Present were: President Anna T. Hataier .. " r _ : 1 0 Trustee Frank A. Kujawski, Jr. Trustee Henry P. Smith r 'trustee Halsey, Staples Trustee Paul Stoutenburgh, Bay Constable Thomas Czelatka Motion was' made by President Hataier, .seconded' by Trustee Smith ` and carried_ to approve the minutes of the regular meeting of 'March 5, • 1980. The next meeting of the Board,- is scheduled for May 7, 1980. The Board paused fora moment of silence in memory of Alvah B. ' Goldsmith and in recognition of the 34 years- of dedicated service he rendered to the Town of Southold as a member and President of the Board. " On motion made by Trustee Kujawski, seconded by- Trustee Staples, it was. RESOLVED to approve the application of William S. Gardner as �. revised to show a 3 ' x 20' ramp, 6 ' x 20 ' float and 20. to 30• cubic yards of dredging, the depth below low water to' be 3 ' instead of 6 ' . Vote of the. Board: . ,.Ayes : Hataier, ,. Kujawski, Smith, Staples,,, Stoutenburgh, Trustee Staples made a motion,- seconded by President. Hataier and carried that dock, bulkhead and dredging applications will be reviewed eighteen months after resolution approving if permit has not yet been issued. The application of William C. Thompson for a catwalk, ramp and float was discussed. There was . a difference of opinion as to whether the catwalk should be three,• or four • feet wide. . Roy Haje of . En-Consultants , Inc, and Dr. Thomas_ Samuels of James H: Rambo, Inc. , were present. Thompson to construct a timber dock consisting of .a 3.' .x 36,', ,fixed catwalk, 3 ' x 16 ' hinged ramp and. .6 ' x 20-' ._ float at ,priya_tp, ,property of the applicant at Mattituck Creek, ' Vote of the Board: Ayes : Hataier-.,,, Kujawski, Stoutenburgh, Staples Abstain: Smith _ Mr. Haje asked if there could bean_ appeal on the.\. above resolution regarding the three„ foot .wi.dth' and he was informed that he should,_, write a, letter aski.ng, for an exception to what ha.s .been approved. The decision would not be made until the next regular meeting. There was further discussion regarding .the inconsequential amount of wetlands involved under the catwalk. On motion made by Tr_ustee. Kujawski., ^ seconded by Trustee- Stoutenburgh, it was RESOLVED to rescind the resolution that reads as follows : "RESOLVED to approve the application of William.. C. Thompson to construct a timber dock consisting of a 3 ' x 36 ' fixed catwalk, 3 ' x 16 ' hinged ramp and 6 ' x 20 ' - float at .private property- .of the applicant at_ Mattituck Creek. RESOLVED to approve the application of Mitchell Rakowicz to place onshore stake with over water line at the -end -of Pine 'Neck Road) at Jockey Creek, said line to be placed so as not to impede navigation. Schlumpf to construct a catwalk over wetlands "at private property of the applicant at Howard ' s-- 'Creek ,. with the condition that the width of the catwalk and ramp be limited to three feet. Trustee- Staples. mentioned .that it .-had .been brought t:o his attention that there may be ari- additional piece of property , in the Narrow ,Rive'r, :area that' :the, Town could acquire if the ,,owners, were approached. He will look-into the matter- 'and report back to the Board-. J Trustee Kujawski made a motion, .seconded by President Hataier and carried that a letter be written to the, Army Corps of Engineers 401 concerning the permit application of Dr. Robert Kaplan recommending denial of the application for the 188 feet timber pier and recommending continued use of low profile concrete maintenance groins that are presently in place on an experimental basis to retain dredge spoil. There being no further business to come before the Board, Trustee Kujawski made a motion, seconded by Trustee -Staples and carried to adjourn the meeting.
