November 2 , 1972
There was a Special Meeting of the Southold Town.
Planning Board with the Southold Town Board on November 2 ,
1972 , at 7 : 30 p.m. , at the Supervisor' s Office, 16 South.
Street, Greenport, New York.
There were present: Messrs. John Wickham, Chairman;
Henry Moisa, Vice Chairman; Henry Raynor; Frank Coyle . -
Planning Board. Supervisor Albert Martocchia; Councilman
James Homan; Justice Louis M. Demarest; Justice Martin
Suter (8 :45 p.m. ) Town Board.
Also present: Howard Terry, Building Inspector.
Mr. Terry presented the map .of Lands End Subdivision
at Orient, which is to be set up for a final hearing.
A bond of $100,000 was recommended tothe Town Board and final

maps are being prepared by Van Tuy.l & Son. The map
has preliminary approval of the County Planning
Commission. There was discussion as to requiring cash
payment in lieu of park and playground. Mr. Wickham
said the Planning Board requires the equivalent ' of one,
lot for each 50 lots . It was discussed changing this
to one lot for each 25 or 30 lots. The Town Board
will require one half acre for a recharge area to be
taken from lots #15 and #16 . The roads will be
regraded . so the water will run to the recharge area.
The area is to be dedicated to the Town.
Supervisor Martocchia said drainage in some
subdivisions is inadequate or , it is underdesigned.
Mr. Wickham .reported that -on some maps the engineer did
not mark ,.and locate the catch basins and they were not
put in. The Highway Specifications call for catch
basins and leaching pools and the bond calls for them,
but the map does not show them. The Planning Board says
as long as they are covered .by the bond they have to be
put in. We will not recommend release of the bond until
they are put in:
There .was discussion of the roads in Shorecrest
Subdivision. Justice Demarest questioned putting the
entrance on the west end. Mr. Terry said the County
wanted it there.
There was also discussion as to changing the Highway
Specifications to require leveling and sowing the roads
with some type of ,cover before .the roads are put down..
On flat lands with a dip in the road it .would be better
to 'get a piece of land for recharge rather than a basin.
Mr. Wickham said another way of doing this- is using a
diffusion well where the elevation is 20 or more. feet
above sea level. It is similar to a leaching basin but
it is down to water. Mr: Wickham asked for permission to
get the specifications from East Hampton Town and try this
method, specifically for Blue Horizons Subdivision.
The proposed major subdivision for Pebble Beach Realty
on Francisco property at East Marion was discussed.

Mr. Wickham said it is strictly residential with a
sewer plant and average 3/4 acre lots. They propose
approximately 250 lots. Mr: Terry said .he, had talked
to Ray Dean about the roads and he .indicated he did
not want cul de sacs and he wanted .more cohnecting
roads off to the east. Mr... Wickham said the Planning
Board told the developers that- the lots along the,
Sound bluff would have to be much deeper due to erosion
along the bluff. Supervisor Martocchia inquired about
the frontage . of some of the lots and Mr. Terry said the
new Ordinance requires 135 feet at the building line.
Mr. Wickham said the Planning Board also told them
there should be more green belting. The walkways would
belong to the property owners association. They were
also told about_ putting in a ;spur . for the proposed
road along the Sound. The Planning Board .is going
to send the map to the Soil and Water Conservation District.
It was- reported that William Esseks, Esq., , was before.
the Planning Board in regard to putting condominuims on
22 acres. on Tuckers Lane Southold. They want to put up
four units per acre. After discussion it was the opinion
of the Town Board that the Master Plan, recommending only
one area of this type in Southold, Mattituck and adjacent
to Greenport, be followed. Since there is a change of
zone to M-1 in Southold and one . in Greenport for multiple
housing, the ' Town Board is not favorable to another one
in Southold.
The roads in Harbor Lights Subdivision were discussed.
The roads must meet the . specifications they were bonded .
for. Justice Suter said he would write a letter to the
developer stating the requirements of the Town.
Southold Town Planning Board - 4 November 2 , 1972 .
Supervisor Martocchia said he had received a
letter from Edward G. Abitz in regard to the roads
in Deep Hole ,Creek Estates. . The .following letter
was sent by the Superintendent of Highways in answer:
Dear Mr. Abitz:
At the Town Board meeting held on October. 24 , 1972 ,
at the Supervisor ' s Office in Greenport, New York.
it was the unanimous decision of the Town Board
that in order for any roads to be accepted by the
Town of Southold the roads must be brought up to
date with the present town 'specifications and
also that $40, 000. 00 Assessed Building Valuation
per mile or .pro rated be met.

Office, Main .Street, Southold, New York 11971 for
any specifications that you may nddd.

Mr. Wickham reported that Mr. Uhl, owner of Orient-.By-
The-Sea Subdivision has agreed to abandon part of the
subdivision and ,refile. This is the - section bounded by
Ryder Farm Lane and Plum Island Lane. They will be one
acre lots. After discussion . Supervisor Martocchia said
he would talk to Mr. Tasker ' about amending the ordinance.
There was discussion about the roads in Laurel Country
Estates . Justice Demarest said the Town won' t take the
roads unless they can drain them. If they comply with the
bond we have to release it but we ..don't have' to accept
dedication of the roads . , Supervisor Martocchia said he
sent the owner a copy of the letter the Town Board received
from the property owners association.
Southold Town Planning Board - 5 - November 2 , 1972
The Town Board reviewed the proposed map of
property owned by Russell Case et al at Cutchogue.
This is a proposal for cluster development. There
is no provision for cluster housing in, the Ordinance.
It would have to be a contract with the Town Board.
Mr. Raynor said the Planning .Board has informed Mr. Case
they would .not accept any more minor subdivisions on
the property. Mr. Wickham said the low land would be
tied up. The Town Board will not consider the map
until Mr. Case delineates exactly what he wants to do,
but they would be receptive to the proposal.
Mr. Terry said Lefferts P. Edson . sold lots in
Highwood Subdivision before the roads were finished
and now the property owners don't want the roads graded
on their property. It was - decided that they must comply
to the 1968 specifications which they are bonded for. ,
Mr. Terry said Soundcrest Woods, Section 2 is ready
for a final approval.
There was discussion about removing original files
from the Town Clerk ' s office . The files are not to be
removed unless they are to be used for a hearing.
There was some discussion as to proposed amendments
of the Highway Specifications and Subdivision regulations.

Supervisor ' s Office, 16 South Street, Greenport, at
7 : 30 p.m.
The meeting was adjourned at 10 :30 p.m.
