Meeting of January 9, 1951.
The Organization Meeting of the Southold Town Board was held at the
office of Supervisor Norman, E. Klipp at Greenport, on Tuesday,':January
9, ,1951. The meeting was called to order at 1:30 P.M. with the following
present: Oupervisor Klipp;. Justices Terry, Tuthill and Albertson;
Superintendent of Highways Price; Town Attorney Terry and Town Clerk, •_`
Booth.
The Board sat at once as a committee on audit. to examine claims against
the Town, concluding the audit work at 2 P.M.
The minutes of the previous meeting were read and were duly approved
as read.
Moved by Justice Albertson; seconded by Justice Merry: f--
Resolved: ' That the regular monthly meeting of this Board be held at
the office of the Supervisor at Greenport, on Tuesday , January 3071951
at 1:30 P.M.

Resolved: That the Supervisor be and hereby is authorized to contribute .
the sum of $300.to the Greenport Rotary Club to defray the expense
of advertising Southold Town in Booklets to be distributed at the
National Sportsman Show, which is to be held in New York City in
February, 1951.

Resolved: That the Suffolk County Civil Service Commission be requested
to change the classification of the Town Welfare Officer from a com-
petitive class to a non-competitive class because of the fact that the
position of the Town Welfare Officer is part time only. .--
BE It Further Resolved: That the Supervisor be ,intructed to notify. the
Civil Service Commission of this resolution.

Resolved: That Supervisor Norman E. Klipp be designated to represent
the Town of Southold at the annual meeting of the Association of Towns ,
of the State of New York, to be held at Buffalo , N.Y. on February 6, •`
7 and 8, 1951, and th cast the vote of said Town of Southold and
that Justice Harry H. Terry be designated as alternate to cast the
vote of said Town in the adsence of Supervisor Klipp.

Resolved: that all officials of the Town of Southold that attend
the annual meeting of the Association of Towns of the State of New York,
to be held at Buffalo, N.Y. on February 6,7, and 8, 1951, shall be
reimbursed for their expense money attending this meeting.

Resolved: That the Town Board does hereby approve the letter agreement
between the Fishers Island Ferry District and E.S . Wilcox in the operation
of the Vessel M.V. Mystic Isle in the sum of $3,942.92, from Dec. 1,
1950 to Dec. 31, 1950, both dates inclusive.

Resolved: That inasmuch as the required dedications have been duly

Resolved: That the agreement for the expenditure of Highway
moneys . Section 2849 Highway Law, made by and between Harold
Price. mown Superintendent of Highways and the Town Board for
the year 1951, be and the same is hereby approved by the Town
Board, subject to 'the approval of the County Superintendent
of Highways.

Resolved: That the Supervisorf be and hereby- is authorized to
purchase a Homelite Generator to be used in the Police Station.

WHEREAS, it is required by Section 148 of the Educational Law that a
local Historian shall be appointed by the Supervisor of a Town, and
WHEREAS, the Supervisor has appointed Wayland Jefferson to act as Town_
Historian, now therefore be it
RESOLVED, that Wayland -Jefferson be compensated while acting in such
capacity in the amount of Four Hundred Dollars ($400.00) , per year,
payable in regular monthly. payments, and be it further
RESOLVED, that the expenses incurred per year by the Town Historian
in the performance of his duties be paid by the Town in an amount not to
exceed One' Hundred Dollars ($100.00) per year , and be it further
RESOLVED, that The Town Clerk be instructed to file such certificate
with the proper parties as is required by Section 30, SubdiYision 3,
of the Town Law.

} WHEREAS, it has been recommended to thw Town Board by the Board of
Assessors , that a Chairman of the Town Assessors be designated,
-> now therefore be it
RESOLVED, thAt Raymond W. Terry be and hereby is designated to hold
y� the office of Chairman of the Town Board of Assessors until the
first day of January next succeeding such designation all in accord-
ance with 22 B of the Town Law, and be it further
RESOLVED, that the compensation for such appointment be fixed at
$500 per year, payable in regular monthly payments.

WHEREAS, Section 64 of the Town Law requires the Town Board to
designate . by resolution banks of this State in which the super-
visor or any other officer of the Town shall deposit all monies
coming into their hands by virtue of their offices, and
WHEREAS, the Town Board may require any Bank so designated to
deposit with such Board the Bonds or Certificates of the United States
of the State of New York or any County, Town, City, Village or
School District of the State of New York as security for such funds
r" so deposited but such bonds or certificates shall be subject to the
t> • approval of the Town Board and shall be deposited in such place and
held under such conditions as the Town Board may determine , now there-
fore be it
RESOLVED, that the following banks of the Town be and hereby are
designated as depositories for all monies of' the Town, and be
it further
RESOLVED, that the amount of security herein set forth for each re-
spective bank be and hereby is approved:

Moved, by Justice Terry; seconded by Justice Albertson,
.., WHEREAS, Section 62 of the Town Law requires that every Town Board
shall meet on or after the 28th day of December, but not later than
the 31st day of December, in each year , and
WHEREAS, there is no other time specified by law when meetings of
the Town Board of a Second Class Town shauld be held, now therefore
be it
>, RESOLVED, that the Supervisor be and hereby is empowered to call
all meetings of the Town Board as may be required for the best
interest of the Town, and be it further
RESOLVED, that each member of the Town Board be given at least
2 days notice in advance of such meeting , notice ..to contain the
time and place where such meeting is to be held. `

Within sixty (60) days after the close of the fiscal year the
Treasurer of each Fire District shall file in the office of the
-�� Town Clerk and the late Comptroller a financial statement setting
forth in detail the receipts and expenditures of the Fire District
for the previous fiscal year. (Section 181 of the Town Law. )

On or before. thel5th day of January in each year the Commissioners ,
of eachCImprovement District shall file with the Town Clerk a
financial report for the presiding fiscal year. (Section 2151
Subdivision 9, Town Law) .
The Town' Clerk should advise the Town Board as . to existing contracts ,
for lighting, garbage collection, -fire protection, water supply, and
also leases of any property rented by the Town, and specify the date
of expiration of such contracts. (Section 64, Subdivision 2 and 19,
Section 183 , 184 and 198, Subdivision 6, 71 8 and 9 of the Town Law) .
The Town Clerk should supply to the Executive Secretary of the
Association of Towns at the Hotel Ten Eyck, Albany, New York, a
correct list of the names and addresses of all Town Officers and
the Supervisor should advise the -,embers that he , the Town Clerk,
Justices of the Peace , Superintendent of Highways , Assessors , Welfare
Officer, and the Town Attorney will receive copies of meetings, bul-
letins issued by the Town and County Officers Training School on sub-
jects of interest and importance to various officers.
