A regular meeting of the Southold Town Planning Board was held
at 7 :30 p.m. , Monday Junes, 1981, at the Town Hall, Main Road,
Southold, New York.
Present were:
Chairman Henry E. Raynor, Jr.

Paul Demery, Travler-Watchman
Marie,-Cassidy .-minor subdivision. A discussion of the field report
done by Mr. Latham, Mr. Mullen, and Mr. Orlowski. Their report back
to the board was that there seems to be no problem at all with this
property.
On motion made by Mr. Latham, seconded by Mr. Mullen, it was
RESOLVED to approve the sketch map of the minor subdivision of
Marie Cassidy located at Arshamomaque.
Vote of the Board: Ayes: Raynor, Orlowski, Latham, Mullen
On motion made by Mr. Mullen, seconded by Mr. Orlowski, it was
RESOLVED that the Southold Town Planning Board declare itself
lead agency in regard to the State Environmental Quality Review Act
in the matter of the minor subdivision of Marie Cassidy located at
Arshamomaque. An initial determination of non-significance has
been made.

Planning Board -2- June 22 , 1981
John Klasfeld minor subdivision. Mr. John Munzel appeared on behalf
of Mr. Kalsfeld. Mr. Raynor asked Mr. Munzel for a letter of intent
for this proposed subdivision. The board feels that if this sub-
division is approved there should be no further subdivisions on this
property. Mr. Raynor would like Mr. Mullen and Mr. Latham to do a
field inspection of this property and report back to the board on
July 13 , , 1981.
Grand View Estates. Mr. Harold Reese appeared on behalf of his
proposed subidvision. Mr. Reese brought to the boards. attention
that he would like the board to consider the County' s original
recommendations. Mr. Raynor feels that the board should mull it
over and discuss it on July 13 , 1981.
On motion made by Mr. Latham, seconded by Mr. Orlowski, it was
RESOLVED that whereas, a formal application for the approval of
.a subdivision plat entitled Minor Subdivision of Henry Jennings Estate
was submitted to the Planning Board on May 5, 1981, and an application
fee of $50 was received May 6 , 1981, and
WHEREAS, a public hearing was neld on the said subdivision
application and plat at the Town Hall, Southold, New York, on June
1, 1981 at 7 :45 p.m. , and
WHEREAS, the requirements of the Subdivision Regulations of
the Town of Southold have been met by said subdivision plat and
application,
Now, therefore, be it RESOLVED that the application of
Henry Jennings Estate for approval of said subdivision plat prepared
by Roderick Van Tuyl dated April 29, 1981, be approved and the
chairman be authorized to endorse approval on said subdivision map
subject to the following conditions, excluding number six.
1. Each driveway shall have a turnaround provision, such as
a T-shaped shunt, so that vehicles leaving the site will not have
to back out into the traffic stream on Middle Road.
2 . Any change in the present driveway location along Middle
Road shall be submitted to and approved by the Suffolk County
Department of Public Works before proposed relocation and con-
struction is undertaken.
3 . All stormwater runoff resulting from the development and
improvement of the subdivision or any of its lots shall be re-
tained on the site by adequate drainage structures so that it will
not flow out into Middle Road.
4 . No lot shall be subdivided or changed in any manner at
any future date unless authorized by the Southold Town Planning Board.

5 . Approval of this subdivision shall be made subject to the
meeting of the requirements and standards of the Suffolk County
Department of Health Services .
6 . The above five conditions shall be recorded in the County
Clerk' s office on or prior to the approval of the final subdivision
map.

The following was introduced by Mr. Mullen, seconded by Mr. Latham
and carried.
Pursuant to Article 8 of the Environmental Conservation Law
State Environmental Quality Review Act and 6NYCRR Part 617 , Section
617 . 10 and Chapter 44 of the Code of the Town of Southold, notice is
hereby given that Southold Town Planning Board as lead agency for
the action described below has determined that the project will not
have a significant effect on the environment.
DESCRIPTION OF ACTION
The minor subdivision of Henry Jennings Estate is a two-lot
subdivision located at Southold.
The project has been determined not to have a significant
effect on the environment for the following reasons:
An environmental assessment has been submitted which
indicated that no significant adverse effects to the
environment were likely to occur should the project
be implemented as planned.
Because there has been no response in the allotted time
from the New York State Department of Environmental
Conservation it is assumed that there is no objection
nor comments by that agency. Applicant should be aware
that a permit may be required because of the proximity
to the wetlands.
The Suffolk County Department of Health Services has
indicated its agreement with the lead agency designation.
It has reviewed the project and finds that there may be a
problem with getting potable water due to nitrate con-
tamination in the area.
The project. will meet all the requirements of the Code
of the Town of Southold Subdivision of Land Regulations.

On motion made by Mr. Mullen, seconded by Mr. Latham, it was
RESOLVED that whereas, a formal application for the approval of
a subdivision plat entitled Minor Subdivision of Vincent Guarnaschelli
was submitted to the Planning Board on March 25, 1981, and an ap-
plication fee of $50 was paid on June 3, 1981, and
WHEREAS, a public hearing was held on the said subdivision
application and plat at the Town Hall, Southold, New York, on June
1, 1981 at 7 :30 p.m. , and
WHEREAS, the requirements of the Subdivision Regulations of
the Town of Southold have been met by said subdivision plat and
application,
Now, therefore, be it RESOLVED that the application of
Vincent Guarnaschelli for approval of said subdivision plat prepared
by Roderick Van Tuyl and dated April 27, 1981, be ,approved and the
chairman be authorized to endorse approval on the map.

On motion made by Mr. Orlowski, seconded by Mr. Latham, it was
RESOLVED to approve the new amended site-plan which excludes
the marina of Emanuel M. Kontokosta.

On motion made by Mr. Latham, seconded by Mr. Mullen, it was
RESOLVED to approve the report from John W. Davis in regard to
Peconic Knolls. A letter to be sent to the building inspector to
enable owner to obtain building permits.

On motion made by Mr. Mullen, seconded by Mr. Latham, it was
RESOLVED to grant approval of the parking of Main Street
Market under two conditions set by the board.
1. This approval is subject to a three (3) month review.
2 . The Certificate of Occupancy be held until approval of
condition number 1.

Robert C. Nelson minor subdivision. A discussion on the field
report done by Mr. Orlowski and Mr. Mullen. The board feels that
the right-of-way should be improved. A letter to be sent of John
W. Davis for his suggestions of improvements.
On motion made by Mr. Orlowski, seconded by Mr. Mullen, it was
RESOLVED to approve the sketch map of the minor subdivision
of Robert C. Nelson located at Southold.
Vote of the Board: Ayes: Raynor, Orlowski, Mullen, Latham
George R. Latham, Jr. minor subdivision. A discussion on the field
report done by Mr. Raynor and Mr. Mullen. There seemed to be no
problems with this land. Mr. Latham will be applying for a letter
of conservation easement.
On motion made by Mr. Orlowski, seconded by Mr. Mullen, it was
RESOLVED to approve the sketch map of; the minor subdivision
of George R. Latham, Jr. located at Pete Neck Point.
Vote of the Board: Ayes: Raynor, Mullen, Orlowski
Mr. Latham abstained from taking action regarding this subdivision
as he is the owner and filer of this application.
On motion made by Mr. Orlowski, seconded by Mr. Mullen, it was
RESOLVED to set 7:.30 p.m. , Monday July 13, 1981, at the Town
Hall, Main Road, Southold, New York, as the time and place for a
public hearing on the question of the approval of the minor sub-
division of George R. Latham, Jr.
Vote of the Board: Ayes: Raynor, Mullen, Orlowski
Mr. Latham abstained from taking action regarding this subdivision
as he is the owner and filer of this application.
On motion made by Mr. Orlowski, seconded by Mr. Latham, it was
RESOLVED to set 7 : 45 p.m. , Monday July 13 , 1981, at the Town
Hall, Main Road, Southold, New York, as the time and place for a
public hearing on the question of the approval of the minor sub-
division of Nicholas Fontana.

On motion made by Mr. Latham, Seconded by Mr. Mullen, it was
RESOLVED to authorize the chairman to sign and endorse the
map of the minor subdivision of Blum and Littell.

On motion made by Mr: Latham, Seconded by Mr. Mullen, it was
RESOLVED to approve the recommendations set by the Highway
Committee on Harbor Lights, Section I .

On motion made by Mr. Orlowski, seconded by Mr. Latham, it was
RESOLVED to set 8: OO ,p.m. , Monday July 13 , 1981, at the Town
Hall, Main Road, Southold, New York, as the time and place for a
public hearing on the question of the approval of the minor sub-
division of George and Jane Toumanoff.
Vote of the Board: Ayes: Raynor, Orlowski, Mullen, Latham
On motion made by Mr. Mullen, seconded by Mr. Orlowski, it was
RESOLVED to approve #1-6 and #8 of the Suffolk County Planning
Commissions recommendations for the minor subdivision of Geneieve
Richards. The board feels that #7 of these conditions should be
excluded for the reason that they do not feel that the district
will have to be rezoned.
Vote of the Board: Ayes: Raynor, Orlowski, Mullen, Latham
Colonial Corners. This is ZBA action. The board feels that if
the ZBA approves this it ;should be reprocessed at a subdivision..
Phebe Bridge Estate. This is ZBA action. The board feels that if
the ZBA approves this it should be reprocessed as a subdivision.
Board stated that #3 should -be incorporated to #1 sot that it will
conform with the zoning coverage.

Shorecrest (Battel) . This is ZBA action. The board does not feel
that this would have to be reprocessed as a new subdivision.
On motion made by Mr. Mullen, seconded by Mr. Latham, it was
RESOLVED to approve the minutes of the meeting of June 1, 1981.
Vote of the Board: Ayes: Raynor, Mullen, Orlowski, Latham
There being no further business to come before the board, Mr.
Orlowski made a motion, seconded by Mr. Latham and carried to
adjourn. Meeting adjourned at 9: 15 p.m.
