MEETING OF JULY 12, 1966
The Southold Town Board met at the office of the Supervisor, Lester M.
Albertson, 16 South Street, Greenport, N.Y. on July 12, 1966. The meet-
ing was called to order at 3 :00` P.M. with the following present: Super-
visor Albertson; Councilmen Demarest and Valentine; Justices Tuthill
and Clark; Town Attorney Tasker and Town Clerk Richmond. `

RESOLVED: That the minutes of June ,23, 1966 be and they hereby are
approved.
Vote of Town Board: Ayes-Supervisor Albertson; .Councilmen Demarest and
Valentine; Justices Tuthill and. Clark.
Moved.by Councilman Valentine; seconded by Justice Tuthill;
RESOLVED: That the next meeting df the Town Board will be held at the
office of the Supervisor, Lester M. Albertson, 16 South Street; Green-
port, N.Y. on Tuesday, July 26, 1966, at 3 :00 P.M.

RESOLVED: That the reports of Supervisor Albertson, Building INspector,
Bay Constable, Police and Town Clerk be accepted by the Town Board for
the month of June ,1966 and placed on file.

WHEREAS, Fishers Island Ferry District Commissioners have requested a
pay increase for John Pickett, Clerk to the Fishers Island Ferry Dis-
trict from $1. 75 to $2. 25 per hour,
NOW, THEREFORE, BE IT RESOLVED: That the Town Board approves the- request
of the Fishers Island Ferry District in the salary raise from $1. 75
to $2. 25 per hour for John Pickett, Clerk to the District.

WHEREAS, the Mattituck' Presbyterian Church, Mattituck, N.Y. has request-
ed permission to use Sound Ave. for recreation and activities on Satur-
day, August 6, 1966 from 6 :00 until 11:00 P.M. ,
NOW, THEREFORE, BE IT RESOLVED: That ,Sound Avenue, Mattituck., N.Y. ,
between' Love Lane and Westphalia Road be closed to the public- traffic,
on the hours and date stated above.

WHEREAS, the County of Suffolk proposes to dredge certain areas of
Little Creek, in the Town of Southold, which 'dredging will be. performed
by County owned dredging equipment at a nominal cost to the- Town of
Southold, and `
WHEREAS, in order to accomplish said dredging, plans, specifications,
agreements, and other documents must be executed on behalf of -the Town
of. Southold, now, therefore, be it
RESOLVED: That the Supervisor be and he hereby is authorized to execute, .
on behalf of the Town of Southold, all necessary plans and specifications,
spoil area agreements, assurances to the County of Suffolk, license and/or
dredging permit applications to Federal and State Agencies and all
other documents that may be required to accomplish- said dredging work.

RESOLVED: That this Town Board opposes the passage of the bill known as
No. HR 11236, commonly known as the TENZER BILL, by the Congress of the
United States, and its enactment into law, said bill having been opposed
by the County of Suffolk, a copy of which is -as follows :

RESOLUTION NO. 460-'1966, WITH RESPECT TO THE COUNTY
OF SUFFOLK' S OPPOSITION TO THE PASSAGE OF A BILL
KNOWN AS NO. HR 11236, COMMONLY KNOWN AS THE
TENZER BILL.
WHEREAS, it has come to the attention of ,the Board of Supervisors of
the County of Suffolk that a bill has been introduced into the 80th
Congress of the United States, First Session, being known as ' Bill No.
HR 11236, which said bill would provide for the protection, conservation
and development of the natural coastal wetlands by proposing to establish
a "Long Island Natural Wetlands-Recreation Area" , and
WHEREAS, said bill, if enacted, into law, would. provide for the regulation
of wetlands and waters by the federal government of the United States
of America and thereby divest state, county and town_ governments of their
historical and sovereign jurisdiction thereof, and
WHEREAS, the Board of Supervisors of the County of Suffolk is opposed
to the federalization of 'such jurisdiction' which would occur by virtue
of the passage of such bill by the Congress, and -
WHEREAS, the Board of Supervisors of the County of Suffolk, consistent
with its policies and historic heritage, and in the intbuesttof the res-
idents and people of the County of Suffolk, determines that �t is in
the best interest of the people that the management, programming, . devel-
opment, regulation and jurisdiction of the natural coastal and internal
wetlands and waterways be vested in local government, now therefore, be it
RESOLVED: That the County of Suffolk, through„the Board of Supervisors
of the County of Suffolk, is hereby opposed to the passage of the bill
known as No. HR 11236 by the Congress of the United States, and its enact-
ment into law, .and be it further
RESOLVED:--That the Clerk of the Board of Supervisors be and hereby is
authorized and directed to forward certified copies of this resolution
to the Congressional Committee at the Capitol, Washington, D.C. in
support of the. County's opposition to the passage and enactment of the
aforesaid legislation, and be it further
RESOLVED: That certified copies of this resolution be. forwarded,to
Representative Grover and Pike and U. S. Senators Javits and Kennedy,
requesting that they actively oppose the adoption of this bill.

RESOLVED: That the Town Clerk be and he hereby is directed to request
the Long Island Lighting Company to make a survey for lights in Westland -
off Kenney's Road and Sound View Avenue, Southold, N.Y. and also of the
area off Southern Cross Road, Fleets Neck, Cutchogue, N.Y.

RESOLVED:_ That the Southold Town Board accept the Bank Book and securit-
ies in lieu of a Bond of $10, 000 as recommended by the Southold Planning
Board for the completion of roads in the subdivision .to be known as
SALT AIRE ESTATES located in Mattituck, N.Y. and owned and developed by
Casbar, Inc.

WHEREAS, Reydon Shores Property Owners Association applied to the Town
Board for some assistance financially in dredging the Harbor and Lagoon
at Reydon Shores, Southold,
NOW, THEREFORE, BE IT RESOLVED: That Lester M. Albertson, Supervisor,
be and he hereby is authorized to contribute half of the total cost up
to but not to exceed the .sum of $475.00 toward the cost of the dredging.

WHEREAS, Wunneweta Pond Association, Nassau Point, N.Y, applied to the
Town Board for financial assistance in dredging the entrance of Wunne-
weta Pond,
NOW.r. THEREFORE, BE IT RESOLVED: That Supervisor Albertson be and he
hereby is authorized to contribute half of the total cost up to but
not to exceed the sum. of $475.00 toward the cost of dredging the entr-
ance of Wunneweta Pond, Nassau Point, Cutchogue, N.Y.

RESOLVED: That the Supervisor be and. he hereby is authorized to comm-
unieate with the State Traffic Commission and request a lower .speed
] imit in the area of Gillette Drive, East Marion, N.Y.

WHEREAS., Jockey Creek. Dr-ive, . Southold, N.Y. has been continued past
the .100 foot turn-around to Oaklawn Avenue,
NOW, THEREFORE,, BE IT RESOLVED: That the 100 foot turn-around on
Jockey Creek Drive be and hereby is discontinued.

WHEREAS, William A. Steiner has applied to the Town Board for a single
trailer renewal permit dated June 7, 1966,
NOW, THEREFORE, BE IT RESOLVED: That the application of William A.
Steiner. to locate a single trailer on his property, John's Road, east
side of Main Road, Mattituck, N.Y, be and hereby is granted for a
period of six •(6) months.

and Valentine; Justices Tuthill and Clark.

WHEREAS, Martin Filla applied to the Town Board for a single.-trailer
renewal permit dated July 7, 1966, .
NOW, THEREFORE, BE IT RESOLVED: That the application of Martin Filla
.to locate a sing16 on his property at Oregon Road, Mattituck, N.Y.
be and hereby is granted for a period of six (6) months.

RESOLVED: That Frank S. Dawson of New Suffolk, N.Y. be and he hereby
is appointed, subject to the written approval of the District Superin-
tendent of Schools, throughout the Town except such schools as are
otherwise provided for by Section 3213 of the Education Law, and be it
further
RESOLVED: That such attendance officer shall be removable at the pleasure
of the District Supt. of Schools, and be it further
RESOLVED: That the compensation of such attendance officer be fixed at
$1200. 00 per year payable in regular monthly installments, he to pay
his own expenses, and be it further
RESOLVED: That the Town Clerk be and he hereby is instructed to notify
Frank Dawson and the District Superintendent of Schools of the appoint-
ment.

RESOLVED: That General Bills in the amount of $13, 972.63; Fishers Island
Ferry District Bills in the amount of $23, 354.62; Lighting District Bills
in the amount of $3, 591. 04 and Highway Bills in the amount of $25, 900. 39
be and the same are hereby ordered paid.

RESOLVED: That -the Town Clerk be and he hereby is directed to ,request
the Greenport -Light & Power Company to install the following:

One 11 11Manhansett Avenue & Beach Road, Greenport,

Also request the Long Island Lighting Company to install the following:
One 175MVOH street light on LILCO pole #56, Island View Lane and Bay
Shore Road,. Greenport, N.Y.
Two 100 cpoh street lights on LILCO Poles #4 and #2, . Barkley.-Road, a.
` private road off Bay Ave. , . Mattituck, N.Y.
One 175MVOH street light -on the corner of Cox Neck Road, & Route 27A,
Mattituck, N.Y.
. On Harbor Lane, remove a light mistakenly placed on pole #7. and place
it on pole #3 as ordered in letter of Mat 25, 1966.
