JOINT -MEETING
July 12, 1965
A joint meeting of the various Village of Greenport
Boards and the Town of Southold Boardsies held at 8:15 P.M. ,
on July 12, 1965, at the Village Hall, 16 SouthcZtreet,
Greenport, New York.
. Supervisor 'Albertson opened the hearing by introducing
Mr. Deffigos. Mr. Deffigos spoke for a few minutes and outlined
the progress and hold ups on the Master' Plan to date. He
advised the group that only half the funds for, the project
had been approved, however, the rest-would be forthcoming
since the entire project has been approved.
Mr. Deffigos suggested that-monthly meetings be held
with the Village` Planning Board and the Town Planning Board. ,
It was further suggested-`that Mr. Sherwood act as chairman
of 'these meetings for the first 12 months and that Mr. Wickham .
act as chairman of these meetings for the second 12 months.
At the close of Mr® Deffigos talk, the Mayor 'Levine
asked if the Master- Plan would be superimposed on this area.
Mr. Deffigos advised that a lot of the planning for the'
Master' Plan is up to the Planning Board He further advised
that their consultants can be of much assistance and help to
solve many problems.

Mr. May next spoke on the Master' Plan. He stated that
his organizations would also make alternative suggestions as i
to solutions 'to the various problems. He outlined the plan
in the following stages: 1) study phase, 2) Planning phase, 1
3) effectuating devices. The phases will riot necessarily
come in this order, since planning will start immediately.
The Mater" Plan will be under the immediate supervision
of 'Mr. May,- and Mr. Pally, who is in general charge of
Planning. Mr. ' Whitlock will also be working directly with
the' Planning Boards. Raymond and May has started work already
on the Master" Plan.
It was pointed out that the communities should be' altoted
shortly that the Raymond and May team will be in the area.
Some maps will be need, and they have been ordered.
Mr. ,May reported that he has meet-with the Cornell University
people, and has found them to be most cooperative. They will
have some results available in the fall. Raymond and May will
compare some of their work with them so to avoid duplication of
effort.
The Planning:.Policy is most important. This should be: nne
of the first orders of business in September or: October. (It
was suggested that no meeting be held in'August) .
Raymond and May -Associat6a will revdew the Southold Town
Rules and Regulations for the SubdiVIsion of 'land, and make
suggested changes at the meeting in' September. It-was agreed
that Raymond and May will .usually submit to the Planning Board
in advance the material to be discussed at- the regular meetings.
It was pointed out that public relations is important- an!d
that- Raymond and May Associates should have a list of all the,
civic associations and their.' Secretaries. It may be well to
have a public meeting ,or hearing at the half way mark of 'the
Master' Plan.. Mr. May finally stated that everything concerned
with this plan will come to his attention and that the Board
should feel free to call on him at any time.
Mr. Deffigos stated that this is the first time a 701
application had been teamed up with consultant, a university,
and an outstanding water engineering firm in this state.

Mayor- Levine asked if the consultant could meet with
the individual boards. Mr. May and Mr. Deffigos `bothd noted
that the contract called for' at least four meetings with
the representatives of individual boards, and Mr. May stated
that he would be willing to meet more often.
