Councilman Joseph L. Townsend, Jr., Councilwoman Ruth D. Oliva, Justice Louisa P. Evans, Town Clerk Judith T. Terry, Town Attorney Laury L. Dowd. 9:15 A.M. '- Tom Twomey, Chairman of the East End Economic Task Force, along with Joe- Gergela, Work Group Chair on the Agricultural Industry, Kevin McDonald, Work Group Chair on Recreational/Second Home Industry, and Carol Gristina, Work Group Chair on the- Wine Industry, met with the Town Board to present an overview of the Preliminary Report of the Task Force. Each speaker spoke on the accomplishments of- their. committee.--Finally, Mr. Twomey announced the formation of the East End Institute, a not-for-profit corporation, with an Advisory Board made up of the Supervisors of the five east-end towns, task force members and local -- institutions: -- 10:00 A.M.— Tom Samuels and Joe Ristuccia of the Stewardship Task Force met with the .Board to review the results of the Town of Southold Stewardship Task Force 1993 Official Citizens Survey. 10:20 A.M. - Councilwoman Hussie led a discussion with regard to off premises directional signs for tourist related businesses located beyond the hamlet centers. Building. Inspector Gary Fish was invited to join the Board for this discussion. The discussion centered around the wording, "located beyond the hamlet centers and/or doff the principal thoroughfares of County Road 48 or.State Route #25." The general consensus was that if the business is within the hamlet center it would not qualify. Councilwoma-n� Hussie will submit a proposal with new wording on February 8th. The Stewardship Task Force will also be making recommendations on signs on the 8th. 10:35 A.M. = Councilwoman Oliva presented a proposed Local Law removing fast food restaurants,..from "tide General .Business District and putting them in Hamlet Business Districts. (Also present during this discussion --Senior Planner Valerie Scopaz and STF Chairman - Tom Samuels) . As the discussion commenced, the question arose with regard to. possibly creating a new zone for fast foods in shopping centers only, which was met with some objection. Ultimately it was agreed that Senior Planner Scopaz would prepare a . map and report of- existing hamlet business areas for the Board's. review on. February 8th. 10:55 A.M. -Solid Waste Coordinator James Bunchuck and Recycling Coordinator Mary ' Jackson .met 'with the Town Board to update the Town Board on the rate of recycling in Southold Town, which has increased drastically since the Garbage Bag Program. went into effect in October, 1993. Mr. Bunchuck presented various reports, charts and graphs which address the solid waste stream and recycling. Ms. Jackson discuss the Recycling Newsletter, Town procurement of recycled paper products, and a proposed pilot .program for recycling containers to be used by the .public at three Town beaches. Ms. Jackson will bring back a firm proposal on this program..for the. February 8th meeting.---Following this discussion, Justice Evans made a presentation with regard to the Fishers Island Metal Dump. She had received three proposals to prepare a feasibility report analyzing closure alternatives, and recommended the Town accept the proposal of Fagan Engineers, Elmira, New. York, at a cost of $10,000 to prepare the report (see resolution no. 25) ---Councilwoman Hussie then presented to the Town Board a proposed Local Law defining the Town Garbage Bag. A part of this discussion centered on a date when- only garbage bags ' bearing the Town Seal would be accepted at the Disposal Area. The Board agreed on April 15th, and this date was entered in the Local Law, and a 'public hearing set (see resolution no. 26) . 10 0 JANUARY 25, 1994 11 :45 A.M. - Councilwoman Hussie brought before the Town Board a proposal to annul _and-/or rep eal.__the._ _covenants and restrictions filed, by Jem Realty Co. with _ - -- --- - regard to , their change of zone on property commonly known as Jem Commons at Greenport. Also present during this discussion: Senior Planner Valerie Scopaz and Planning Board member Mark McDonald. ' Supervisor Wickham asked that this matter.- be held in abeyance until he has an opportunity to talk to the Town Attorney and the Planning Board. He will place it back on the February 8th agenda for discussion. 12:05 P.M. - Supervisor Wickham and Councilwoman Oliva brought before the Town Board the proposed outline of the review of HD Zones, presenting an introduction and background, .need for and criteria of the review. 12:15 P.M. - Discussion on Youth, lead by Supervisor Wickham. Supervisor Wickham had distributed Recreation Department recommendations from former recreation contractor Richard Hilary,Youth Program ideas from Recreation Supervisor Reeves. Councilman Lizewski asked to be excluded from this program. He stated a conflict due . to his health ,club, and public opinion of people he has spoken to. Supervisor Wickham said he although he can understand Councilman Lizewski's position with regard to. recreation; he feels he has a lot to contribute to the subject of youth and would like him to take an active part in the discussions. Supervisor Wickham will set. aside one hour -for a discussion on youth at the February 8th work session. At that meeting he would like to develop a charge for a youth committee, and review an inventory of services now being provided to youth. Prior to February 8th, Councilman -Townsend-will -arrange- for a group 'of, people-who provide--these--se ry i ces-------- to meet .with Supervisor Wickham for a round-table discussion. 12:25 P.M.. - Recess for lunch. EXECUTIVE SESSION 2:15 P.M. .- - On motion of Councilman Lizewski, seconded by Councilwoman Oliva, it was Resolved that the Town , Board enter into Executive Session. Vote of the Board: Ayes: Supervisor Wickham, Councilman Lizewski, Councilwoman Hussie, Councilman Townsend, Councilwoman Oliva, Justice Evans. Also present: Town Clerk T_ erry, Town Attorney--Dowd, Senior Account Cushman.---The Board met with Labor Management Consultant Robert Yaccarino . to discuss CSEA Contract negotiations. 2:55 P.M. - Bill Wilson and Chuck Hitchcock presented to the Town Board a brief summary of a 1993=_ Study. of Five Towns conducted by the Southampton College Institute for Regional Research. Using an overhead projector, Mr. Wilson explained ,F-statistical- charts compiled. :as a result of a telephone survey conducted in 1993. They are . now. preparing to conduct a 1994 survey beginning in March by Southampton College students. The cost per town for participation is $3,500, and each -town can inset fwo -proprietary questions in- the survey. ---Supervisor---Wick am----- said the .Board will discuss whether there is interest in participation on February 8th, and each Board member should prepare two questions they would like to see in the survey if*.S"outhold Town participates. 3:35 P.M. - Personnel Items for Discussion: Senior Building Inspector Civil Service List containing the names of current Building Inspectors Thomas Fisher and Gary Fish. Mr. Fisher and Mr. Fish will be invited to the February 8th meeting to discuss this 'promotional position.---The Town Board agreed upon the appointment of Alan S. Connell to the Conservation Advisory Council (see resolution no. 27) .--- Reappointment of Richard Ward and George Ritchie Latham for the Planning Board, and Gerard Goehringer and James Dinizio to the Board of Appeals was agreed upon by all Board members (resolution no. 23) .---Agreement to appoint Debora L. Ginas as a Public Safety. Dispatcher I (resolution no. 28) .---Appoint Bruce Loucka as Chairman of the Conservation Advisory Council (resolution no. 29) .---Request from the Building Department . for a second full-time Clerk Typist will be discussed- with Mr. Fisher and Mr. Fish on February 8th. 4:25 P.M. - Following a review of the resolutions to be voted on at the 4:30 P.M. Regular Meeting, the work session adjourned. 10:1 -R-EGULAR-MEET-ING- A Regular Meeting of the Southold Town Board was held on Janaury 25. 1994, at the Southold Town Hall, Main Road, Southold, New York. SUPERVISOR WICKHAM: A reminder to the audience, that we're pleased to accept comments from the audience prior to enactment of resolutions. We have before us thirty resolutions this afternoon. Twenty-nine of them are listed here in the agenda. One more,that we adopted very late in the afternoon without time to get it on, is basically ;a resolution authorizing the waiver of Park and Playground fees for a minor subdivison on Fishers Island. All the rest of them you have in front of you', and this is the time; since we have no public hearings at this stage, this is the time to entertain questions from the floor. If not, we'll proceed with the resolutions. 1 .-Moved by Councilman Townsend, seconded by Justice Evans, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs Supervisor Thomas Wickham to execute the Town's DBE (Disadvantaged Business Enterprise) Goal Update, which is required by the Federal Aviation Administration of federal funds recipients, with regard to Elizabeth Field Airport, Fishers Island;-all in accordance with the recommendation of CSS Engineers, Inc. , the Town's airport consultants. This resolution was declared duly ADOPTED. j - -- JANUARY 25-; ,99. - SUPERVISOR WICKHAM: I'd just like to comment, that disbanding the Southold Town Shellfish Committee is in favor of the Trustees, and to enable the Trustees to put in place another Shellfish Committee. The idea is to transfer responsibility from the Town Board to the Trustees for this committee, and this is the step we're taking. 3.-Moved by Councilwoman Oliva, seconded by Councilman Townsend, it was RESOLVED that the Town Board of the Town of Southold hereby reinstates the Landfill Tipping Fee charge privileges of Keith Flynn, Shore Woodworks, effective immediately.. 3.-Vote of the. This resolution ,was declared duly ADOPTED. 4.-Moved by Councilwoman Hussie, seconded by Supervisor Wickham, WHEREAS,__the appropriate management of local government records through their creation, use, maintenance and disposition is essential to efficient and effective government; and WHEREAS, local government records document the responsibilities and prerogatives of local governments and protect the property and rights of citizens; and WHEREAS, the Local Government Records Management Improvement Fund was established in Chapter 78, 'Laws of 1989, to benefit the local governments of New York state through .grants for records management and through establishment of a program of regionally-based technical assistance administered by the New York State Archives and .Records Administration of the New York State Education Department; and WHEREAS, the Local Government Records Management Improvement Fund has enormously benefitted the Town of Southold through three grants, totalling $49,066.00, frequent and readily accessible consultation by the Improvement Fund- supported State Archives and Records Administration Regional Advisory Officer and --- - - through--Improvement_ Fund-sustained_ training available through regularly _scheduled _ workshops ..on records and information management-related subjects attended by Town Clerk Judith Terry, Deputy Town Clerk Elizabeth Neville, Historian Antonia Booth; and WHEREAS, the grants have supported successful projects to inventory records, dispose of obsolete records, plan and develop programs for the systematic management of inactive records; and WHEREAS, the grants, consultation, workshops and other services to the Town: of Southold supported by the Fund have contributed significantly to the improved management of its records, to the availability and accessibility of those records to its officials and citizens, and ,to economical and responsive administration saving taxpayer's dollars; ,.gnd WHEREAS, there is much more to be accomplished here in Southold Town and in the other local governments of New York State, where needs will continue in the future with the growth in the volume of records, as needs change and information ------ - technologies present- new- challenges;- and WHEREAS, grants and technical advice are essential in assisting all the local governments of New York .State in developing records management programs adequate to the demands of governments and citizens, and demand for those grants and services :remains critical; and 1 O 4 JANUAjR"Y 25, 1994 WHEREAS, these needs are served and programs sustained without the use of state tax revenues, through modest surcharges on fees for records filed and recorded by county clerks and the Register of the city of New York which sustained the Improvement Fund; and WHEREAS, the Local Government Records Management Improvement Fund was created with a sunset date of December 31 , 1995; now, therefore, be it RESOLVED that the Town Board of the Town of Southold fully supports the perpetuation of the Local Government Records Management Improvement Fund through the elimination of its sunset provision and supports its continued administration -by the New York State Archives and Records Administration of the New York State Education Department with oversight by the Local Government Records Advisory - Council; and be it FURTHER RESOLVED that the Town Clerk forward copies of this resolution to our state legislators, the leadership of the state legislature, and to the Governor of the State of New York. 4.-Vote of the Town Board:. Mr. Wickham, you had indicated you - were- going to-hire-a--Management Consultant to review -the way.-the--departments-.-in -the Town conducted business to try -to make them more efficient, and I want to propose a way, that you can make your meetings a little more efficient, and I'm assuming that there's nothing in New York State Law, or nothing that the Town has adopted in their Local Laws, that says you have to have a roll call vote, and if I'm mistaken, please, correct me. COUNCILMAN TOWNSEND: Other towns don't. It' was a suggestion, that was discussed. Other towns don't. I don't think Southampton has a roll call vote. DAVID CORWIN: If you look Ahrough this book called, Parliamentary Procedure by Roberts,:-they indicate one thing that is second on a motion. The only reason you have a second is-:--to make sure it is not a motion, that one person wants. In other words, it's a motion that everybody is interested in, and since you've already agreed on having everything on the agenda, I don't see why you need a second, and they say in here, that a roll call vote would be the third way you would go. The first way, you would go, is just a simple yes and no voiced vote, and that's basically the way the United States House of Representatives do it, and I would suggest to you all, that if you did it -that way you could save about thirty, or forty percent of the time you spend on these meetings, and you could save the person's voice by not having a rundown in roll vote. It's just a suggestion, that I think would help you conduct meetings, that are a little' less tedious. Village of Greenport has a moratorium on sewer hookups. I', in no way speak for;:the:,Village of;,Greenport, however, their moratorium has expired. They don't have any moratorium on sewer hookups to my knowledge, and I spoke briefly with their Assistant Superintendant of Utilities this morning, and that's what he indicated to me. There are going to be quite a number of new procedures, and we're doing .to address a lot of different ways of doing things, and those are useful suggestions. FRANK CARLIN : Good- afternoon, ladies and gentlemen of the Board. My name is Frank Carlin. I live in Laurel. The same old story with me, I guess, is fast--food restaurants. I ca.n't read the papers every week without challenging some of the reasoning in the local newspapers. We've been on this thing since 1990, since McDonalds started, and I can remember back that we used every excuse that we possibly could find to eliminate this issue . If it wasn't noise, it was lights, tf it wasn't lights, it was traffic. It was garbage. Then it was environmental, and now it's a left turn area.. Let me say to you, whether we should have a . left turn area, nobody is learning' about, and .that ASP shopping area, where there's a lot of traffic, the Cutchogue shopping center where there's a lot of traffic. We should also have traffic light's there; because there's been accidents in Mattituck. I can get into that futher, but I won't. I know what the State is doing about it. I'm on that issue. ---- .- - This -is_ not- the- .issue_,I'm- talking -about tonight though. Let me bring--up-a-.-point.. here. When the McDonald's issue was on' the fire, we talked about a drive-through. Didn't want it. Fine. There's nothing wrong with not having a drive-through. But, yet, when you go in Southold, and you see the North Fork Bank, they have a drive- through window. Comes right out on the Main Street. Now, we must have double standard in this town. Another reason, it should be located, maybe, in a shopping center. That would be a disaster to locate this is a shopping center in Mattituck ASP shopping center with the movies there, and in the summertime. How many fast food restaurants do you see located in a shopping center? That's why they're located outside, more convenient, less traffic congestion. In other words, it was mentioned by one of these groups here, of the two that are opposing this, another public meeting. For what? We went through public meetings two years ago, went to three of them, and it was studied within a year. The Zoning Board came up, and said no drive-through window. Fine, that was it. This will never become a Route 58. It doesn't warrant a Route 58 here in Southold. We don't have the people here in Southold to warrant a Route 58. These people are not stupid in these businesses. They're not going to come out here, and open up five fast food restaurants, if they can't warrant to support the business. So, never worry about this becoming a Route 58 like they did to Riverhead. What we should be worrying, about, and we're not, again, traffic lights in the shopping centers, more street lights along Route 25 from Laurel all the way out, we don't have enough street lights like other towns have, on the Main Road yet. Garbage. I was down in the Landfill yesterday. It was a _- _-_ disgrace. down there.__-Papers-flyi-ng all over the p-lace,-.-mud_,..traffic.-_You_got__to wait for two cars to drive out before you can drive out. Forget it. Tom, I'm a little surprised at you. You wrote back in the newspaper a while back, and I'll read it, quote, I have- no problem with a fast food outlet in Southold Town, provided it comforms with Planning -Board, and Zoning requirements. Now, you go ahead, and you give permission for two people to study to change the Zoning Code. Now, let me say something. We don't want a drive-through window. Let's take the fast food away tha:n.. Now, what do you got? You got a restaurant, where you go in, and you sit down, and you eat. You don't drive out with it. When you drive out, then it becomes a fast food restaurant in my opinion. So, how can you change the Zoning Law to say you can't have a fast food restaurant,because it's got to be located in a specified location, but yet, say, all the other restaurants in Southold can operate under normal conditions. In my opinion, it's unconstitutional. We've been through this so many times, so many issues, so many reasoning, and it's amazing why we are worrying about a simple fast food restaurant, and we have so many more problems in this town, like' water. In my area, they have to drill 100 feet to get water, and you're 'not guaranteed you're going to get good water. It's usually iron. Those are the things you. should be concerned about. What are we going to do about our water? Vie have reports about our water is bad, but nobody can. tell me how bad it is, how much iron, what's the PH, sulphite, chloride? Nobody knows. I'll give you a good example about environment 'in this town. For years. . I lived out here' for forty years. For years we used to take open sewage down to the Landfill at the northwest side of the Landfill. For years cesspool carters carted open sewage in there, and they dumped -it all in--there: For years, everything went' in there:----For- years;--and years- and years, and when it finally closed down in 1984 here's a picture of what it looked like. I took a picture in color, and I took a picture in black and white back in 1984. JANUARY 25, 1994 This is what it looked like, sitting out there in, the hot sun fermenting, but yet no environmental agency ever complained about that. Sitting out there in the hot sun for years fermenting. Health hazards, finally it's closed down. Now, it's sitting there drying out. You can't tell me that didn't effect our water level? I can't believe in this town, that the people are all against this fast food restaurant, because every time I go to a fast food restaurant, I don't go very often, but when I go I always see townspeople in there with their children, grandparents in there with their children. You can't tell me, you're going to be riding past a fast food restuarant, and your grandchild will say, grandpa, won't you stop here, you won't stop there, it's.going to be an environmental impact to you? It certainly was given out to 600 homes on the Stewardship Committee. Eleven percent. Eleven percent of what? Eleven percent of what? COUNCILWOMAN HUSSIE: They sent out 6,500 questionaires, and they got back 800, which comes out to 11%. FRANK CARLIN: What did it say? In the newspaper it didn't say what it was for, and --what it wasn't-for'.'-- - COUNCILWOMAN HUSSIE: I think you'll find that in this week's papers. We just got the report. FRANK CARLIN: The Stewardship Committee, as you know, Tom, is one of your prized pets, but I'm against -it, I'll tell you right now to be honest with you, because it started out to be suggestions. Now, they're trying to tell the Board what to do, and in this case, .a fast food restaurant, and I said it to the last Town Board, and I'm going to say it to this Town Board, you've been elected to make your decisions, and research yourself, not to depend on other people to do it for you, Tom. SUPERVISOR WICKHAM: Frank, we'll do that. That is what we're here. That is what we'll do. FRANK CARLIN: I hope that you will, and I know you will, but it was started out to be a research, and a organization to suggest. Now, they're in the paper telling you we could do this, we could do that, on the fast food restaurant issue. Another issue I want to say about it. If anybody here wants to challenge me, they're welcome. I see there's a member sitting right here. They make a research, and they go to Boulder, Colorado, and Duchess County, to make their research, and compare it to Southold Town. You can't compare a city in Boulder, Colorado, and Duchess Town ---- — to the-Town -of-Southold-.- Southold--is unique. The- taxes--a-re--different--there.-The - -------.. - government is. different there. The schools are different there. The teachers' wages are different there, so how can you take, and make a study of these two towns, and compare with Southold:-Town? Well, I'd like to say to the Planning Board, I -hope -that they won't be persuaded on their decision, and they. won't yield to a certain few groups in this, town, who continuously have a negative approach. to the issue. Like I said,' you can't ask a Zoning Law to say, no fast food restaurants, and yet, let all the other restuarants operate without being some kind of unconsti- tutional. It doesn't work in my opinion. This is America. • We allow one to be in a vineyard, cafe, and like I said, you take the drive-through away, and. you got a restamrant:` Well, 'that's about_ all I have to say, but I see all kind of committees in this town, in the Town Hall here. More kinds of studies, study this, study that. I decided I'm going to start my own committee. It will be called the Carlin Watchdog Committee. I'm might as well get in the act, too. [ . say this again, and I'll put my money where my mouth is. I'm up here. It's my opinion. It's what I believe in. This is America. It's a free country. Amenment one, freedom of speech, anybody, either North Fork Environmental Agency, or Stewardship Committee want to ever debate me on thi .'-issue, I'm willing to. debate them in Siberia, in Nassau Colliseum whatever, Town Hall, whatever. I'm willing to debate them, and go further in detail in this. I told you. once before,. there are thousand of them all of the world, we can't be wrong, and I'm going to leaveyou with this sentence. No, we never, thought about that. It's all we wanted to do, was rush them out of Southold Town. It was taboo. It never should be here, but then when I see those school buses drive into (tape change. ) That's what we must consider, but instead of changing the law, because like I said, you can't say, you can't have this kind of a restaurant, but allow all the other restaurants to continue on, and say this is unconstitional. SUPERVISOR WICKHAM: I would be very happy to do that. ard .wouidhlikeow, add tandlI'd hat. be grateful if Joe, and Alice, and anybody else o I have with me a. set of seven. principles, that the Board debated at some length, two weeks ago today, .to guide, our thinking on the future of the youth problem, and how we're .going to deal with it in this town. I could refer to them. They're in L think - bag .ri-ght. here-_r_�ext to__.me,_ It. ;would take me a minute or so. to find them,_but I can tick them off, five or six of those seven' right now, ;not in any particular order, or priority. There should be a Youth Committee in this town, comprising youth as well as other people of various ages. Two, it should be done in close support with those agencies in the town, who are already providing services to the youth in this village, in this town. I'll just read them. Number one, there is at present significant support to youth through various existing organizations and instutitions, but that support is tended to be uncoordinated, and in many respects inadequate. Town support should be ,designed to give those existing programs greater impact, not to substitute for them. Number two, there are at present several programs of Town government supporting youth. The Town should better understand how those programs. work; coordinate them more closely, and consider seriously how the more promising ones can be expanded, and made more effective. Number three., in as much as possible, .Town support for youth activities should make use of existing offices, and presently hired staff, rather than to require new staff, and to the extent that new staff are considered, they should be taken up on an interim, that is non-civil service basis. Number four, the school districts within the town with a primary delivery system for supporting youth development, and as such, they bear special responsibility, and the design and the execution of youth programs. In recent years there's been a-tendency of those districts to place less emphasis on supporting youth outside of the the traditional classroom. The town should seriously explore how it could assist School Board, .administrators, teachers, and youth, in innovated ways. ---- - Number five, the Town should seriously consider organizing, and hosting a youth a.ctivity symposium-of various organizations in the town: Six,- to design Nand""carry -- -" out a revelant program of youth activities, some form of Youth Board, or advisory committee will be needed, for which a new charge is required, and number seven, the Town should designate one or more persons to explore the possibilities for attracting grant funds in support of youth activities, and should ask that persons to report to the Board from.time to time on those prospects, and the Board should take those steps in support.of attraching that support, as are consistent with the -other principles on this page. That was two weeks ago, today, and at the end of that discussion, there was agreement on, as far as I know, from all members of the Board, that this was an adequate base to begin putting together a new program for youth services in this town. Since that time, a committee of Joe Lizewski, Alice Hussie, .and myself, have met, and tried to refine further from Out this sthat list,d scusseon detailed set of directions, where the Town is going to go. came a meeting in today's Work Session, which we had about 12:00 o'clock, or 12:15 today, and out of that came three more concrete proposals, not in any particular order of priority. Number one would be to clarify more precisely what are the services being provided by various organizations in this town at present? What are the schools providing? What are church groups providing? What are the Boy Scouts, and Cast, etc. providing? The youth needs assessment, that was done last year was done rather light, and kind of lost of the question of what are the existing services.._provided at present by these different organizations. We're doing a survey of that right now, -and there's a group of people, that is coming into place - to assist to do--that.--Number two-, we're planning to move- ahead--in- establishing- a -- charge for a new Youth Committee, and number three, we will be meeting, and I believe it will be at the next Work Session of the next Town- Board meeting of Febru� 8th, to consider these questions, to invite in a number of interested people primarily but not exclusively connected to the schools, which we believe have a special responsibility in matters of youth, to meet with us, to help to establish a charge for that Youth Committee, that we wish to establish, and to plan the next step of a coordinated program fir youth, that is not based on hiring new people, but based on supporting the viabbi. and successful youth activities, that are already here in this town. i.JANUARY 25, 1994 11. 3 HARVEY ARNOFF: I think that's interesting rhetoric, but what happens here is the rhetoric becomes more rhetoric,and we don't see any permanent steps taken for the children. Historically school districts are interested in one thing, and that's the education within the confines until the three o'clock bell rings. That's hist- orically what's been happening with public education. I don't think this Board and this community is going to change public education. It's not going to happen, and it's certainly not going to happen during my lifetime. In any event, having said that, you had a Youth, Board here before. That Youth Board did what it could do, and I think-did-it quite-a-dmirably,, and-I had a very minor'_- o-_le_ on _that_ Board, so- - I take- -- --- - ---- -- - ------- --------- no credit for what that Board did, but they did the Needs Assessment , and I don't agree with you, Tom, that it was lacking in the needs of the town. SUPERVISOR WICKHAM: That's not what I said. HARVEY ARNOFF: And it's assessment, and it did go out to all of the merchants, and it did go out to all the people of the town, as to what services were available for youth in this )town, and yet, and I remember a presentation, I think you probably do as well, where funding is available, if we had somebody to look for the funding, and somebody who was on board, and in line with Joe Morrall, and other people like him, to obtain funding for this town, and because of the population discrepancy that we didn't make .the 20,000 dollars for the Youth Bureau concept, that there was problem with that. But, in spite of that fact I'm concerned, because historically, and I've been here for over ten years now in Southold Town, I've been in Suffolk County for over 20 years, the youth end up last. I happen to be an advocate of, the youth of this town, and I'm tired of seeing them come in last, and I think that's what is happening here, and I'm not going to let you succeed in shuffling under the carpet by rhetoric, or we're going to do a study, and we're going to come up with a chart. That's fine, except for one thing. What's your timetable for that? SUPERVISOR WICKHAM: Okay, Harvey, my timetable is to every single regularly scheduled meeting of this Town Board, there will be an item on the agenda to move ----- - on the'-youth: issue;-until-we have in place a package that will---satisfy--the- bulk o --- the people of the. town. We're not going to sit on it. Every single agenda of this Town Board, that is going to be a common part of the Work Session, until we finally have a program, that the bulk of the 'people are satisfied with. I share 'your concern, and I think every member of this Town Board shares it. You are not alone in doing that, and I think you'll find a lot more commitment up here, than you recognize. HARVEY ARNOFF: I would hope so. Thank you. SUPERVISOR WICKHAM: We have a member of our Zoning Board here tonight. JAMES DINIZIO: Good evening. My name is Jim Dini•zio, and I .am a member of the Zoning Board, as Resolution 23 comfirms. I just want to thank-.you on behalf of Gerry, and myself, for clearing up the matter, that seems to have popped up. It does point out a problem, not just with this one little piece, but certainly something that's prevalent in government, not just in Southold Town, in that communications seems to lack severely. Now, I've been a member now for about seven years. I was sworn in when I took the office, and if memory serves me right, I was notified that I had to be sworn in, because there's no way I would have known that, other than, you know. and now, .I have that question now is, what is the time frame for me now to go? Do I have.to be sworn in, again? I'm assuming I do. I have thirty days from this point to that. We need something to tell people that. SUPERVISOR WICKHAM: That is a very legitimate concern, and I understand that our Town Attorney, and our Town Clerk,. and perhaps a few other people, are going to look into ways of revising, or at least publicizing the procedure, so it will be clearer for everybody how to deal with it. JAMES 'DINIZIO: There needs to be one place to go. You probably noticed I was here most of the day, and I heard you talking, speaking about certain things, and the Building Department's motion, is that for discussion? SUPERVISOR WICKHAM: Yes, it was discussed. 114 JANUARY 25, 1994 JAMES DINIZIO: I just want to urge you, that to put all your personal feelings, and all your. .at least aside, and pick the best person for this job, please. Okay? Take the heat, whatever heat you have to take, but pick the person, who can look at the Town Code, and apply it the way it was meant to be applied to do his job, and not other people's jobs. One more thing, I might as well say. As a member of the Greenport Youth Activities, we formed about five years ago. We've raised, I'd say about $1-00,000.0.0._ We__put the lights in the fields in Greenport. It's really basically a committee of about eight of us, including wives, and you know, we don't have any help from anybody, no direction from anybody. We set our own direction, and we tend to spend the money as we, our charter, to spend i.t, to support our youth of. Greenport, and I saw the committees in Southold Town, the present Youth Committee has since then been abolished, going towards a more bureacratic direction . for the, presumed reason, that if you pay somebody, then you get more money. I just want to comment, that I thought that was the wrong direction, and, you know, we, as parents of children, have to take responsibility for our children, raising our children in the manner that we see fit, and I believe the town should not be in the business of entertaining our youth. Yeah, sure, if you want to get together and buy Met's tickets because, certainly, they're cheaper, and somehow distribute them without paying somebody to distribute them, without paying somebody to babysit for the people who are at Shea Stadium.- In my opinion, and probably in the opinion of most of my friends, that would be wonderful, but the direction that it was going I just want you to know there are people in the town, myself, that do agree that a more bureaucratic way is not the answer. Thank you, again, very much for that resolution. SUPERVISOR WICKHAM: Thank you for your comments, Jim. I'd like to just respond on one item, and that is your suggestion, that the Town Board consider promotions, or appointments,on the basis of the best qualified people, and that is exactly in a nutshell, what I think 'we're doing. Certainly, I think l speak for all of us on the - - Board; we-didn't deal- with that particular resolution tonight; because we- weren't - really sure who was the best qualified, and there will be -differences among us from time to time, but that I think does direct our thinking on that issue. JAMES DINIZIO: I just realize there are a lot of pressures, and I think you do need support from, you know, here, and the only way you get support is if someone voice their opinion. Thank you very much. JOE RISTUCCIA: Joe Ristuccia. Southold. I'd like to, first of all, congratulate the Board, and wish them a Happy New Year. I wasn't here for the Organizational Meeting, nor the first one on January 11th, but I wasn't going to say anything today, but I do want to comment on something, because I've been trying to catch. . l've been away for the last three weeks, and I've been trying to catch up with the latest news, .and certainly there's been a lot of activity here, and I congratulate your activity. Mr. Arnoff, I share wholeheartedly your concern about youth. However, I think the approach; and what I read in the paper, and from what I know, I think what's important here is, rather that spend money on programs, I think it would foolhardy to do that, rather what we should be doing is to examine what has to be done in our community. I _tNnk,ultruistically the approach that the Town Board has taken, I think, is a correct one. We want to examine what every organization in town, be it a church, school, private individual, any different types of organization, Boy Scouts, so on, and so forth, and then if we can see where we are, and then go - --- from-there- rather--than -just all -of-sudden--t-hrow in with- the Youth---Board, .and. not_-__-__ --__ knowing where this one is going to go. I think by looking at it we can see what the end result will be. From that point then, we can see how effective it is, and we'll take it from there. Thank you. SUPERVISOR WI'CKHAM: Thank you, Joe. JANUARY 25, 1994 115 COUNCILMAN TOWNSEND: I just want to comment on a couple of things, that were said. Dave Corwin, I thought, made a very good point. It's something I hope to bring up soon about the way we conduct the business of the Board, the resolutions. The reason I .think the roll call is held is, that it gives, you know, everyone a chance ---------- 'to definitely say-whether-he's for-a resolution, or whether -he isn't and -after-at that point, they will express their reservations, or their reasons for voting for an issue. It is tedious when you're going through the appropriations, and, you know, it's a litany of yes, . yes, yes, and I agree with you. I think what we should develop a process where there's a synopsis of the logic behind each resolution, when it's not a cut and dry transfer of funds, or something like that, and so that in every issue there is one or two explanations, that happen from time to time, but it's not a consistent thing, and I think it would make it a lot more interesting for people to understand what is going on during the day. Today we had :gin incredibly full schedule, starting at nine, and barely had a chance to breathe all day. We may have to adjust that kind of schedule, because we didn't have a chance to bring up this particular issue, procedural issue. We haven't yet, but I think we will, probably at the next meeting, talk about changes we can do,. that will make it a little more interesting, and more informative to the public. The other thing, on the youth issue, it's been my experience in the community, that often community organizations fail for relatively superficial reasons. They have the manpower, and the will, and even the interest, but there's a problem, such as insurance, or, facilities, that aren't available, or they want to use the school, and they can't, and yet there's. a church, or there's a club that has facilities. I think one of the .things we want to solve is, or one of these things we want to attack is if the town can facilitate those problems, such as that, the insurance problem, timing, you know, things like that. That can be accomplished through, you know, through our resources. Lastly, during the - ------- week,-.we used--to--have.-Councilmen -reports; and I-don't---want---to-ta-ke=the-time-to go--- -- through what everybody does, but I do know that most of the Councilmen are busy, if you want to incorporate that into a regular basis of the activities of the Council, people can hear them. SUPERVISOR -WICKHAM: I would just like you to have an opportunity, Joe, to share with the .public, what's important to you in the Town Board. Louisa? JUSTICE EVANS: Nothing. COUNCILWOMAN HUSSIE: I would like to respond to the youth, too, particularly to you,Harvey. I think that you may have misread what Tom was talking about concerning the assessment, and the needs, and all that. Really what we're doing, or what I foresee, that we're doing is an inventory of the existing clubs, associa- tions, fraternal organizations, all of things, both public, and private, that are within the town with, an.eye to making sure that the town does not reinvent the wheel or duplicate services. As . l see it, and I think Joe and Tom do,=too, this the first step prior to coming.. up with a charge for a committee. When we see where the need is then to charge a group to take care of that need, and as far as I'm concerned, we haven't yet decided whether it was going to be more recreation oriented, or health and psychological oriented, but those are still things that still have to be looked into. I just wanted to clear that up. That's all I have to say. SUPERVISOR WICKHAM: Thank you, Alice. Ruth? COUNCILWOMAN OLIVA: Just two interesting figures, I think about recyling, - that Jim Bunchuck brought to us today, that the difference between October to December, '93, and October to December, '92, is that the recyclables, because of the bag program, is up 71%. So, our recyclable figures are really going up very nicely, and our garbage is going way, way down, and, also, just because-everybody on the East End said, well, -you can't separate into all those catagories. Nobody's going to do it, and it's just terrible. Well, everbody has done it, and it's been very cost effective to the town. Jim worked out some figures, and actually it just costs us, excluding labor and overhead costs, $5.21 a ton to get rid of our recyclables. The people that have it comingled, say in Riverhead, cost them $24.77, so I think our program is really something to be very, "very proud of in this town, and I'm proud of the people. Thank you. SUPERVISOR WICKHAM: I'd like to conclude the meeting with a very brief summary of the, . seems like. a long time ago, Joe, that the first part of our Work Session this morning began at 9:00 o'clock. We had a report from the Chairman of the Governor's East End Economic and Environmental Task Force. Tom Twomey is the Chairman of it, and the purpose of this Task Force was to—and I'll read really what the mission of the Task Force is, which is charged to, one examine the economic and environmental future of Eastern Long Island. Two, to present the Governor with specific recom- mendations for improvements and- modifications to existing State Law and prog-ramsI- -- 116 JANUARY 25, 1994. which .would help `preserve, and enhance the East End economy and environment, -- - and--number- three, -to..-.identify -improvements to-laws and.-prog.rams_._at_the--local. Federal levels, which the Governor should support in benefiting the East End. The Task Force has been in operation now for about, I believe, five or six months. They came up with a very comprehensive report, proposals to the Governor, and got them into the Governor's Office prior to the Governor's preparing the Budget message. The Budget message, as most of you know, was delivered by the Governor a week ago today, I believe, and indeed to their surprise it does incorporate many of the recommendations. I believe there are about forty recommendations, that they made specifically to the. five East; End towns out here. I'm not going to go into detail, but I would just .like to summarize a few of,what I think are the most important parts of what the Governor, is proposing here. First of all, there's a $500,000.00 commitment in the Governor's Budget specifically to issues on the East End here. They are basically grant funds that would come to the towns for use on specific projects.. A .Grown on Long Island campaign to promote local produce, a national promotion of Long Island wines, an Oyster Mariculture Pilot project to strengthen local fishing, coordinator tourist plan to aid the motels, retail, and restuarant busi- nesses, environmental research, agricultural research, wine and grape research, and a Peconic County Feasibility Study. All of these have found support for these totaling $500,000.00 for the five East End towns have found their way into the Governor's proposal. In addition to that, the Governor has indicated that he would direct the departments. under' his control to be receptive to grant applications from these towns out here, and the Town of Southold has a particular interest in a traffic _survey,_._and the funds necessary that would make it possible for that survey. There are a lot of other things. 11.m not going to go into a lot of detail about it. I'll say in conclusion;Carol Gristina of Gristina Vineyards was with us this morning, and she expressed' interest in the Town co-hosting with the Wine Council an Inter- national Symposium on 'wines to be held here in the Town of Southold sometime in 1994. The Board took no action on it, but that is an indication of the kind of interests and ideas that have found their way into the East End Environmental and Economic Task Force. You'll be reading more about it. It's available. Copies are available at the Town Clerk's Office, and I believe they will be available in libraries, and other places.
