MEETING OF MAY 10, 1966
The Southold Town Board met at the office of. Supervisor. Lester- M. -
Albertson, 16 - South Street,: Greenport, New York, on Tuesday, May 101,
1966. The meeting was called to order by the Supervisor at 3: 00 P.M.
with the following present: Supervisor Albertson; Councilmen Demarest
and Valentine; Justices Tuthill and Clark; Supt. of Highways Dean;
Town Attorney Tasker and Town Clerk Richmond.
Moved by. Justice Clark; seconded by Councilman Demarest;
RESOLVED: That the. next meeting 'of the Town Board will be held at the
office of the Supervisor, Lester M. Albertson, 16 South Street, ,Green-
port, New York, an Tuesday, May 24, 1966 at 3: 00 P.M.

RESOLVED: That the minutes of April 19 and the ,Special meeting of

Bond Resolution of the Town of Southold, New York,
Adopted May 10, 1966, authorizing the acquisition
of certain land at Cutchogue, . in said town, as the
site for a refuse disposal area to be designed as the
site of a sanitary land fill installation, stating
the estimated maximum cost thereof is $63, 000, approp-
riating said amount therefor and authorizing the issuance
of $63, 000 serial bonds of said town to finance said
appropriation,
RESOLVED BY THE TOWN BOARD OF THE TOWN OF SOUTHOLD, IN THE COUNTY OF
SDFFOLK, 'NEW YORK, (by the favorable vote of not less than two-thirds
of the members of said Board) ,AS FOLLOWS:
Section 1. The Town of Southold, in the Connty of Suffolk,
New York (herein called JTown") , hereby authorizes the acquisition
by purchase of the: certain piece or parcel of land fronting on the
northwest side of Middle Road (C.R.27) at Cutchogue, in the Town,
for a refuse disposal area to be designed as the site of a sanitary
land fill installation, said piece or parcel of land containing 22.374
acres, more or less, and being more particularly described by metes
and bounds, as follows:

BEGINNING at a point on the northwesterly line of Middle Road at the
southwesterly corner of land now or formerly of Leander B. Glover and
the easterly corner of land of the Town of Southold; from said point
of beginning running thence along said land of the Town of Southold,
four courses as follows:

The. estimated .maximum cost of said specific object or purpose, ` includ-
ing preliminary. costs .of maps, . plans, surveys and estimates and -costs
incidental thereto and the financing thereof, is $63, 000..and the said
amount is hereby appropriated therefor,. The plan of .financing includes
the issuance of $63,000 serial bonds of th e' Town to finance said
appropriation and the . levy .and collection of a tax upon all. the taxable
realpproperty in the Town to pay the principal of and interest on said
bonds.
,: Section 2. Pursuant to the provisions of the Local. Finance
Law, constituting Chapter 22-a .of the Consolidated Laws of.':the.:.State
of New York (herein called "Law") , serial bonds of the Town in the
principal amount- of $.63,000' are hereby authorized to be issued to
finance said appropriation.
Section 3 . The folldw.IAg ,additional .matters are hereby deter-
mined and stated: , '
(a) the period of probable usefulness of the specific. .ob.ject
or purpose. for which. the bonds authorized by this.:resolution ,are to
be: issued, 'within. the limitations of #11.00 a. 21 of the. Law:,;..is
thirty (30) years, but the maturity of the bonds her ein .authorized
will-not exceed . five (5). years.
(b) Pursuant to the provisions of .#107.00 ,d;. .4 of the-Law,
current funds are not .required to be provided as a down payment prior
to the issuance of the.'bonds herein authorized..or .of any notes issued
in anticipation of the sale - of .such bonds. .
Section 4. Each of the serial bonds authorized by -this- .resolu-
tion and ,-any- bond. anticipati.on notes issued in .anticipation of said
bonds, shall .contain the,,recital of validity prescribed by #52_0,00of
the Law and said serial bonds and any...,note.s , issued.. in anticipation, of
said bonds shall be general obligations,.of :the Town.-, payable ,as. to,,,.
both principal and .interest--by a general tax .upon all- the'..taxable.
property within the Town -without limitation of rate .or amount. The
faith and ,credit of the Town .are. hereby _irrevocably pledged to the
punctual payment of the principal of and interest on said bonds and
provision, shall be made .annually in •the ,budget ,of the Town .by app:rop-
riation, for (a) the amortization .and redemption of the. bonds to mature
in .e.ach':year and .-(b) the payment of interest to be due and .payable
in each ..year.
Section 5. Subject ,to the provisions of this resolution. and p
pursuant to #30.00 relative to the authorization of the issuance of
bond anticipation notes of .#50 A0 and ## .56.00. to. 60.00 :of -the Law,
the powers and duties of the Town Board relative to authorizing bond
anticipation hote.s and prescribing the ;terms, form and contents and
as to the sale and issuance of the serial bonds authorized by this
resolution and of any notes authorized to,be . issued in anticipation,
of said bonds, or the renewals thereof, are hereby delegated to the
Supervisor, the chief fiscal officer of the Town.

Section 6 . The validity of- the bonds authorized by, this
resolution, and of. any notes issued in, anticipation .of said bonds, may
be contested only if:
(a) such obligations are authorized for an
object or purpose for which ,the Town
is not a4uthorized to expend money, or ,
(b) the provisions of law which should be
complied with at the date of the public-
ation of such resolution, are not substant-
ially complied with, and an action, suit.,
or proceeding, contesting such validity is
commenced within twenty days aftter..the date
of such publication, or
(c) such-.obligations:. are .authorized in violation
of the provisions- of the constitution.
Section 7. This resolution whall .take effect immediately.

foregoing bond resolution in full in the Long Island Traveler-Mattituck
Watchman, a newspaper published in pouthold, New York, having-a gen- :
eral circulation. in . said ,Town and hereby designated as the official ..
niewspaper of said Town for such publication, together with the:.Town
Clerk's statutory notice in substantially the form prescribed by:
Section 81.00 of the Local Finance Law of the State of New York.

be and he hereby is appointed Chairman of the Southold Town,Economic
Opportunity Committee.

WHEREAS, Reverand Arthur C. Bryant, Chairman of the Southold' Town..
Economic Opportunity Committee, appeared before this. Board , and advised
the Board of'.the. many activities presently- being conducted by=said
Committee, among which is the' effort of..-said Committee to establish
a training school'.within the Town of Southold for the purpose of
training persons to become commercial fishermen, and
WHEREAS, this Board believes that the establishment of sucha training
program in the Town of Southold would be advantageous to the economy
of the Town as well as the individuals. in .the Town interested :in _
such livelihood,
NOW, THEREFORE, BE IT RESOLVED: Thatthis Board do all things within
its authority to foster the establishment of a training school:. in
the Town of Southold for the _purpose of teaching commercial fish-ing..'-

WHEREAS; Bleecker Construction Company has filed Bond No SY=430220
in the amount of $19, 000.00, and
WHEREAS, the above named Principal has agreed to comply with the terms,
regulations and conditions of the Town 'of SoutholdIin connection with
the construction of roads aiid 'improvements in .subdivision known as
"WILLOW POINT", situated in the Town of Southold, - N.Y. and in accordance
with Town ,Planning Board resolution dated April 5, 1966,
NOW, THEREFORE, theZtondiVi0 D0f this obligation is such that if the
principal shall in connection with the installation of roads and improve-
ments in Willow Point within one year from the date hereof, construct .
the following: Completion of roads and' watermains. all in conformance
with the approved plat and drainage plan, said improvements to be in
accordance with the construction specifications of the Town of Southold
and to the satisfaction of the Town of Southold, then this obligation
to be void-, otherwise to 'remain in full force and effect,

to locate a single trailer on' the south side of Sound ,Avenue, Mattituck,
N.Y. be and. the. same is hereby granted for a period of six (6) months.

be authorized to advertise for bids and to purchase fromthe .lowest
responsible .bidder one (1) new 1966 'International' Dump Truck Model
R-192 complete with one new Gar-wood Model GC-2 -4 yard dump body,
with Model A-50 - 10 ton hoist, or equal:
One: '1953 International 'Dump Truck to be taken iri trade, as part pay-
ment on new truck.

Authorized to have a survey made of property in Orient at the corner
of Orchard Street for the purpose of drainage.

Brown, $4100.00; &ugustus Garelle, $4100; Edwin Fi'ckeissen, $4100`,
and
BE IT FURTHER RESOLVED: That the elected town officers be paid. salaries
for their respective offices and that their salarei s be paid in regular
monthly payments .

RESOLVED: That the salary of the Chairman of the Board, of Assessors
Town of Southold-, AlbertoMartocchia, be and hereby is fixed at' $3000
per year effective as of May 15, 1966, payable in regular monthly`
payments.

RESOLVED: That the salary of the Building Inspector, Town of 'Southold,
. Howard M. Terry, be and hereby is fixed at $4900.00 per year' as of
May 15, 1966, payable in regular monthly payments.

RESOLVED: That the salary of Edna Angell, Mildred Chapman and Marion.
Regent be and hereby is increased'by. $100.00 per year' each, as of
May 15, 1966 payable in regular monthly payments.

NOW, THEREFORE, BE IT RESOLVED: That Judith T. Boken be granted a

r L. Gooding for $450.00 per annum be accepted by the Town of Southold;
NOW; THEREFORE, BE1IT RESOLVED: That the ISupervisor. be directed to
enter into--a contract with Mrs. L. Gooding for the operation of the
Town. Beach Refreshment Stand and Facilities for a period of Five (5)
years in accordance with the corrected terms set forth in the spec
ifications prepared by theTown Attorney.
