The Southold- Town Board meeting of January 2 , 1973 reconvened at
3 :00 P..M. , Tuesday, January 9, 1973 at the office of- Supervisor'
Albert"k. ' Martocchia, ' 16' South Street'. Greenport, New York, with
the following 'present:

RESOLVED that''the Southold Town Board approves the- Fishers Island
Ferry District advertisement 'for bids for the steel' plates for the
M/V Mystic Isle. - The acceptance of any bids by the Commissioners
of the Fishers Island Ferry District shall be subject. to the approval
of the Town, Board of . the Town of Southold, Suffolk County, New York.

RESOLVED that Joyce A.` Blakeman, ' Greenport, New York, be and she
hereby is appointed School Traffic ' Officer, Town of Southold,
effective as of January 15, 1973, at the 'daily wage of `$12'.85 per
day for each' day worked, to be paid 'in regular monthly payments,
and she is to serve at the pleasure of the Town Board.

for the year- 1973 ; a position' which he - presently holds:

RESOLVED- that Bond 'No'. 73S-8818--BCA' issued- by the Aetna Casualty
and Surety Company in- the name of `William Januick, Bay Constable,
Town' of Southold,"in-'the- amount 'of -$4', 000 00- be and- the. same is
hereby approved as to- its- form-, manner of- execution'•and sufficiency
of sureties therein.

WHEREAS, Section 22B 'of the Town' Law-, allows - the Town Board of any
town having more than one assessor to establish the- office of
Chairman 'of the Town Assess'ors,' who -in,-addition to his- regular
duties' shal'1 perform such 'services in connection with assessment
and taxation 66rproperty for State,---County and'-Town purposes as
the Board shall "direct, now, therefore, be- it
RESOLVED that Wendell B. Tabor 'bed and hereby- is designated-"to hold
the office of Chairman of the Board of Assessors until the first
day of January next succeeding such ddsignation, all in accordance
with Section 22B of the Town Law, and be it further
RESOLVED that the compensation for such appointment be fixed at
$500.00 per year payable in regular. semi-monthly payments.

RESOLVED that the reports of Justice Suter, and the Police -for the
month of December 1972 be accepted by the Town Board and placed
on file.

WHEREAS the Southold Town Planning Board and Suffolk County Depart-
ment_ of Planning -have prepared official. reports ,and .recommendations
on the application of Helmut A. Hass, Southold, .,New York, fora
proposed change of zone from "A" Residential and Agricultural District
to "B-l" General Business. District on certain property bounded and
described ,as follows : -
Beginning at, a point .on -the, southerly,_ line of the..North
Road, Southold, New' York and the northeasterly corner of
the subject premises. to, be described; running thence South
31 degrees , 40 minutes 50 seconds- East 90 . 18 feet to the
southeasterly corner -of -the subject premises running

NOW, THEREFORE, BE IT RESOLVED that, a public hearing- will be held
by the Southold Town Board at Greenport,- New York,, 16 South Street,
on February 13, 1973 at 7 :30 P.M. on the abovementioned petition,
and that the Town Clerk be and he hereby is authorized and directed
to cause,.notice.,of said hearing, to be published in the official._.
newspaper pursuant to the requirements of law.

NOW, THEREFORE, BE IT RESOLVED .that. a public hearing will be held
by the Southold Town Board at 16. South Street, Greenport, New _York
on February. 13,, 1973 at 8 :00 P.M. on the _abovementioned petition,
and that the Town Clerk -be and he -hereby is authorized and directed
to cause notice of said hearing to be published in- the- official
newspaper pursuant to the requirements of law.

RESOLVED that, .Howard Terry; Building- Inspector, Town of Southold,
be and hereby is authorized to attend- the Eastern States Building
Official ' s -School, to be held-at- New York- City on. March 1, .2 , 3 , 1973 ,
and- be it: further
RESOLVED that the actual and necessary expenses . to travel, meals
and lodging incurred while attending said school be a legal charge
against the Town of Southold:

to ;advertise for bids for five (5). marked, police cars for- use by
the Southold. -Town. Police Department. Trade-in -to- be five (5) marked
19:72 -Ford sedans .

Supervisor Albert M. Martocchia, on December 15 , ..1972 . signed a
two (2) year contract with the- Civil. Service Employee'-s Association,
Inc.:-,. Suffolk.:Chapter, Southold Town -Unit ("CSEA;") , effective
January--1, : 19.7,3. and-..terminating December- 31, 1974..:
Supervisor -Albett M:. Martocchia, , on--January 8;: 1973, signed a
two (2) year, contract. with the Southold Town .Police- Benevolent
Association, ,_Inc. ("PBA")_-. effective January,,.1, .197-3. and terminating
on December 31; ,1974.
The CSEA and PBA contracts are filed, in the Town Clerk's-..Office,
Main Road,:,-Southold;- New. York.- :.
Supervisor Martocchia called a one hour recess at 4:00 P.M.
Meeting reconvened at 5 :00 P.M.
Moved by Justice Demarest, seconded by Councilman Homan, it was
RESOLVED that General bills in the amount of $25, 312.25; Fishers
Island Ferry District bills in the amount of $16, 809.43; Highway
bills in the amount of $8, 630.70; Special District bills in the
amount of $4, 769._19;.. and Capital .Account bills in the amount of
$4, 502 .20 be and the same: are,.hereby ordered paid.

Mr. Peter Warren appeared before the Board with a petition
requesting an Ordinance governing the date when cover crops must
be sowed, due to the dust in the last few days. Mr. Warren
suggested a possible date 6f October 15th.
A discussion was held by members of' :the -audience pro' and:-con on
the renaming of Skunk Lane, Cutchogue, back to Bay Avenue. .-A
number.-of letters, were 'read by' the• Supervisor requesting the' name
r-ema'in Skunk' Lane, among them Cutchogue- Fire Department, Town
Historian Waitz, and several other. propetty owners.
Mrs-.' Jean H. - Tiedke, President -of The League- of Women -Voters of '
Riverhead read- the following' letter-to the Town- Board:
"Mr. Albert Martocchia, Supervisor, Southold Town Board, 16 South
Street, •Greenport, - New York, Dear Sirs : - As an -adjunct to. the
Town 's Development Plan, we regpectfully request -that a thorough
professional survey of- all remaining open- space- in the- Town be
undertaken. Such a survey will -be valuable to all segments of
our town---builders, land owners, developers, conservationists,
government and ,thee general public: ' This survey should specify
the classification of the remaining land- and water in -the °Town'
including, at the minimum, boundaries; ownership, type - (pond,
stream;- agricultural, woodland,4 etc. ) and quality. It could serve
to avoid future -litigation concerning property rights- and enlarge
the foundation for orderly pinning and growth of our town.
Severai studies and maps are presently available- which may -be
useful in providing the groundwork for the proposed survey; ' thereby
reducing- the- time and money required'. Inventories of wetlands have
already been started by Town, County- and State Departments.
Some independent groups that might be willing 'to -undertake
this 'survey, at nominal cost, are:
' The Marine Sciences Research Center, -SUNY
The Institute of Marine Science, Adelphi University at Oakdale
Marine 'Science Division, Southampton College
Cornell University Dep ' t -of Marine Science, - Ithaca
In addition, one source from which there are space satellite
photographs available is The U. S. Department of—the—Interior,
Earth Resources Observation System Data Center, Sioux Falls,' S.D.
Foundation grants, such as the New York State Sea Grant Program,
administered° by- the'' Marine Sciences Research Center at- the' State
University of New York at Stonybrook, may be available to help
defray- the costs.
