The Southold Town Board met at the office of Supervisor Norman E.
Klipp, at Greenport, on Friday March 5, 1948. The meeting was �-
called to order at 1:30 P.M. w1th the following present: Super-
visor Klipp; Justices, Terry; Tuthill; Albertson and Clark; Town
Superintendent of Highways, Price; Town Attorney, Terry and Town R...
Clerk, Booth.
The Board sat at once as a committee on audit to examine claims
against the Town,concluding the audit at 2:30 P.M.
.Moved by Justice Terry; seconded by Justice Albertson:
Resolved: That general bills in the amount of $6,51+2.77, Special
District bills in the amount of $2,135.78 and non-reimbursable
welfare bills in the amount of $30.1+5 be and the same is hereby, -�
ordered paid. kT
Unanimously adopted.
The minutes of the previous meeting were read and -duly approved as
read.
Moved by Justice Clark; seconded by Justice Tuthill:
Be It Resolved: That the Supervisor be and hereby is authorized
to sign an agreement with modification of lease with Jack Levin
.for .the concession at the Southold Town Beach.
Unanimously adopted.
Moved by justice Clark; seconded by Justice Terry:
Be It Resolved: That the Town Board is opposed to the Senate
Bill 1797 Int.' 1686 in its present form relative to the two -
payment tax plan.
Unanimously adopted.
Moved by Justice Albertson; seconded by Justice Tuthill:
Resolved: That inasmuch as the required dedications have been
..duly received, map of the same duly filed and the necessary
papers signed, the Town Board take over and maintain as public
highways Smith Drive North; Smith Drive South; Terry Place;
West Creek Road and Williams Road, at Southold.
Unanimously adopted.
The Town Board received a communication from Justice Shanklin
in regard to a road 'on Fishers Island known as Penninsula Road,
inasmuch as there has been no dedications filed with the
Town Board, the matter was laid on the table.
The ,following Resolution was offered by Justice Terry; and seconded
by Justice Clark and was unanimously adopted by a rising vote.
whereas, God in his Providence has taken from us the spirit of
Louis Seth Tuthill. .
Whereas, Louis Seth Tuthill was a life long resident of the Town
of Southold, a christian gentleman and a public spirited citizen.
He had served the Town of Southold faithfully and efficiently for
the past three years as a member of the Board of Assessors,
Be It Therefore Resolved: That the Southold Town Board deeply � ..
mourns the passing of this friend and associate and extends its
profound sympathy to the members of his family in their berea-
vement.
Be It Further Resolved: That the Town Clerk be . and he is hereby
directed tofbrward a copy of this Resolution to the members of his
family and thkt a copy of this Resolution be spread upon the minutes —T--
of this meeting and become a part of the public records of the Town
of Southold. r-

Resolved: That the Town Clerk be and hereby is authorized to increase
the amount of fire insurance to $129000. on the gquipment and furnish-
ings in the Town Clerk's Building.
Unanimously adopted.
Moved by Justice Albertson; seconded by Justice Terry:
Resolved: That the Chief of Police be and hereby is authorized to
Purchase five pairs of handcuffs and three transport belts for the

use of the Police .Department.

Moved by Justice Albertson; seconded by Justice .Terry:
-> Resolved: That Walter Bondarchuk of Greenport, be and hereby is
appointed a temporary watchman until May 1, 1948, for duty at the
Police Department' operating radio and' telephone, ,at a salary of $5.00
per diem. from 7 P.M. until 8 A.M. 'appointment .4ffective March 5,
1948, he to serve at the, pleasure of the Town_Bbard.

The Town Board received an application from Harry W. Smith,• ®f Green-
port,, for a position as patrolman for the Town of Southold, it was
laid on the .table for future consideration..

Y BUDGET _NOTE RESOLUTION of March 5, 1948, of the TOWN OF SOUTHOLD,
�* of SUFFOLK COUNTY, NEW YORK in the AMOUNT OF -

-=> * BE IT RESOLVED this .5th day of March, 19489 by the Town Board
of the Town of Southold, New York' as follows:
Section 10, That, pursuant to the local Finance Law of the State pf
New York, the TOWN OF SOUTHOLD, NEW YORK, for the purpose of paying
the cost of snow removal during 1948, the same being an expenditure
for which an insufficient appropriation was made in the current an-
nual budget of the Town of Southold, shall issue and sell a budget
note in the amount of $20,000.00 to mature on' March 1.1 1949.
Section 2. That, 'except as herein specifically prescribed, said
note shall be of the date, terms, form, contents and place of payment
and at a rate of interest not exceeding two percentum per annum, as
may be determined by the Town Supervisor, consistent, however, with
the provisions of the said Local 'Finance Law of the State of New
York; and shall be executed in the name of the said Town by its
Supervisor and the seal of said Town shall be attached thereto•
Section 3. That said note shall be sold at private sale by the
�� . Town 'Supervisor at a price of not less than par value and accrued
interest, if any and upon due execution and sale of said note the
same shall be delivered to the purchaser upon payment by him to the
Town Supervisor of the purchase price in cash; and the receipt of
such Supervisor shall be a . full acquitance to such purchaser who shall
not beyobliged to see to the appli cation of the purchase money.
Section 4. The -full faith and credit -of the Town of Southold
New York are pledged to the punctual payment of principal and inter-
est on said note.
' Section 5. This resolution shall take effect immediately.

BUDGET' NOTE OF 1948
The Town of Southold, in the- County of Suffolk, a municipality
of the State of New Yorks hereby acknowledges itself indebted and `
for value received promises to pay to The Mattituck- National Bank
and Trust Company, Mattituck' N.Y. , the sum of Twenty Thousand ---�
($20,000.) Dollars, on the First day of March, 1949, together with
interest thereon from the date hereof at the rate of one and' 9/10'
percentum (1.9%) per annum,, payable annually.Both principal of and —*--
interest on this note will be. paid in lawful money of the United
States of American, at the office of the Supervisor, Greenport, Suf-
folk County, New York. - -
This note may not be converted to registered form. ' '
This note is the only note of an authorized issue in the amount
of Twenty Thousand ($20,000.) Dollars, for the purpose of paying
for snow removal during 1948, the coat of which was in excess of the �
appropriation made in the current budget.
This note is issued pursuant to the provisions of a resolution �--
entitled "Budget Note Resolution" duly adopted by the 'Tpwn Board of
such .Town of Southold on March 5, 1948.
The faith and credit of such Town of Southold are hereby irrevoc-
ably pledged for the punctual payment of the principal of and interest
on this note according to its terms. r.-
It is hereby certified and . recited that all conditions, acts and
things required by the Constitution and statutes of the State of New
York to exist, to have happened and to have been performed precedent
to and in the issuance of this note, exist, have happened and have .been
performed, and that this note, together with all other indebtedness
of such Town of Southold is within every debt and other limit
prescribed by the Constitution and Laws of such State.
IN WITNESS WHEREOF, the Town of Southold, New York, has caused this
Note to be signed by its Supervisor, and its Corporate -seal to
be .hereunto affixed and attested by its Town Clerk, and khis
Note to be dated as of the 22 day of March 191+8.
