHEREAS , the board made the following findings of fact : 1 . The property in question is identified on the Suffolk County Tax Maps as District 1000 , Section 109 , Block 4 , Lots 1 , 3 , 4 and 7 , consisting of a total acreage of approximately 34 . 5 acres , fronting along by east side of Moore ' s Lane (a/k/a Linden Avenue ) approximately 6.95 feet along the northerly end , and fronting along the south side of the Main Road (State Route 25 ) 708± feet . 2 . By this application , appellant requests a Variance to the Zoning Ordinance , Article III , Section 100-30 ( B ) [61 to establish and ( CONTINUED ON PAGE TWO ) DATED: February 28 , 1986 . Reference is made to the conditional Special Exception granted under same date hereof to reestablish and rebuild country club which will include : (a ) a restaurant , (b ) kitchen facilities , (c ) bar , (d) pro shop , with sales , (e ) various support rooms , such as locker rooms and lounges., and to continue its existing 18-hole golf course and two tennis courts [see site plan dated November 14 , 1985. prepared by Donald A. Denis , A. I . A. , P . C. ] . The dining room is proposed to seat a maximum of 180 persons (for a total of 1 , 200 sq . ft . ) . Also proposed are a ball room of 1 , 794 sq . ft . , service bar-136 square feet , chair storage-80 sq . ft. , coat room - 108 sq . ft . , janitor ' s closet-70 sq . ft . , bath rooms 242± sq . ft . , office-240 sq . ft . , kitchen- 1 , 300± sq . ft. , foyer/lounge 954 sq . ft . , bar-1 ,050± sq . ft. , grill -836 sq . ft.., pro shop and storage 1 , 300± sq . ft . , for a total square footage on the main floor of 13 ,020± sq . ft . The second floor wi11 be used for air-conditioning and other equipment , exhaust conduits , a.ir handlers , and storage . 4. The distance of the proposed parking area as shown on the November 14 , '1985 Site Plan indicates a setback of 14 ' from its nearest point... from the Main Road at the most northwesterly corner and widening to a setback of 46 feet from the Main Road at the most northeasterly corner . The setback of the proposed parking area from Moore ' s., Lane (Linden Avenue ) is.- 28 feet , with the ingress and egress located approximately 80 feet south of the Main Road . 5 . The distance of the existing parking area as shown on the November 14 , 1985 Site Plan indicates a setback of 4 ' from Moore ' s Lane (and. 7 - ..from -the edge of the existing hedges along Moore ' s ..Lane ) . 6 . The November 20 , 1985 Notice of Disapproval prepared by i the Building Inspector indicates a tota..l amount of 180 parking spaces is required pursuant to Article XI , Section 100- 112 (A) based on a total membership of 360 , including regular and house members , which would be the greatest use of the premises . i t 7 . Appellant propose 97 parking spaces , which includes 70 existing and 27 new , as well as an "overflow" parking area , all as shown on the November 1.4, 7985 Site Plan submitted with the i application . 8. For the record , it is noted that, prior to a fire in June of 1985 , -the premises was occupied by a preexisting , nonconforming country clubhouse and restaurant since prior to 1957 . Also , in rebuilding and reestablishing these uses , the original clubhouse structure and foundation (which consisted of 9 ,837 sq . ft . on the main floor ) will be demolished and removed from the premises . The newly constructed clubhouse and restaurant structure will be set back 125' from Moore ' s Lane ( Linden Avenue ) and 188 feet from its front property line along .the Main Road . 9. The premises in question is located in the "A-80 " Residential and Agricultural Zoning District . Properties to the east and south are also located in the Residential and Agricultural Zoning District . Properties on the north side of the Main Road , opposite the subject premises , are located in the Residential Zoning District . In considering this application , the board has determined : (a ) the relief requested is unique ; (b) the relief requested is not substantial ; (c ) there will be no substantial adverse change to the character of this district ; ( d ) the public health , welfare , comfort, convenience and safety of the town will be served by upholding this application ; (e) the spirit of the zoning ordinance will best be served by allowing the variances , as conditionally noted below . Accordingly, on motion by Mr . Goehringer , seconded by Mr . Sawicki , 'it was RESOLVED, . that . the . relief requested under Appeal No . 3434 of the 'NORTH FORK COUNTRY _CLUB for permission : .(a ) to establish and continue existing and ..new parking area within 100 feet of street line , 'and (b) to vary _the number of parking spaces to 97 spaces plus the additional overlow parking area as shown by site plan . dated . RESOLVED that the Southold Town Planning Board approve the site plan for the North Fork Country Club located at Main Road and Moore' s Lane (Linden Avenue) Cutchogue for re- construction of a Country Club building to serve a golf course, survey dated as amended February 28 , 1986 and supplemental landscpae plan dated December 13, 1985, subject to a one-year review. This proposal received a special exception and variance from the Board of Appeals. This proposal has also received certification from the Building Department. Please be advised that the new parking area off the main road will be 13 ' in lieu of the required 1001 . The existing parking area is 2 . 5 ' off Moores Lane rather than the required 1001 . Parking as roman-i -d by the Ordinance is 200 cars or one car per two members . We have provided 97 cars. With respect to the Special Exception, the use will be for a country club which will include a restaurant, kitchen facilities , bar , pro shop with sales and various support rooms such as locker rooms and lounges. Also, there is an 18 hole golf course and two tennis courts , both of which are existing . None of the facilities to be provided are different than that which is on the site. DAD/lv / ' J 24m), f THE FOLLOWING QUESTIONS HAVE BEEN ASKED BY MANY MEMBERS REGARDING THE PROPOSED NEW CLUBHOUSE OF THE NORTH FORK COUNTRY CLUB 1— Q—Why was the present location of the Clubhouse chosen? A—Questionnaire taken last summer determined this. 2— Q—Why not use the old foundation? A—It was found to be less expensive and more practical to go to virgin area. 3— Q—Why is the Clubhouse facing South rather than East? A—More favorable exposure with a beautiful view straight down first fairway. 4— Q—When will old Clubhouse be demolished? A—After final settlement with the insurance company. 5— Q—Why is the kitchen in center of building? A—a) this problem was debated at greath length by the governors. It was pointed out by Mr. Denis, our Architect, that this was the logical.place for it for easy access from kitchen to the dining areas, ballroom bar and men's grill. b) Several articles in the architectural literature favor the central placing of the kitchen, as the most efficient and logical in country clubs. c) We were favored by a gradual slope in the land mass, which drops 6 feet and makes access to the basement, where kitchen supplies will be dropped and be readily available. It will not be necessary for kitchen supplies to be trucked through the upper level. 6— Q—Why one floor versus multi level? A—New York State Building Code precludes multi level buildings without elevators for.use by the membership. hat is the purpose of the second floor? —The second floor will hold air handlers, air conditioning, equipment and exhaust conduits. It will also improve air flow and diminish noise reverberation. 8— Q—What is the type of construction? A—Traditional construction—conventional wood frames—similar to old Clubhouse. 9— O.—Have arrangements been made for seasonal use of Clubhouse? A—Yes, All mechanical systems will be zoned, so that several areas may be closed down in the Winter if desired. 10—Q—How many people will the Clubhouse accommodate? A—The main dining room-84 people with over flow dining of additional 96, making a total of 180. The design of the new Clubhouse makes it possible to accommodate three separate func- tions at one time. We still have bar area and the men's grill should additional space be needed. 11—Q—What are the plans for the existing ladies locker room and 19th hole? Use of old pro shop? A—The existing ladies locker room will be utilized as a 19th hole during construction of our new Clubhouse and then be converted to pro shop and bag storage. The old concrete pro shop will be demolished. 12—Q—Will we be using the original existing utility services? A—As much as possible—New well and septic system must be installed as required by law. ti • I 13—Q—Will we be using Sprinkler System? A—Initial research and investigation indicate use of a sprinkler system would be very expensive due to lack of availability of municipal water. This is still under investigation. A security system is planned to be hooked to Fire and Police Department. 14—Q—What is,going to happen with Tennis Courts? ` A—They will remain as they are. 15—Q—Parking? A—We will utilize the existing parking with additional parking for 27 cars near the entrance of Clubhouse. 16—Q—What changes will be made to golf course? A—The relocation of the first tee will be approximately 200 feet West of the present location, re- sulting in a slight dog-leg of the first fairway. Practice Putting Green will be relocated. 17—Q—Will there be access from Route 25? A—No,we will use the existing access from Moores Lane. 18—Q—What is the estimated date for starting construction and completion of construction; A—As soon as possible—following acceptance of this proposal by the membership and the accept- ance of a bid for construction of the new Clubhouse. 19—Q—Why is'the cost of construction $1,500,000. with a contingency of 10% ($150,000.) for a total of$1,650,000., when originally the membership was presented with a total cost of $1,300,000 with .ng contingency? A—a) Some additional space deemed necessary by governors to permit easy flow of members, as in entrance foyer, the ready access of mens and ladies washrooms, space for meeting guests and members, area for cocktails before dinner. Easier location of party groups in order to avoid conflict with other dinner guests. In other words the shortcomings of the old Club were to be overcome as much as possible. b) A contingency fee of 10% of the total cost was added to meet unexpected expenses. The board felt this was more realistic with steadily rising building costs. c) The:building committee has had input from all sides—from builders, carpenters, rug suppliers, furniture suppliers, electrician, from Ray and his group—to make figures as realis- tic as possible. Attempts by the Board to cut-corners has been shown to make changes in the Club that for the long run were felt to be unacceptable and shortsighted. The present Club plan is only slightly larger than our previous club. The increased size was felt neces- saryto overcome some of the inconvenient aspects of our old Club. 20—Q—How was the Architect chosen? A-1) The building committee interviewed five different architects. One was eliminated due to in- adequacy of his staff and office for the project. The other four were interviewed the second time and at this interview each presented a sketch of what his idea would be for our Country Club. Each was asked to show examples of his work. 2) Mr. Denis was chosen for several reasons: He is familiar with our area, has worked for many of our members, has an excellent reputation, has been the architect on many large projects, and gave us an excellent presentation. We are all delighted with our choice. i ti t � 1 I I I i WHAT WILL THE CLUBHOUSE LOOK LIKE The basic proposal (plans and specifications) is attached. The proposed Building contains 11916 square feet of floor space. (exclusing storage areas in basement and air handling equipment on second floor) In addition the existing 19th hole will be moved as shown on the plans and be converted into the pro shop and bag storage area. (connected to main building by a breezeway) Sheet one depicts the site plan which locates the clubhouse relative to the Main Road and Moores Lane. As shown, the existing Tennis Courts re- main where located and New Parking is added. The putting green and 1 st Tee are to be relocated as indicated. Sheet ;two shows the South Elevation as viewed from the Main Road and the NorthiElevation as viewed from the golf course. Sheet three shows the floor plan of all the membership facilities. i I i FINANCING RECONSTRUCTION COST Four sources will provide funds for clubhouse reconstruction: • Insurance proceeds * Mandatory Bond Issue • Voluntary'Bond Issue • Bank Financing INSURANCE PROCEEDS Negotiations with our Insurance Company are not complete, funds from this source are expected to range from $6.50,000 to $700,000. MANDATORY BOND ISSUE The Club will issue $500 interest free bonds. Each regular member must purchase 2 bonds for a total of $1000 and each house member must purchase one bond for $500. Payment for these bonds may be made in two equal annual installments, the first due on January 31, 1986 and the second due on January 31, 1987.. Junior members will not be required to purchase bonds. The bonds will be redeemed upon death or resignation, with payment normally being made within one year of the ehd of the calendar year of death or resignation. VOLUNTARY BOND ISSUE All members will have an opportunity to participate in a voluntary bond program. These bonds, which will be in ;denominations of $500 each, will carry an interest rate of 10% and a term of 20 years. The maximum amount of such bonds which can be purchased by any one member will be $10,000. These bonds will be redeemed upon death or resignation from the club, with payment normally being made within two years of the end of the calendar year of death or retirement. These bonds may, be retired at any time prior to the end of the full 20 year term at the sole dis- cretion of the club. It is expected that a selected number of bonds will be retired each year by lottery until all bonds are retired. i BANK FINANCING I If the remaining financing required is over $300,000, a 20-year mortgage will be obtained from the North Fork Bank and Trust Co. The interest rate will be 10% for the first 10 years with a maximum upward adjustment to 12% for the second 10 years. If the amount required is under $300,000, a 10-year note at about 11% will be used to acquire the necessary funds. The mortgage or note will be retired through the usual periodic payments to the bank over the term of the mortgage or note.' I I i i MEMBER'S DEBT RETIREMENT COST The Debt represented by the total of the voluntary bonds and the bank financing must, of course, be repaid within 20 years. The annual debt retirement payment will come from two sources, 1. a minimum of $20,000 from the initiation fees paid by new members and 2. a debt retirement charge to be paid annually by each member; the debt retirement charge to be paid by House and Junior Members will be one half that paid by Regular Members. With an estimated total reconstruction cost of$1,650,000 each member's annual debt retirement charge would be as follows: Estimated insurance proceeds $650,000 Mandatory bond issue $312,000 Total Financing required $688,000 The annual payment required to retire $688,000 of debt in 20 years at 10% interest is about $81,000. After applying $20,000 from initiation fees, $61,000 must come from the debt retirement charge to be paid by members. The new parking, with reconstruction of the existing (curb,s, drainage, striping, lighting) would provide 97 cars.
