The Southold Town Board met at the office of Supervisor Norman E.
Klipp at Greenport on Thursday, November 10, 1949. The meeting was
called to order at 1:30 P .M. with the following present: Supervisor
Klipp; Justices Terry, Tuthill , Albertson and Clark; Town Superinten-
dent of Highways Price; Town Attorney Terry and Town Clerk Booth,
The Board sat at once as a Committee on audit to examine claims
® " against the Town concluding the audit work at 2:15 P.M.

The minutes of the previous meeting were read and duly approved as
read.
Moved by Justice Albertson; seconded by Justice Terry:
Resolved: That the regular monthly meeting of this Board be held
at the. office of the Supervisor at Greenport, on Tuesdav7, November
221 1949, at 1:30 P.M.
Unanimously adopted.
�~ The Board convassed the ballot cast on the Library appropriation
in the General Election of Tuesday, November 8, 1949. The vote was
as follows: Yes s 21182; No ® 439; Blank v 14; Void - 49.
The proposition to appropriate $10,000. annually for the fiscal years 1950
and 1951, for the support of public libraries in the Town of Southold
- � was duly declared passed.
Moved by Justice Clark; seconded by Justice Albertson:
_> Resolved: That Irving M. Rogers , of Greenport and Joseph Swiski
of Southold, be and they are hereby appointed dog enumerators for

the year 1950.
Unanimously adopted.
A petition was presented to the Town Board signed by residents
of Southold, requesting speed limit signs reading, "30 mi. per
hr. " be installed on the County Highway between Boisseau Ave.
and The Town Beach. Supervisor Klipp stated he would take the
--- matter up with the State Traffic Commission.

�• Resolved: That General Bills in the amount of $3,317.32; Lighting
District bills in the amount of $1,304.69; Town Trustee bills i
in the amount of $25.00; Non-reimbursable Welfare bills in the
amount of $59.78; Fishers Island Ferry District bills , Account
#2 in the amount of $5,697. 26, be and the same are hereby ordered
. . paid.

i - Resolved: That the Police report for the month of October be
accepted by the Town Board and placed on file.

Moved by Justice Terry; seconded by Justice Clark::
Resolved: That the Town Board does hereby approve the letter of
agreement between the Fishers Island Ferry District and E.S. Wil-
cox in the operation of the vessel Col. John Baxter in the sum
of $8,000.00 from August 1 , 1949 to August 31, 1949, both dates
inclusive.

Moved by Justice Terry; seconded by Justice Clark:
WHEREAS, the County Board of Supervisors of Suffolk County
have by resolution set up a fund known as the Beach Maintenance
Fund to provide for the maintenance of beach protection structures
built under the provisions of Chapter 535, Laws of 1945 as amended
and,

WHEREAS, the County Board of supervisors have also, subject
to the approval of the respective Town Boards , provided that one-
half the cost of the said maintenance work be charged back, in the
next roll, to the Town in which the said maintenance work is done,
now therefore, be it
Resolved, that the Town of Southold approves the County re-
solution providing for the maintenance of beach protection structures
and be it further
Resolved, that it is the intention of the Town of Southold to
share in the cost of such maintenance to the extent of 50%
of the cost of said maintenance completed in the Town of Southold. `

Resolved: That the Town Board does hereby approve rove the letter
of agreement between the Fishers Island Ferry District and E.S. .-
Wilcox in the operation of the vessel Col . John Baxter in the _
sum of $5,000.00 from October 1, 1949 to October 31 , 1949, both
dates inclusive. --
Unanimously adopted.
A letter was read from- Serge J. Doyen ttnding his resignation as +_
Commissioner of the Fishers Island Ferry District as of October
28, 1949.
Moved by Justice Albertson; seconded by Justice Clark:
Resolved: That the resignation of Serge J. Doyen Commissioner of * �
the Fishers Island Ferry District as of October 2A, 1949, be --
accepted by the Town Board.
Unanimously adopted.
Supervisor Klipp opened the bids for the purchase of seven
overcoats for the Police Department which were submitted by
several dealers.
Moved. by Justice Terry; seconded by Justice Tuthill:
Resolved: That the contract for the purchase of seven overcoats
for- the Police Department be awarded to S. Katz, he being the
lowest biddBr , at $67. 50 per coat, providing that the delivery
of two coats be made not later that November 30, 1949, balance
of five coats to be delivered not later that Dec. 15, 1949.

Moved by Supt. of Highways Price; seconded by Justice Clark:
Resolved: That the Town Board does hereby accept a deed granting
a parcel of land at Laughing Waters, Southold, from Cedric H. -
Wickham and wife, describedas follows:. ALL, that certain piece,
or parcel of land, situate, lying and being at a place known
as Laughing Water , near Southold, in the Town of Southold, County
of Suffolk and State of New York, commencing for location at a
monument set at a point formed by the intersection of the east-
erly line of Nakomis Road and the Northerly line of Hiawatha' s '
Path, thence Easterly 100.4 feet to a morument and Easterly r�
again along the Northerly line of Hiawatha' s Path to the South
.Easterly corner of property of John Verity as a point and place h * =
of beginning thence Northerly along property of John Verity,
John Schimlich and Peter Sarkus 545 feet more or less to the
South West corner of property formerly Agnes Korn thence North 810
o8'East 163 . 80 feet by and along St . Patrick Cemetery to a
point thence South 6034' East by and along St. Patrick Cemetery in
a straight line to a point in the Northerly line of Hiawatha ' s
Path, thence South 84o21 ' West by and along the Northerly line r
of Hiawatha' s Path, thence South 84o21 ' West by and along
the Northerly line of Hiawatha ' s Path to the point and place
of beginning .

» Whereas, the Town Board of the Town of Southold has met at
the time and place specified in the notice of public hearing on
' the preliminary budget and heard all persons desiring to be heard
>.y thereon; now, therefore , be it
RESOLVED: that the Town Board of the Town of Southold does
.l. hereby adopt such preliminary budget as originally compiled, as
the annual budget of this Town for the fiscal year beginning on
the lst day of Jan�iary, 1950, and that such budget as so adopted
be entered in detail in the minutes of the proceedings of - this
Town Board, and be it
FURTHER RESOLVED; that the Town Clerk of the Town of Southold
shall prepare and certify' in duplicate ' copies of said annual
budget as adopted by the Town Board of the Town of Southold ; to-
>� gether with .the estimates , if any, adopted pursuant to Section
{� 202-a Subd. 2, of the Town Law and deliver one copy thereof
to the Supervisor of this' Town to be presented by him to the
