Mullen, Jr. A regular meeting of the Southold Town Planning Board was held at 7 :30 p.m. , Monday July 13 , 1981, at the Town_ Hall, Main Road, Southold, New York. Present were: Chairman Henry E. Raynor, Jr. Member Bennett Orlowski, Jr. Member G. Ritchie, Latham, Jr. Member William F. Mullen, Jr. Jeff Miller, Suffolk Times Fishers Island Utility Company. The board reopened this from a recessed hearing.. The board will send this to the Suffolk County Planning -Department for their comments. On motion made by Mr., Latham, seconded by Mr. Mullen, it was RESOLVED to approve the minor subdivision of Fishers Island Utility Company located at Fishers Island, subject to the Suffolk County Planning Departments recommendations. Vote. of the Board: Ayes: Raynor, Mullen, Latham Absent: Mr. Orlowski, Mr. Wall Hillcrest Estates. Mr. Raynor would like afield inspection done on this property by Mr. Mullen and Mr. Latham. The board feels that the park and playground area in the subdivision have not yet met the specified requirements . Planning Board -2- July 13 , 1981 On motion made by Mr. Mullen, seconded by Mr. Latham, it was RESOLVED to send the map of the subdivision Hillcrest Estates to Jack Davis for his computation of the park and playground. Vote of the Board: Ayes: Raynor, Mullen, Latham Absent: Orlowski, Wall Grandview Estates. Board reviewed letter from Raymond Dean approving the road lay out. Mr. Raynor stated that the applicant is missing some .important forms in order to proceed. 7 : 45 p.m. Public Hearing on the question of the approval of the minor subdivision of Nicholas Fontana located at Mattituck. Mr. Raynor read the legal notice of hearing and presented proof of pub- lication in the Suffolk Times. Mr. Raynor: In review of the file, this minor subdivision of four (4) lots, we find a completion of the. Short Environmental Assessment Form under the State Environmental Quality Review Act, statement for consideration of the planning commission stating that there is no grading, no new roads, no -drainage structures to be constructed, a check from the applicant in the amount of $100, metes and bounds description, application for the applicants request for a sub- division, correspondence, maps, legal notice, and prior corre- spondence. As is the procedure of this board, we will ask if there is anyone present this evening who would like to speak in opposition to this proposed minor subdivision of Nicholas Fontana located in Mattituck? Hearing none, is there anyone present this evening who would like to speak in favor of this proposed subdivision? Hearing none, whatever the boards determination will be subject to this proposal will come under the Suffolk County Planning Commissions considerations on this board on any recommendations or conditions they may place on this map. Mr. Latham, Mr. Mullen do you have any questions? (all negative) . Alright, there being no further questions, we will deem this hearing closed. Ilene Klasfeld minor subdivision. Mr. Mullen and Mr. Latham re- ported back to the board on their findings after making a field inspection of this property. They felt that there did'nt seem to be any problems with this subdivision. On motion made by Mr. Latham, seconded by Mr. Mullen, it was RESOLVED to approve the sketch map of the minor subdivision of Ti n uiagf _id located at Greenport. Vote of the Board: Ayes: Raynor, Mullen, Latham Planning Board -3- July 13 , 1981 On motion made by Mr'. Latham, seconded by Mr. Mullen, it was RESOLVED that the Southold Town Planning Board declare itself lead agency in the matter of the minor subdivision of Ilene Klasfeld located at Greenport under the State Environmental Quality Review Act. An initial determination of non-significance has been made. Vote of the Board: Ayes: Raynor, Mullen, Latham Bayview Woods . Howard Young appeared on behalf of this subdivision. Mr. Young stated that the owner pulled out of this procedure and would now like to refile. The board approved the sketch plan in November 1978 . The board now feels that the Town Engineer should re-evaluate the bond within thirty (30) days. On motion made by Mr. Latham, seconded by Mr. Mullen, it was RESOLVED to send the set of criterias for two-family housing to the Town Board for ratification in order for the ZBA to use them. Vote of the Board: Ayes: Raynor, Mullen, Latham David Brawnerminor subdivision. Mr. Cron appeared on behalf of his client.YMr.-Raynor delegated Mr. Mullen and Mr. Latham to do a field inspection of this property and report back to the board on August 3 , 1981. Nina Stevens minor subdivision. Mr. Richard Cron appeared on behalf of this client. Mr. Raynor stated that until any further steps can be taken the Planning Board needs the recommendations from the Suffolk County Planning Commission. 8: 25 p.m. Public Hearing on the question of the approval of the minor subdivision of George R. Latham, Jr_ located at Pete Neck Point. Mr. Raynor read the legal notice of hearing and presented proof of publication in the Suffolk Times. Mr. Raynor: In review of the file, correspondence from the Suffolk County Department of Health Services, on June 10, 1981, corre- spondence going out to the New York State Department of Environmental Conservation, application from the applicant, short environmental assessment form filled out by the applicant, statement conserning no grading, new roads, or drainage systems, from the applicant the metes and bounds description along with the filing fee from the Town Clerk. As Mr. Latham has to abstain from this action, Planning Board -4- July 13 , 1981 and without him we do not have a quorum, I am going to adjourn this public hearing at this time, and it will be taken up at our next meeting which is August 3, 1981. Mr. Raynor announced that there will be. a new procedural review in regard to forwarding preliminary maps to the County for staff review. Mr. Raynor feels that this will cut down, considerably, the unnecessary paper work that involved having to wait until the final submission of maps. On motion made by Mr. Mullen, seconded by Mr. Latham, it was RESOLVED to ask for a bond estimate from the Town Engineer in regard to the major subdivision of Bayview Farms. Vote of the Board: Ayes: Raynor, Mullen, Latham On motion made by.Mr. Latham, seconded by Mr. Mullen, it was RESOLVED to approve the parking on the south side and amend the approval of plantings to fencing on the site plan of Driftwood Cove. Vote of the Board: Ayes: Raynor, Mullen, Latham On motion made by Mr. Mullen, seconded by Mr. Latham, it was RESOLVED to submitt to the Town Highway Committee the recom- mendations submitted to the Planning Board in regard to specifica- tions for Macadam Roads, for their approval . Vote of the Board: Ayes: Raynor, Mullen, Latham On motion made by Mr. Orlowski, seconded by Mr. Latham, it was RESOLVED to authorize the chairman to sign all outstanding minutes. Mr. Raynor would like to reopen this hearing on the question of the approval of the minor subdivision of George R. Latham, Jr. We have reviewed the file and gone through the correspondence and I will ask if there is any- one present this evening who has any specific objection to this proposed minor subdivision? Hearing none, is there anyone present this evening who has anything positive they would like to say about this proposed minor subdivision? Hearing none., Mr. Mullen, Mr. Orlowski, questions? (all negative) At this time we still need from the applicant the conservation easement in recordable form with the County Clerk' s office, and an actual field survey of the remainder of the property for submission to the County Planning. Whatever determination would come before this board will be subject to consideration of the county recommendations. Any comments from the Board? Hearing none, I will deem this hearing closed. On motion made by Mr. Mullen, seconded by Mr. Latham, it was RESOLVED to heartily disapprove of the proposed plan of the subdivision of Vescur. Vote of the Board: Ayes: Raynor, Orlowski, Mullen, Latham Long Island Nurseries. Mr. Raynor delegated himself and Mr. Orlowski to do a field inspection of this property. On motion made by Mr. Orlowski, seconded by Mr. Latham, it was RESOLVED to set on 7 :30 p.m. August 3 , 1981 for the time of a public hearing on the question of the approval of minor subdivision of Robert C. Nelson, Jr. subject to proper documents and actual survay. Vote of the Board: Ayes: Raynor, Orlowski, Mullen, Latham There being no further business to come before the board, Mr. Mullen made a motion, seconded by Mr. Latham and carried to adjourn.
