MEETING OF JANUARY 25, 1966 .
The .Southold Town Board met at the office , of the Supervisor, Lester M.
Albertson, at Greenport, New York, on Tuesday, January 25, . 1966 with
the'..following present: . Supervisor Albertson; .Councilman Valentine;
Justices Tuthill and Clark; Town Attorney Tasker; Town Superintendent
Dean and Town Clerk Richmond.
Moved by Justice Clark; seconded by Councilman. Valentine;
RESOLVED: That the minutes of January ll, `1966 be and they are hereby
approved.

RESOLVED: That the next Meeting of the Town Board will be held .at the
office of the Supervisor, Lester M. Albertson, at 16 South Street,
Greenport, New- York, on. Thursday, February 10, 1966 at 3: 00 P.M.

WHEREAS, Harold E. Tuthill, by petition. verified the 7th day of
December, 1965, petitioned the -Town Board . for a change of. zone of
certain real property described in said petition from "A" Residential
and Agrculural District to "B" Business District, and
WHEREAS, the said petition was referred to the Planning Board for its
official recommendation and report, and
WHEREAS, the Town Board, pursuant to .due notice thereof, held a `hearing
thereon -on the 14th day of January, 1966 at which time all interested
persons were given an opportunity to be heard,
NOW, - THEREFORE, , BE IT RESOLVED: That the Southold Town .Building Ordin-
ance including the Building zone Maps be -amended from "A" Residential
and_Agriculural District to "B" Business District 'on the following
described property:
ALL that tract or parcel of land, situate, lying
and being in Southold, in the Town of Southold,
County of Suffolk, ,State of New York, bounded and
described as follows:
BEGINNING at apoint on the curved southerly line of Middle
Road at the northeasterly corner of land of George Braun
and the northwesterly corner of premises herein described; '
running thence easterly along said southerly line of
Middle Road on a curve to the left having a radius of'2325 .01
feet, a distance of 325.08 feet; running thence along other
land of Harold E. Tuthill, South 8 degrees 57" minutes 30
seconds east a distance of 263.42 feet to land "of Bucci;
running thence along said land of Bucci, - south 81 degrees
16--minutes 50 seconds west a distance of 300 feet to said
land of. George Braun; running thence along said land of
Braun, - north 8 degrees 57 minutes 30 seconds west a distance
of 137.59 feet to the point of beginning.- Said premises
containing one and one-third acres, be the same more or less.
BE IT FURTHER RESOLVED: That the Town Clerk be and he hereby is authoriz-
ed and directed to cause notice of said amendment to be posted and
published pursuant to law. -

WHEREAS, George A. Barzac, Jr . ,be petition verified- the 7th day of

petition` of George A. Barzac,--Jr. be and the same is in all res-
pects denied.

WHEREAS, Frank- Kull' has applied to the Town Board for -a single
trailer renewal permit dated -January 12, 1966,
NOW, THEREFORE,, BE IT RESOLVED: That the application of Frank Kull
to locate a single trailer- -on -his property, Indian Neck Lane, Peconic,
N.Y. be and the same hereby is granted for '-occupancy for--a six
(6) month period.

WHEREAS; the Commissioners of - the Fishers Island Ferry District
wish to enter ,into a bareboat charter for the use -Of the M/V
Block Island with the Interstate Navigation Company for a period
commencing at ' 7z00 A.M.--- 6n November 28, -1965 -at a lump-- sum minimum
payment of $600.00 to -cover the- first two (2) ",days charter and if
the charterers shall elect to continue the charter thereafter, it
shall pay the owner at-- the rate' of $250.--00 per day" for each= addit=
ional day or part `thereof, all payments to be'- in United.- States
currency, \
NOW, THEREFORE, BE IT RESOLVED: That the Southold Town Board approves
the action .df the 'Commissioners of' Fishers Island Ferry District
on entering into- the-contract as ,above stated- with the Interstate
..Navigation Company and be it further
RESOLVEDi - That the Supervisor- be and he her"eby is authorized to
sign the necessary papers and contract.

BE IT RESOLVED, by the Town Board of the Town of Suffolk
County; New York, as, follows:
Section I.- The Town of Southold.,-in the County- of
Suffolk, 'New York, hereby authorizes -the acquisition by purchase
of a certain .piece or parcel of land bounded' on the north by -Long
Island Sound;- on the -east by land - of the Town of Southold, on the
.south by Leeton Drive, and on the west by land now or formerly of: '.
Anthony Bong-iovanni,' in -the- said Town of .Southold, as a site .of a

Town Beach and recreation area, said piece or parcel of land being
more particularly descr--ibed as follows:
BEGINNING at a point in the westerly side of
Kenney' s- Road where the northerly .side of Leeton
Drive intersects same; thence running 'South 45 de-
grees 35 minutes 30 seconds West along :the said
northerly side of Leeton Drive, 450 feet to the
point :or place of beginning of the premises hereby
described:' ,
BEGINNING at-said last-mentciened point of beginning, ._,..
running: thence North 40 degrees 53 minutes 00 seconds
West, . 200.38 feet," more or less, to the mean -high-

Section- 2. The estimated maximum cost of said specific
object--or purpose, -including- preliminary.-costs of- maps, plans,.-Sur"
veys and estimates and costs incidental thereto and the financing
thereof is $8, 000.00, and the said amount is hereby appropriated
therefor. The paln' of financing the aforesaid object or purpose is by
the issuance of an--$8, 000=.00 capital note,- which is hereby.-authorized
to be issued pursuant to the provisions-of the Local Finance Law-. .
Section 3. It is hereby determined that- subdivision
21 (a) of paragraph a of Section 11.00 of the Local Finance Law applies
to such object or purpose, and -that the period of- probable usefulness.
thereof- is-:thirty years, but the maturity of the capital note hereby
authorized will not exceed five years.
Section:4. It. is hereby determined that- no down
payment: is.:-necessary in connection -with the aforesaid object o3� purpose.
Section.-5. .-The.-faith and credit of the Town of
Southold, Suffolk County', New York, - are hereby irrevocably pledged.: to
the payment of the principal of and interest on such note. An amount
sufficient to pay the principal and: interest: on such capital note
shall be included in ,the. annual.-budget and levied as -a part of,-the.
taxes- for. the fiscal: year in whi,ch the same matures.
Section 6. Subject to the pr-ovisions of the Local .
Finance Law, the. power to sell such note --is hereby delegated to the
Supervisor, the chief fiscal officer. Such note- .shall be.-of 'such terms,
form and contents, and shall be sold in such manner, as may be pre-
scribed by the Supervisor, consistent with the-.pr.ovisions='of the Lo-cal
Finance Law:
Section 7. The-".validity of such note may be contested
only if::(1) Such- note is .authorized - for- an object. or purpose for
which said Town of Southold is not authorized-to expend.:Money_, and-
(2) The provisions of last. which should be complied with at the date
of publication of- this resolution are not substantially- complied
with, and an action-, ,suit or proceeding contestirig--.such validity
1scommenced within twenty days after: the. date of.:.such- publication, .
or (3:) Such note. is authorized in -violation of the.provi$ions: of -.
the constitution...
Section 8. This resolution takes effect immediately
and shall be published in full• in "THE SUFFOLK WEEKLY TIMES" , Greenport,
N.-Y. the official newspaper of the -Town `of `Southold, .:together with a ,
notice 'of the Town Clerk in subst:antially- the form: provided _in Section

WHEREAS, this Board believes that it is in the public interest that
policemen in the Police Department of. the_ ,Town .of Southold who haUe
rendered service as police officers. for a period of twenty-five (25)
years in the aggregate should be entitled to receive a-_six_per cent .
(6/) increment in salary,- . .
NOW, THEREFORE, BE IT RESOLED: ,That: all. policemen employed,-in the Police
Department- of the Town of: Southold who;have. rendered service. as police
officers for a period of twenty-five (25) years in the aggregate shall
be entitled: on. the. first day of the: month .following. completion of such
service to an additional increment: of salary:. of six per cent ,:( 6/
and that- in determining. such service-, the time that ,such ,ppliceman
or police officer- shall have served as -a policeman in , other police
force or police department. shall.,:be added. to the_ number. of ,years served
as a policeman employed. by the. T.own _of Southold inc omputing_ the total
number of years of service.

lights installed, by the Long Island Lighting_.Company ,in .the . following
locations:
1. 'One on the corner of. Madison: Street .and Route 27A ,on NYTCO. pole .
#3.94, and
2.. Two (2) ,lights on-main, Road: east. of Mill. CreelF Bridge .on Poles-:
NYTCO 854 and- 85.2, in the. East-west Lighting yDistrict.

NOW, THEREFORE,_ BE .IT RESOLVED: That this Board does .hereby approve
said plans ,and 'specifications and form of contract, and' doe's hereby
authorize and direct the- Board of Commissioners of the -Fishers
Island"Ferry District to .,advertise for bids' for the construction of
the said. ferry "boat -in accordance with said plans, _specifications and
form of contract.
