HomeMy WebLinkAboutTB-08/07/1951 001 1- Meeting of August 7, 1951. The Southold Town Board met at the office of Supervisor Norman E. ` ~ Klipp at .Greenport, on Tuesday, August 7, 1951. The meeting was called- to order at 1:30 P.M. , 'Vith..tho'..following present:° Supervis&r Klipp; Justices Tuthill; Albertson and Clark; Town Superintendent of Highways Price; Town Attorney Terry and Town Clerk Booth. The Board sat as a committee on audit to examine claims against the Town, concluding the audit work at 2;30 P.M. The minutes of the three previous meetings were read and were duly. W, approved as read. T Requests were made to the Town Board from the Southold, Mattituck, ` Cutchogue, Greenport and Fishers Island Public Libraries to in- crease the appropriation from $10,000.00 to $12,500.00 for the sup- port of the public libraries throughout the Town. Moved by Justice Tuthill; seconded by Justice Albertson: Whereas ' the Resolution duly adopted by the Southold Town Board on April 24+, . 1951, be and the same is hereby rescinded,. and the following �Y resolution substituted: Resolved: That the Town Board does hereby approve an appropriation of Twelve Thousand Five Hundred Dollars ($12,500.00) annually for the su or of the Public Libraries of Southold Town, for the years 1952- and that the following proposition be submitted to the electors at the next annual election: Shall the sum of Twelve Thousand Five Hundred ($12, 500.00) Dollars be appropriated annually for the support of the Public Libraries of Southold Town for the years 1952-1953? Unanimously adopted. Y" Oscar Goldin appeared before the Town Board and read the following letter: r Members of the Southold Town Board: ` I appear before you today as a private citizen and, although in an unofficial capacity, as a representative of the citizens of Greenport. I have noted, at various times , inequities that exist in the property assessments in Southold Town. As a member of the Village - T Board, and with othersof that Board I have met jointly with the Board of Assessors and discussed the matter with them; ' I have spoken to several assessors separately. These men not only admit that a great mariy 'of the assessments placed on local properties are not in accord with either good judgment or real valuations, but say that they are powerless to rectify the injustices because of lack of time and inadequate pay. Since we have an admitted state of error and likewise an admission' of inability to cope with the situation or an unwillingness �} to do so, it would seem that the Town Board is in a position where it should take remedial action. I submit that if it is not practical -to obtain assessors, adequately qualified, who can give the necessary time and energy to the job at the present salary, this Board should substantially raise the wages of the assessors to enable them to do the work <. properly and in accordance with the requirements of the law. r, Many people believe a complete reassessment is due and neces- • sary. This Board should certlinly now thoroughly inquire into ._ that and take, by the m6thod proposed or a referendum, prompt action to correct the existing situation. That the Supervisor be instructed to take the matter up relative to Mr. Goldin's letter and discuss it with the Town Board of Assessors and that the letter be placed on file for further consideration at the proper time. - Unanimously adopted. Anrig, Chief of Police , Town of Southold, • be and hereby is instructed to hire two special constables, at a salary of Seven ($7.00) Dollars per diem. Unanimously adopted. Moved by Justice.-Albertson; seconded by Justice Tuthill: Resolved: That .1-on the recommendation of Edwin Salminen and Frederick Preston, Republican County Committeemen, District No. 3, Town of Southold Gottfried Arnold of East Marion be and hereby is appointed Special 6onistabie to direct traffic at the Baptist Church crossing at East'MaT on 'at One , ($1.00) ' Dollar per, hour for each hour worked, retvoactive to July 1,1951. Unanimously adopted. Moved .by Justice Albertson; seconded ^by Justice Clark: Resolve'd:, That Bond No. 397483 issued by the Glens Falls Indemnity Co. in the: sum of $1,000.00 on behalf of Theodore B. Howard, be and the .same .is hereby approved as to form, sum, manner of execution and sufficiency of surety therein. -� Unanimously adopted. A communication was read from the Nassau Farms Association, dated Aug. 3 , 1951, relative to the maintenance of work on the Inlet at Little Creek, Cutchogue, the letter was placed on file for further consideration for the spring of 1952. Moved by Justice Tuthill; seconded by Justice' Clark ) Resolved: That the Police Report for the month of July be _accepted by the Town Board and placed on file. Unanimously adopted. Moved by Justice Clark; seconded by 'Justice Tuthill: Resolved: That the street lighting contract between the Town,:,of Southold and the Long Island Lighting Compamy, covering -the .East Marion Lighting District for a period of five (5) years beginning with the first day of September, 1951, and terminating on ,the ;:31st day of August, 1956, be and the same is hereby approved by. the Town Board. - Moved by Justice Clark; seconded by Justice Albertson: Resolved: That General Bills in the sum of. $2,215.66; .Lighting District y - Bills in the sum of $1,375.09; Fishers Island Ferry District Bills Account No. 1 in the sum of $725.04; and Fishers Island Ferry-•Dist rict No. -2 in the sum .of $7,854.179 be and the same are hereby ordered pad. Klipp be authorized to transfer Three Thousand Five Hundred ($3 ,500.00) Dollars from Fishers Island Ferry District Account No. 2 to Fishers Island Ferry District Account No. 1: This amount partially replaces monies previously transferred from Account No. 1 to Account No. 2. Unanimously adopted. 36 - Moved by Justice Clark, seconded by Justice ,Tuthiil: ORDER ESTABLISHING DISTRICT. . In the Matter of The Establishment of the Light District . in the Town of Southold, County of Suffolk, New York, A Petition in the matter for the creation of a Light District + - having been duly presented to the Town Board, and an order having been duly adopted by the Town Board on July 10, 1951 for the hearing of all persons interested in the matter on the 27th day of July, , �-- 1951, at 7:30 o 'clock P.M. at the Municipal Building in the Village of Greenport, and a hearing by said Board having been duly held at such time and placer and it having been duly resolved and determined following such hearing that the petition herein was ,,, .. ; signed and acknowledged or proved as required by law: and otherwise sufficient, that all the property and property owners within the • proposed district were benefited thereby, that all property and property owners benefited were included within the limits of the proposed district, and that it was in public interest to grant in whole the relief sought, and it having been then and there further duly resolved that the establishment of such district as proposed be approved,, and that the improvement be financed solely by budget- ary appropriations and since pursuant to Section. 194 (6 ), Town Law, the permission of the State ;`'omptroller is not required, it is .,hereby. ORDERED, that a Lighting District be established in the said Town of Southold Suffolk County, New York, to be designated as the Y West Greenport Lighting District of the Town of Southold, and to be -` of the following description and boundaries, to wit:- t_ Beginning at a point on the -northerly line of Front .Street, 'at -the southwesterly corner of land of Arthur A. Levine distant, along the northerly line of Front Street, one hundred ?1001 ) feet from Sixth Avenue, and running thence in a northerly direction along the westerly line of said land of Arthur A.
