Meeting of January 2, 1948
The organization meeting of the Southold Town Board was held at the
office of Supervisor, .Norman E. Klipp, at Greenport, on January 2,
w> 1948. The meeting was called to order at 1:30,P.M. with the fol-
lowing present:' Supervisor Klipp; Justices, Terry Tuthill, Albert-
son and Clark' Town Superintendent of Highways, Price, Town Attorney,
Terry and Town •Clerk, Booth.
- + The Board sat at once as a committee on audit to examine claims against
the town-concluding the audit at 2:30 P.M. . .
The minutes of the previous meeting. were read and duly"•approved as read.
Moved by 'Justice Tuthill; seconded -by Justice Albertson:
Resolved-. that General.Bills in the .amount of $1 875.99 and non-reimburs-
able Welfare bills in the amount of $9.05 be ands the same is hereby
ordered paid.

Whereas, .There exists a vacancy in the office of Town Attorney caused
_,..> by the resignation of George Terry whose resignation was filed with
the Town Clerk, in writing on the 19th day of Sept. , 1947, in ac-.
cordance with Sec. 26 of the Town Law and
Whereas, it becomes necessary to appoint some person to fill such vacancy,
therefore be it,
Hesolved, That Rensselaer G. Terry,. Jr. be and hereby -is appointed
-,.. to hold the office of Town Attorney until the first day of January
next- succeeding the first biennial town election held after the time
' y r of this appointment, .all. in accordance .with Sec. 24 of the'Town Law,
and that the Town Clerk be instructed to notify the Vof

of- such' appointment in accordance with-Sec. 30 S.D. the Town
law, and be it further
Resolved, That the compensation for said appointee be fixed- at-
Twelve Hundred Dollars per year payable in regular monthly pay- ' . , -
ments.

Whereas there exists a vacancy in the office of Justice -of the, Peace
caused by the resignation of Norman E. Klipp, whose resignation was
filed with the Town Clerk in writing -owthe 31st day of Dec. , 1947,
in accordance with Sec. 26 of the,:2own Law; and
Whereas, It becomes necessary to appoint some person to .fill such
vacancy • therefor .be it, ,
Resolved 9 . That Henry..A.:.-Clark .be: and:_hereby is appointed•`to hold
the.; office of Justice of the Peace until the next annual election,
at which ,the vacancy may be filled all in accordance,-with See-. 64

y notice of hearing on the preliminary budget published pursuant to
Sec. 1113 of the Town Law, now therefor be it

Whereas, It is required by Sec. 27 S.D. - 1 of the Town 'Law that the
Town Board fix the salaries of all town appointed officers or em- '
ployees', now therefor be it
Resolved, that the salaries of the following town appointed officers
or employees be continued without change and that each of the fol
lowing appointed officers or employees shall hold such appointive T
office or position at the pleasure of the Town Board unless other-
wise provided by Law.' -

Whereas, It has been recommended to the Town Board by the Board of
Assessors that a chairman of the Town Assessors be designated, .
.now therefor be it
Resolved, That Ernest W. Morrell be and hereby is designated to
hold the office of Chairman of the Town Assessors until the first
day of January next succeeding such designation all in accordance
with Sec. 22-b of the Town Law, and be it further
Resolved, That the compensation for such appointee be fixed at Thre'.e
Hundred Dollars per year payable in regular monthly payments

Whereas, ISec.. 64 of the Town Law requires the' Town Board to designate
by resolution banks of this State in -which .the Supervisor or any
other` officer of the town shall deposit all monies coming into their
hands by virtue of their offices and,
_., Whereas,, .The Town Board may require any bank so 'designated to
deposit with such board the bonds. or certificate of the United States,
of, the State of New York or any county, town, city, village,, or
school district of the State of New York as security for such funds so
deposited ,but such bonds or certificates shall be subject to the ap-
proval of ' the Town Board and shall be deposited in such place and
held -under such conditions as the Town Board may determine'} 'now.

Whereas, Sec. 62 of the Town Law requires that every Town Board shall
meet on or after the 28th day of Dec. but not later than` the 31st day

Whereasi There is no other time specified by law when meeting of the
Town Board of a .second class Town shall beheld, now therefor be it
Resolved, That the Supervisor be and hereby is impowered to 'call all
meetings of the Town Board- as may be required for the best 'interests
of the, Town, and be it further
Resolved, That each member of the Town Board be given at least two ;=
days notice in advance of such meeting, notice to contain the time
and place where such meeting is to be held.

Advise Town Officers to file withholding, tax forms with the Supervisor.
..�.,> Within. sixty ,days after the close of the fiscal year the treasurer
of each fire district shall file in the office of the Town Clerk
v. and the State Comptroller, a financial statement setting forth in
y� detail the receipts and expenditures of the fire district for the
-r ' previous fiscal year (Sec. 181 Town Law) .
•� On or before the 15th -day .of :January ii ,each year the commissioners
of each improvement ,district shall file with the Town Clerk a
financial report for the preceding fiscal year (See. 215 S.D.9
Town Law) .
The'.'Town Clerk should advise the Town' Board as to what =property of
� the town is insured against fire or other hazards, the 'amount
of coverage and the expiration dates of such policies (See. Sec. 64
S.D 2� 199 Sec. 1839 184 & 198 S.D. 6,798, & 9 Town Law) .
The sown Clerk should supply to the Executive Secretary of the
Association of Towns, at the Hotel Ten Eyck, Albany, N.Y. , a
-� correct list of the names and addresses of all town officers
„a and the supervisor should advise the members that he, the Town
Clerk, Justices of the Peace, Sup't. of Highways, Assessors,
� - Welfare -Officer and the Town Attorney will receive copies of monthly
bulletins issued by the Town and County Officers Training School,
on subjects of interest and importance to- the -various officers.
Approve bonds and undertakings of all officers requiring same as
to their manner, form and sufficiency and file same (Seca 25 Town
Law) include Treasurers of Districts, welfare Officer, Police Officers,
A.J. Gada, Treas. Fishers Island 'Ferry District, Supervisor, Tax
Receiver, Highway Sup"t. ,Justices, etc, and see that all oaths of
office have been filed.

The Southold Town Board, will meet at the, office of the Supervisor. atr
Greenport, on Tues: , ;Jan. 20, 19481 to consider the recommendation
of 'the Supt. of• !3ighways for.- the purchase, of: equipme' nt in excess of
$500. in accordance with( Chapter 142 of, the Highway Law.

Resolved: That Ralph P. Boothrbe and hereby. is appointed to `_serve
as Registrar of Vital Statistf&i�for a term of two years.

The Town Board of the Town of Southold has received a communication
from the Association�of Towns in regard to a four year term for'- .all "
elective town officers.

Therefore Be . It Resolved: That this owri Board is in favor of the
election of• all, town officers for a'-four year term provided- that such` N.
four-year term is diily�approved by-- a', re'ferendum of the duly qualified
voters of the town.

Resolved: That Supervisor, Norman E. Klipp, be designated to re-
present the Town'of Southold at the annual meeting of the Association
of Towns. of the State-of -New York, to be held at Albany, N.Y., on � -
Feb. 18, 19 and.2O, 1948, and th cast the vote for the said Town of
Southold, and that Justice Harry Terry be designated as alternate"
to cast the ,vote for -said Town 'in-' the absence of Supervisor Kl,ipp. -

Resolved: That inasmuch as the required dedications have been duly
received maps of ,the' same . duly filed and the" necessary papers
signed, U - Town .Board take over and maintain as public highways,
North Sea Drive and Sunnyside Road at Southold.
