' A regular meeting of the 'Southold Town Planning Board
was held at 7:30 P:M.,, Mondays. February 15s. 1965s, at the
Town Office,, Main Roads. Southold,, New York.
There were present: Messrs: John'Wickham& Chairman; Henry
Moisa,, Archibald Young,. William Unkelbach.
Absent: Mr. Alfred Grebe
Also present: Otto Van Tuyl:,' Consultant; Howard Terryt,
Building Inspector; Lawrence Tuthillc. Professional. Engineer.
Mr. Lefferts P. Edson appeared before the Board to further
discuss the subdivision "Eastern Shores at Greenports Section
IIrr. This subdivision will have Village Water and a statement
or contract will be received from the village of Greenport.
The. Board of Health has not yet given its' approval but this
is expected to be obtained before the 'next meeting of the
Planning. Board.

The Chairman advised Mr. Edson that the Planning .Board
will require some written statement for the insurance of
construction of a- park and playground area. - This area will.
be .designated on the final map as "Reserved for Dedication
to the Town of Southold". The Planning Board will also
.require a statement -at a later date for .some property on
the shore front when this is developed.
The Planning Board- next viewed the map of the subdivision,
"Blue .Horizons°,, located on the north side of the North Road,
Peconic,.- New -York. This subdivision contains an area of
6,63. acres, _and .owned and developed by CP,F ' Land Corporation.
The mortgage for this property is held by -Mr. George' Williamson,
:former'. owner ' of the property. -Mr. Howard Terry, Building
'Inspector, agreed to call Mr.' Williamson to make sure that
all problems concerning the mortgage had bedn taken care of.
On motion- by Mr. Moisa,, seconded by Mr.. Young.,. it was
RESOLVED that the Southold Town 'Planning. Board set 7:30,
P:M.s. Tuesdays, March 16, 1965,, at the Town Office, Main'Roads:
Southold,, New York, as time and place- of hearing upon application
for. approval of the- following plats, subject to- all- the
requirements .-for a final hearing be met by March 2,, 1965-:

entitled ."B'lue Horizons",, at- Peconiec,. consisting of a parcel
of land 6.63. acres,,.' situated at Peconic, in the Town of
Southold,,- Suffolk' County,, New York,, and bounded and described

The Board looked at the map of "Fordhani Acres, Section II",,
located at Greenport,. owned and developed by Ruth F. - Preston
and oathers. This subdivision contains an: area of 5.150 acres.
This subdivision. will have village water and a contract will
be made with the village of Greenport.

RESOLVED that the Southold Town Planning Board recommend
to theTown Board a performance bond of' $7.,000.00 for the
construction of the water mains in the subdivision "Town
Harbor Terrace",, located in'Southold,_ and owned and developed
by Kathryn D. Ho ey and Genevieve T. Daly.
Vote of the Board: Ayes:-Mr, Wickham,. Mr. Moisa+ Mr.
Young, and Mr. Unkelbach.
On mbbion by Mr. Young&, seconded by Mr. Moisa& it was
RESOLVED that the Southold Town 'Planning Board recommend
to . the Town Board a performance bond of $11,,000.00 for the
construction of the roads and the water,mairis in the'
subdivision "Fordham' Acres",,, located at Greenport, owned .and
developed by Ruth F. Preston and others.
Vote of the .Board: Ayes: Mr. Wickham,. Mr. Moisa, Mr.
Young,, and Mr. Unkelbach.

On motinn by Mr. Moisa, seconded by Mr, Unkelbach,. it was
RESOLVED that the Southold-'Town Planning Board recommeid
.to the Town Board a performance bond of $15,.000,00 for the
construction of the roads and the water mains in the subdivision,
"Melrose Manor",, located in Southold, owned and developed by
Clement--Booth.
- Vote of the Board:Ayes:Mr. Wickhamd, Mr. Moisa,, Mr.
Young,.. and Mr. Unkelbach.
The Planning Board nexthheld a very lenghty discussion with
the Southold Town Trustees. The Planning Board requested
this meeting with 'the trustees in order to discuss man-
made canals. The biggest problem concerning man made canals
is that the fresh water in- the Town is being destroyed by
saltwater running into it. The Planning Board and the
Trustees both felt -that - there should be some regulations
concerning the digging of canals., At the present time,, a
permit -is not -.needed to dig a canal on the person's own
property if he desires to do so, It was thought that
perhaps the Zoning 'Ordinan ce could be changed to provide
for certain specifications for digging a canal.
The Planning Board and the Trustees next discussed the
possibility, of the Town taken over the bottom of the man--
made canals. However,, the Town Board was not willing to
go along with this when it was suggested to theme It was
thought that perhaps the Town could pay up .to half. the cost
of maintaining the canals.
Both the Planning Board and the Town Trustees felt that
a. permit should be required before a person may dig a canal.
on their own property. . Such permit could be obtained from
either the Town Trustees or the Planning Board, or *perhaps
both Boards should be consulted for such a permit.
The Problem of excavating was also discussed. A person
could easily just keep .digging in his own back yard until he
reached water. Such a thing would be undesirable to the Town.
Both boards felt .that a permit for excavating should also be
required.

On motion by Mr. Moisa,, seconded by Mr, Unkelbaeh,. it was
RESOLVED that the Southold Town Planning 'Board further
recommed a change in the "Rules and Regulations .for the
Subdivision of- Land",,; in regard to Section 9,, "DETAILS OF
CONSTRUCTION, IMPROVENENTS' ,, Item 3. Item -3 should read as
follows:
SECTION 9,, ITEM -3: In.:subdivisions, including the development
-.of property fronting on saltwater or contemplated saltwater
frontage, the plans for such development shall be approved
by the Planning Board and the Town Trustees as it affects
tree feesh water resources of the Town and other Town regulations.
Notwithstanding, any other provision of this section,
no person may make a connection between tide waters and a
canal or excavate without a permit from the' Town Trustees,
nor :without submitting plans to the Planning Board.
The. Planning Board met' with the Town Trustees,, and this
new regulation is most- agreeable to both parties.

On motion by Mr. Young, seconded by Mr. Moisa,. it was
RESOLVED that. the minutes of the 'Southold Town Planning
Board ,dated January 15,. 1965, be approved as . submitted.

The next meeting of the Southold Town' Planning Board will
be held at 7:30 P M��:; Tuesday,. March 16, 1965,, at the Town
