'Klipp at Greenport, on Tuesday, November 16, ,1948. The meet- ing was called to order at 1:30 P.M. with the following present: Supervisor Klipp; Justices Terry, Albertson and Clark; Tow Superintendent of Highways Price; Town Attorney Terry and Town Clerk Booth. - A The minutes of the previous meeting were read and were duly ap- proved as read. Moved by Justice Clark; seconded by Justice Albertson: Resolved: That the regular monthly audit meeting of this Board be held at the office of the Supervisor at Greenport, on Tues. , Dec. 7, 1948, at 1::30 P.M. Unanimously adopted. Moved by Justice Clark; seconded by Justice Terry: Resolved: That Irving M. Rogers of Greenport; Clarence Bergen of Mattituck; George H. Stelzer of Southold and David Edwards of ^ � Fishers Island; be and hereby are appointed dog enumerators for the Town of Southold for the year 1949. Unanimously adopted. A' Map of Goose Neck Estates was presented to the Board for ap- proval. Moved by Justice Albertson; seconded by Justice Terry- Resolved: That the Town Board does hereby approve the map of Goose Neck Estates, for sub-division purposes, situate at Bay View, Town of Southold. --. Klipp, be and -hereby // is authorized to transfer Three Thousand Dollars ($37000. ) frofn Fishers Island Ferry District Account #2 to Fishers Island Ferry - District Account #19 the amount of Three Thousand Dollars ($31000. ) being a partial reimbursement on account of Eighty-five Hundred Dollars ($81500.) transferred from Fishers Island Ferry District Account #1 to Fishers Island Ferry District Account #2 by resolution of the Southold Town Board under date of July 6, 19489 _ and be it further Resolved: That :Account #1 be reimbursed the balance of Five t Thousand- Five Hundred Dollard ($5, 500.) from subsequent receipts from -Account #2._ Unanimously adopted. �'- Moved by Justice Albertson-, seconded by Justice Clark: Whereas, there exists a vacancy in the office of commissioners of the Fishers Island Ferry District, caused by the resignation -Y of Leland H. Goss , and Whereas , it becomes necessary to appoint some person to fill such vacancy, Now Therefore Be It Resolved: That Miss Polly Edmonds be and hereby is appointed on the recommendation of the Commissioners of the Fishers Island � - Ferry District, to the office of Commissioner of the Fishers Island Ferry District, to hold such office until the next annual meeting for the election of Commissioners of the District, at which time t the vacancy caused by the resignation of Leland H. Goss shall be filled for the -remaining unexpired term of Leland H. Goss. Unanimously adopted. ~' Moved by Justice Albertson; seconded by Justice Terry: Whereas , under the provisions of- Chapter 699, of the Laws of New York, 1947, it is provided that all claims against the Fishers Island Ferry District shall be audited monthly by the Town Board of the Town of Southold, and Whereas , none of the members of the Town Board reside on Fishers t--_ Island or in close proximity thereto except one Justice of the. Peace, who resides on Fishers Island, and who is the only member of the Town Board in a position to maintain continuous personal contact a _ with the Commissioners of said Fishers Island Ferry District, and Whereas , the maintenance and operation of the said Fishers Island Ferry is for the sole benefit of the inhabitants of the Fishers Island' Ferry District, and Whereas , it is in the best interest of the said inhabitants that f the local member of the Town Board maintain constant supervision over the operation of said District, Now Therefore Be It Resolved: that all claims of the Fishers Island : Ferry District, and all reports of the 'Commissioners of said 'District ..r., he presented to the member of the Town Board 'residing on Fishers Island, for examination and approval by him prior to being sub- + " mitted to the Town Board for audit . . Unanimously adopted. h Moved by Justice Clark; Seconded by Justice Albertson: Whereas, the Town Board of the Town of Southold, N.Y. , by a resolution duly adopted on the 3rd day of November, 1948, authorized the Town Superintendent of Highways to purchase certain 'equipment for highway construction and maintenance at a total cost 1 of $16,682.00 subject to the approval of the County Superintendent of Highways, and provided that $15,000. of such cost was to be paid � •,. from the proceeds of obligations to be issued pursuant to the Local Finance Law, and WHEREAS, a contract of purchase for such equipment was duly entered into by the Town Superintendent of Highways on -he 9th day of November 1948, which contract has been duly approved by `� y the County Superintendent of Highways. NOW, THEREFORE, BE IT RESOLVED; 1. The specific object or purpose for which obligations are to be issued pursuant to this resolutionis to finance the cost of:- One (1) Walter Snow Fighter Model AGBS complete with 185 HP 32000 GVM, Hydraulic power steer, air brakes, tires 12,00/34 singles , defroster-heater, OV--15 offset "V" plow, SWR-12 Right- Spe'edwing - SWL Left Speedwing control. 2. The maximum cost of such equipment is $161682.00 and the .► 9lan of financing such cost is as follows: A down payment of 1682. is to be paid from the Machinery Fund, and the balance of the cost is to be provided by the issuance of serial bonds in �,,-. - - the amount of $1 5,000. pursuant to this ree&lotion. y 3. The following determi-nations are hereby made: 4) The period of probable usefulness of such equipment - ► is five years . (b) The subdivision of paragraph a of Section 11 .00 of the Local Finance Law which is applicable in the circumstances is sub- division 1128". (c) The proposed maturity of the obligations authorized by this resolution will not be in excess of five years. Tom • 4. The down payment required to be provided pursuant to Sec- tion 107.00 of the Local Finance Law has been provided from current Y funds. 5. That the Town of Southold issue its serial bonds in the amount of $151000. to finance such cost in accordance with the fin- ancial plan set forth above. Such bonds shall be dated approximately � T as of the date of the delivery of such equipment and the power to- fix and determine the exact date of such obligations is hereby *-"- delegated to the Supervisor. 6. Such bonds shall be numbered 1 to 4 inclusive, shall be in the denomination of $4,000. -each for the first three bonds, and $3 ,000. for the final bond, and: shall mature in annual installments •�, r in the years and amounts as follows: 1949 $49000.00; 1950 $4,000.00; 1951 $4,000. , and 1952 $3,000.00. 'he power to determine the date upon which- such installment shall become due and payable is hereby delegated to the Supervisor. The -bonds shall be issued in bearer _ forms withoutcoupons, and shall not contain a power to convert to re- gistered form. 'The bonds shall bear interest at a rate not exceed- ing 2-1/2 per centum per annum payable semi-annually.. 7. The Supervisor is hereby delegated the power to prepare such bonds and to sell such bonds at private sale at not less than par --> and accrued interest, and at such sale to fix the interest rate to be borne by such bonds within the limitations set forth in this resolution. The- Supervisor shall deliver such bonds to the purchaser thereof only against ,eash or a certified check. The proceeds of sale of the -bonds shall be deposited in a special bank..accourit as required by Section 165.00 of the Local Finance 'Law. . The powers delegated to the Supervisor by this resolution shall be exercised ti in conformity with the provisions of the Local Finance Law. 8. This resolution shall take effect immediately.
