Solomon, owner of the above-referenced parcel of 4 . 5 acres. Ms. Solomon purchased the property which was one of four lots in a minor subdivision created several years ago by a party named San Andres. It is my understanding that the current zoning in this area calls for two-acre parcels. As depicted on the tax map, the parcel is of a long and narrow, roughly rectangular shape (271 ' x 9761 ) . It is bounded on the west by residential lots approximately one acre in size which front on Greton Court and by Reeve Road. On the north it is bounded by 32+ acres from which the development rights have been sold. The southern boundary is bounded by another long narrow lot, larger and similar in shape to the subject parcel. Davis DATE: January 9, 1985 RE: ACCESS ROAD. - LYN ANDRESS - MINOR SUBDIVISION AT PUTTITUCK COMMENTS: The following corrective work has been done. 1. Me large trees at the turns in alignment have been removed. 2. The road widths (stone course) have been widened to`'18_ft. - 19 ft. throughout. Plans called for a 16 f t. width. 3. Me shed on the edge of the road (Sta. 3-�0) has been removed. 4. Clearing has been done in the shoulder areas. 5. The 6"i cross drain pipe has been replaced with a 1211 pipe. 6. The depressions have been filled to about the depth as shown on the profile. 7. A turning area (T turn) has been paved with the stone course at the end of the road. Widening the road has improved the alignment. Where fill has been placed in the depressions some additional fill should be placed in shoulder areas due to the difference in height of the road and existing ground. I have notified H. Some of the large trees are adjacent to the sides of the road. Mere are locations where the present road edge is over 1 ft. higher than the adjoining ground. The road profile shows cuts and fills throughout. The as-built profile appears to follow the original ground instead. There are two depressed areas (Sta 8 + 0 and 10+0), both about 100 ft. in length that show fill on the profile. No fill was placed. Provided the fill had been _placed, the present steep grades would have been reduced. Road widths beyond Sta3*00 vary from 11 ft. to 14, ft. The average width from 10 measurements is 13 ft. The present widths, instead of 16 ft. as called for, result from stopping the road width at trees. Alignment changes made to save large trees have been made where there are depressions in the grade. This creates a safety hazzard. This was also pointed out on a report by Mr. Lassard. There are cross drains at Sta 4+0 t (611) and at Sta 10404-(12"). The drains are not, on the plans. As to recommendations for corrective work, based on the items outlined in this report, such work would be extensive. I would suggest that the Town Engineer make an independent report for comparision. I have a minimum punch list for corrections but would like a second opinion from someone familiar with road construction such as called for on this project. Young, designer for the owner, asked if there would be any objection to moving the road centerline (shown as centered in the 50 ft. R.O.W.) to avoid removing large trees. Advised him I would agree to minor variations in the alignment. Later I was advised that the road work had been completed. On 10/4/84 I made an inspection of the work. Mere are some sharp angles in the alignment due to leaving trees. The profile submitted by H. Young has not been followed. De- pressions were not filled and excavation not done as called for. The road appears to have followed the original ground. Me width varies, at the entrance and around the righthand turn it is 18 ft. in width, from there onto the end the widths at some places are 10 ft. instead of 16 ft. as called for due to leaving trees. No work has been done on the shoulders. A 1211'and a 6" crossdrain have been installed at the two low areas. I notified H. Young of my observations and asked him to meet me on the site. On 10/11/84 we walked over the length of the road. H. Young does not see anything wrong with the work, also that the as-built construction is the way the owner wants it. I would not recommend approval of this road unless some correction was made in alignment and widths. Some of the narrow widths and turns in the road occur at depressions where trees were left in place which is not a good situation. Further- more,, I was not notified when. work was started on this project. San Andres Based on a request to look at the work done . on this roadway, I have checked it and offer you my impressions. Allowing the road to wander, in the hopes of saving the large trees, I agree with up to a point. In this case, to narrow up the road, in some places to eight feet, can create problems. By following the contour of the terrain, causing down and up grade twists, is not feasible in my estimation. Ninety percent of the road is eleven feet wide or less. The up and down grades, plus narrowing between trees creates a safety hazard especially in winter months. Again, these are my impressions; for what it might be worth. MAP DATED January 5, 1983 COMMENTS: I made an inspection of the above property today with Mr. D. J. Saland. The whole area with exception of the north end where there are exist- ing buildings is heavily wooded. The 50 ft. R.O.W. shown is 1240=. ft. in length and provides access to the 4 lots. The 15 ft. R.O.W. shown in the southerly half of the property, according to Mr. Saland, is to serve as a walkway to the waterfront. The contours shown in the 50 ft. R.O.W. indicate that the road profile would not have much variation in grade. Drainage problems if any cannot be determined until clearing is done and a road profile shown. Exiting traffic into the sharp turn in the Grand Avenue entrance will have good sight distance in both north and south directions . A stop sign should be installed here when the road is completed and in use. Recommendations for Access Road: 1. Request H. W. Young to submit a road profile in the 50 ft. R.O.W. 2. Road width to be 16 ft. and centered in the 50 ft. R.O .W*. 3. Clearing to be 15 ft. right and left of road centerline. 4. Remove topsoil, leaf mold, stumps or other objectionable material in the road width to stable material (sand and gravel) . 5. Road sub-base to be 6" of compacted bankrun containing 30% of medium size gravel and 15% of loam. Material required to replace unsuitable excavation prior to the bankrun sub-base can be a good grade of compacted clean .fill. 6. Place a compacted 2" crowned top course of 3/4" stone blend on the bankrun. 7. Install drainage structures (leaching basins) only if found necessary. 8. No residential structure or sanitary disposal facility shall be in- stalled or constructed within 100 feet of the upland edge of the tidal wetlands along the shoreline of Long Creek. 5. A conservation or scenic easement having a minimum width of 50 feet shall be established along the upland edge of the tidal wetlands along Long Creek to insure that no development adverse to the aesthetic quality of the shoreline will take place along the shoreline. It is evident from the layout of the subdivision that the subdivider is considering the potential of this tract for further subdivision.
