Th.e' Chairman opened the hearing by reading legal notice of 'hearing,. affidavit of publication in the official newspaper, and notice to the applicant. (There was no response. ) THE CHAIRMAN: Hearing noner.. is there anyone present who wishes to be heard in favor of 'this subdivision-? LEFFERTS p: EDSONZ' ESQ.:- We submit to you a letter of -intent as to the park and playground areas and .a letter from the Village of Greenport for the laying of 'the water mains. .We ask that 'you give favorable consideration to the final map which shows all the changes. The' Chairman read a letter from the'County in reference to the connection of the roads to the'County highway. The letter from the Village of.-Greenport in regard to the supply of village water was also read. There was some discussion in regard to obtaining a permit from the County for the connection of the roads. The bond for roads and water mains was also discussed. Mr. Morgan,_ treasurer of Eastern Shores„ Inc.r_ did not feel that the water mains should be .bonded. The' Chairman ,explained that the water mains were bonded because the subdividers did not have an actual contract with the Village of Greenport; they only have a letter of intent. In the rules and regulations for the subdivision of land, we require deed restrictions.-- Normally this is no problem. In this case, Mr.,.Williamson came-to us,,,-and said that he was to give approval of the location of the highway. Nowin cases like this where the party comes to use and makes a statement such as this. we feel that -wehave an obligation to cooperate with the party, SAM RASKIN,' ESQ We kept Mr. Williamson advised, and a copy of the -map was delivered to him. . Mr.- Williamson has the mortgage on the property, he should be able to have the right to make requirements ' That is why we have kept him and-his attorney advised. Sam Raskin',, Esq. , stated that:he would obta-in. a written statement from Mr.' Williamson in which he approves the layout . of the subdivision and highway. Schneider appeared before the Board to discuss the proposed subdivision of Eastern Shores at Greenport,,. Section III. This will adjoin Eastern Shores at Greenport,, Sectio n II. The sub- dividers requested preliminary approval of the layout- of this subdivision so .that they could roads. The' Chairman felt that the Board'could `grantIpreliminary approval iri view. of .their . past experience with the 'subdividers and because the subdividers have always been most- cooperative. On motion by Mr. Grebe, seconded by Mr. Moisa, it-was RESELVED that preliminary approval"_be given to the subdivision to be known as "Easterri Shores at Greenportr Section III. " This is located on the' North Road in Greenport and adjoins the subdivision "Eastern Shores at Greenport,, section II. " Vote of the Board: Ayes:-Mr. Wickham,, Mr. Moisat, Mr. Grebe,. The subdivision has now . obtained the approval of'the`County Board of Health. It was felt that the map of Harbor 'Lights should show something in regard to the canal. A..'. Letter was written to Mr,- . Reese advising him that the lots 3a,, llaa, 12ar 13a,, 15a j, 16a, were undersized and should not be included in the subdivision. Alexander Chaser Esq. ,, and Robert Bergen appeared before the Board to :discuss the proposed subdivision "Mattituck-Estates". This subdivision is located on the south side of. Main Road,, Mattituckr, New York, aid will contain 59 lots of 26i 000 square. feet. and up. It was determined that the purchase of this property is under contract. There was some discussion concerning the' exit and entrance to this subdivision and the -roads in the subdivision. It was felt by the Board that it would. be better for the lots to have access from an interior road, rather than exiting on the Main Road. On motion by Mr. Moisar, -seconded by Mr. Young,, it was RESOLVED that the Southold Town. Planning ,Board approve the minutes of March 9,, 1965 ' as submitted. Vote of the Board: Ayes:-Mr. Wickhamr Mr, Moisar Mr. Grebes Mr. Young, and Mr. Unkelbach. Southold Town Planning board -9- March 16e, o5 The' Southold- Town' Planning Board received from .the Town Board the original petition of Robert-Waddingtonr, Jr. ,' Fishers Islands; New York, for a change of zone from- "A" Residential and Agricultural °District to "B" Business District on certain real property located at Fishers Island-`Sound and bounded and desuribed.as follows: north Dumpling Lighte located between Fishers Island and the Connecticut- Coast Line' between . Groton and Mystics,Connecticut. There is approximately 35 acres on North Dumpling. The' Planning Board is instructed to make an official report on this requested .change , of zone. On motion by Mr. Grebes, seconded by Mr.. Moisas, it-,was RESOLVED that the application of Robert' Waddingtonr- Jr. ,. Fishers Island®; New Yorks, for a change of' zone from "A" Residential and Agricultural District- to "B" Business District on North Dupling Islands Fishers Island Sounde be held until the next - meeting in order for the Board to determine the reaction of the people on' Fishers Island .and the'Connecticut coast. Vote of the Board: Ayes: Mr. Wickhame, Mr.' Moisat Mr. Grebes. Mr. Young, and Mr. Unkelbach. On motion by Mr. Moisa,: seconded by Mr. Grebes_ it was RESOLVED that the Southold Town Planning 'Board recommend to the Town Board a performance bond of ' $30s000o00 for the roads' ind water mains in the subdivision "Eastern Shores at Greenportt - Section IieI" owned and development by as-Me Land and Development Corps and H:J.S: Land and Development Corp. Vote of the Board: Ayes-.-Mr. Wickhams. Mr. Moisas, Mr. `Sreber, Mr. Youngs and Mr. Unkelbach. A letter was written to Marion Regents; Secretary.; Southold Town -Board of Trustees concerningaa_ letter she:: had received from "W S Galazzi concernigg permission to erect a dock in water- that the -Board of Trustees did not have jurisdiction over. The Planning Board advised her;�that she should advise Mr. Galazzi to get a permit from ,the army engineers. A letter was received from-.Charles' L. Crangles. Director Bureau of -Planningis, requesting the 'names and addresses. of the planning consultants interviewed in connection with the Urban , Planning 'Assistance Program. He also requested the reasons justification and/or criteria used in selecting the' Planning consultant proposed to the State'Department of Commerce for participation in the Urban Planning Assistance Program.
