GORDON 765-1938 JAMES WALL BENNETT ORLOWSKI, Jr. GEORGE RITCHIE LATHAM, Jr. A regular meeting of the Southold Town Planning Board was held at 2:00 p.m. , Monday, May 19, 1980, at the Town Hall, Main Road, Southold, New York. Present were: Chairman Henry E. Raynor, Jr. Vice-Chairman Frederick_'-E. Gordon Member Bennett Orlowski, Jr. Mike Stahl, Suffolk Times William Graham, Southold-Peconic Civic Assn. (3:00 p.m. ) Nick Cyprus change of right-of-way. Mr. Cyprus and James Bitses, Esq. , his attorney appeared requesting a change of the right-of- way for combination of. three minor subdivisions, all of which were originally owned by Cyprus and others. Mr: Bitses will write a letter to the Board explaining the whole matter. Then it will be referred to the Town Attorney regarding the legality of it. Macari subdivision. Howard Young; Supt. of Highways Raymond C. Dean; John W. Davis, Planning Board Engineer; Gary Olsen, Esq. , attorney for the developer. The items listed in Mr. Young' s letter which made exception to the requirements of Mr. Tuthill and Mr. Dean were reviewed. In regard to the requirement of curbs and fencing around the natural drainage area, Mr. Dean felt that there might be a problem with liability when the Town takes over this area. Mr. Young said if curbs are required it would not make sense to have this type of drainage. Mr. Dean agreed to get an opinion from the Town Attorney, Robert Tasker, as to whether this could be done. There was further discussion regarding drainage easements being 20 feet on one property or as shown ten feet on each. Areas that say "reserved" should be paved and built to town specifications. t, The circle should be eliminated. The Supervisor has referred to the planning board a letter from HUD regarding determination of need on the application of Leon Planning Board -2- May a, 1980 Weiner Associates to Hud. The proposal is for 194 federally funded units under Section 8 Housing with 100% funding on $4.6 million on a 40 year mortgage at 7-1/2%. The total cost of the project is anticipated to be $4.8 million. They could go for 20% assisted but have opted for 100%. The application states that this will be set up under Delaware Corporation. Purchase price is listed at $275,000. The proposal is for 13 buildings on 22.8 acres. One bedroom apartments will rent for $433 per month and two bedroom apartments for $514. There will be 116 one bedroom and 33 two bedroom units. All buildings are two story. An on-site sewage plant will be provided. Public water exists in the area. The application states that there is a public stormwater sewer system. The minority application is based on the 1970 census tract for the area which was 2.9%. The applicant states minority housing for 20%. The plan is for 22 units for blacks and 7 for Hispanics. The following are the comments of Mr. Henry E. Raynor, Jr. , Chairman of the Planning Board, with the concurrence of Mr. Gordon and Mr. Orlowski: 1. There is no public stormwater sewer system. 2. With the water problems that have been encountered by the Village of Greenport and the closing of Plant 6 due to the high aldicarb count, it is questionable as to whether the Village of Greenport would be willing or able to supply public water. 3. Southold School records indicate there are 13 black and 2 Hispanic children enrolled representing 7 families. The Town tax records indicate that all but one of these families own their home. This would not appear to justify the need for this:::kind of housing in the amount requested as it is questionable presently that the 2.9% minority exists. Also, the percentage of minority apartments proposed is approximately 20%. Clement W. Booth major subdivision. Mr. Gordon agreed with the location of the spur road. On motion made by Mr. Gordon, seconded by Mr. Orlowski, it was RESOLVED to set 7:30 p.m. , Monday, June 30, 1980, at the Town Hall, Main Road, Southold, New York, as the time and place for a public hearing on the question of the approval of the minor Planning Board -3- May 1980 subdivision of Lloyd Terry located at Orient. Vote of the Board: Ayes: Raynor, Gordon, Orlowski There being no further business to come before the Board, Mr. Orlowski made a motion, seconded by Mr. Gordon and carried to adjourn.
