The Southold Town Board met at the office of the Supervisor, Lester M.
Albertson, at Greenport, New York, on Tuesday, May 9, 1967 with the
following present: Supervisor Albertson; Councilmen Demarest and Valentine;
Justices Tuthill and Clark; Superintendent of Highways Dean and Town Clerk
Richmond.
Moved by Councilman Valentine; seconded by Justice -Tuthill:
RESOLVED: That the minutes of the meeting of April 18, 1967 , be and they
are hereby approved.
Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest and
Valentine; Justices Tuthill and Clark.

RESOLVED: That the next meeting of the Town Board will be held at the
office of the Supervisor, Lester 9. Albertson, 16 South Street, Greenport,
New York, on Tuesday, May 23, 1967 at 3 :00 P.M.
Vote of Town Board: Ayes-Supervisor . Albertson; Councilmen Demarest and
Valentine; Justices Tuthill and Clark.
At 3 :00 P.M. in accordance with a notice published according to law,
bids were opened for proposals for furnishing to the Town of _Southold
one ' (1) second hand Willys .Jeep (or equal) , the mileage not to exceed
4, 000 miles . The following bid was received and held for study:
VAil Bros. Inc. --------$1, 695 .00
Moved by Councilman Valentine; seconded by Councilmen Demarest;
WHEREAS, the Board reported that the lowest bid for the Jeep. was submitted
by Vail Bros. Inc. , now, therefore, be it
RESOLVED: That Lester M. Albertson be and he hereby is directed to enter
into a contract with Vail Bros. Inc. for the purchase of one (1) second
hand jeep (or equal) for use by the Bay Constable at a cost of $1695. 00.

RESOLVED: That the Town Clerk be and he hereby is requested to contact
the State Traffic Commission to requestea 35 mile per hour speed limit
on all roads in the Pequash Avenue and Fleets Neck area, Cutchogue, N.Y.
Vote of Town Board: Ayes-Supervisor Albertson; Counilmen Demarest and
Valentine; Justices Tuthill and Clark.
Moved by Councilman Valentine; seconded by Councilman Demarest;
RESOLVED: That the fo.11owing . rules and regulations for Life Guards of the
Town of Southold be adoped:
1967
Hours : 12 noon to 6 P.M.
You are to abide by all rules- and regulations as long as you are -employed
as a lifeguard for the Town of Southold. The regulations listed below are
for the purpose of maintaining a code of conduct on the Southold Town
Beaches that will insure the utmost of safety to the public.
LIFE—GUARD—DUTIES AND RESPONSIBILITIES
- - - - - - - - - - - - - - - - -
1. Guards are to be (1) on the stand; (2) in the water; (3) in the boat.
2. The swimming area should be in full view at all times. This rules out
sitting inside the shack.
3 . The lifeguard is responsible for the safety of all bathers.
4. Be alert and watchful at: a11 times.
5 . Bathing -area is to be kept free from fishermen.
(a) Bathing area is about 275 feet on a beach having one life-
guard assigned.
6. -The area. around the lifeguard stand at Town Beach should be staked off
each day as soon as the lifeguard can get the equipment out. Persons
- other than the lifeguards are not -to be in this area.
7 . Lifeguards are to keetp . their beaches , cleaned each day. The reliefman
cleans the beach where ie is on duty.
8 . The lifeguard is responsible.-for all equipment; boat; oars and oarlocks ;
lifeline .and lifering; first aid.,kit; pith helmet; whistle; umbrella;
rake; 1ieguard stand and signs when he is on the beach. -

9. When _ the possib-ility of -lightning 'is present swimming-area should be .
emptied.
10'. You should: handle .the patrons with firmness .and- :courtesy- and the ,leas-t
amount of policing ..and .regimentation.
11. Alertness , quick thinking, and foresight, plus swimming ability ,and- -;
physical fitness- are attributes of an efficient lifeguard:
12. Seaweed is, a continuous problem.' Raking should be-' :done, often enough•
to keep the beach clean. There is no reason to let the. seaweed get ahead ,_,
of you. _
13,. Your personal appearance means a great deal to .you, , Hair should- .be
kept fairly short and frequent haircuts are recommended. Cleanliness is -
expected of a 1•ifeguard in, both his person, and,.his uniform.
14. Remember, you are not a- doctor. In all cases- other than minor cuts, ,
remind bathers to see their family physician.
15 .• NO dogs are allowed on the beach. -
CONDUCT OF LIFE GUARD. - �
1. Do not sit with - friends, relatives, or girl friends on the beach or
in a vehicle.
2. Avoid chatting- with people from the stand, since -this is a distraction.
3. Avoid any type of behavior which would be offensive to the .public ,such.
as wrestling, -clowning, excessive blowing of whistle.
4. Keep all beach patrons off the stand.
5 . Behavior outside of beach hours could affect present and -future positions .
6. Drinking; intoxicating beverages while on duty is forbidden.,
7 . A lifeguard may not use force on any patron on the :beach.:
EQUIPMENT
1. Emergency phone number of police will be posted .-inside phone. -
2 . Since lifeguards are not .expeated.":to be policemen. The local police may
be summoned if all other means fail. Try to notify Robert ,Mu'ir ..at 2.98-8475
first, if _possible.

be and they hereby are granted -permission to lay underground cable from
Fishers Island to Long Point, Groton., Connecticut, according to the map
and specifications submitted. -

Cardinal . Drive,( Azalea Road; Meadow Lane and Blosso.m )Blvd. , .being, ,fully,r
described in said petition, together with releases executed by the owners
thereof, and
WHEREAS, the Highway Superintendent has inspected said highways and has .
advised the Town Board that said proposed highways corriply� inall respe-cts
with the specifications for the dedication of highways in the Town of
Southold, )

WHEREAS, William -C. .Ridgeway., President, Race Point Corporation, has
made written application to the Town Board dated February 10, 1967, to
dedicate a certain highway at Fishers Island, town of. Southold, to be
known as Winthrop Drive, being more fully- described in said :petition,
together with releases � executed _by the: owners thereof; and
WHEREAS, the Highway Superintendent has inspected said hilghway .and has
advised_ the Town Board that said proposed highway. compli.es in all respects
with the specifications for the dedication of HIg hways in the Town of.
Southold, now, therefore, be it
RESOLVED:, That in accordance- with Section 171 of the Highway Law, of the
State ,of New- York, consent be and the same is hereby given to the. Super-
intendent of Highways to make an -order laying out the aforesaid highway,
to consist of lands described in said application and shown on certain
maps attached to said application, and be it further

Lane, being mor fully described in said petition together with releases
executed by the owners thereof, and
WHEREAS, the Highway Superintendent has inspected the said highways
and has advised the Town Board that said proposed highwas comply in
all respects with the specifications for the dedication of highways
in the Town of Southold,
NOWj THEREFOREt BE IT RESOLVED: That in accordance with- Section 171

certain highways at Mattituck, N.Y, to be known as . Village . Lane, being
more fully described in said petition together with release, , executed
by the owners thereof, ' and'
WHEREAS, the Highway Superintendent has inspected the said highway .and
has advised the said proposed highway has`, complied in all respects with
the specifications for the dedication of highways in the Town of, Southold,

WHEREAS, the bulkhead at Orient, Z.I. is in need, of repair, .and
WHEREAS, Ralph P. Preston of Greenport., N.Y. has submitted an estimate
of $1240.00 to repair said bulkhead,
NOW, THEREFORE, BE IT RESOLVED: That the Supervisor be and he, hereby is
authorized to have said bulkhead- repaired by. Ralph P. Preston, the sum
not to exceed $1240.00. Vote of Town Board: Ayes- ALL

WHEREAS, Marian Council #3852 Knights of 'Columbus, Cutchogue, N.Y. applied
to the Town Clerk for a Bingo Licence, and
WHEREAS, the Town Board has examined the application and after investig-
ation duly made findings and determinations as required by law,
NOW, THEREFORE, BE IT RESOLVED: That the Supervisor be and he hereby is
authorized and directed to execute on behalf of the Town Board the find-
ings and determinations as- required by law, and it is further.
RESOLVED: That the Town Clerk be and he hereby is directed to issue a
Bingo License to the Marian Council #3852 , Knights of Columbus, Cutchogue; N.Y.

Long Island Lighting Company to remove the street light on pole #35 LILCO
and place one (1) 175 MVSL on Pole 034 NYTCO, on Depot Lane, Cutchogue,
N.Y. Also place 175 MVSL on Pole #588 LILCO on the corner of Aldrich Lane
and Sound Avenue, Mattituck, N.Y.

WHEREAS, a new petition was received from Cora Wolf and Anthony T. Blados,
Main Road, Cutchogue, N.Y. requesting a change of zone of certain property
in Cutchogue, N.Y. described in said petition from "A" Residential and
Agricul6ural District to "B-2 " Business District,
NOW, THEREFORE, BE IT RESOLVED: That the Town Clerk of the Town of
Southold be and he hereby is directed to transmit this application .to .the
Planning Board in accordance with Section 901, Subdivision C of Article
IX of the Building Zone Ordinance of the Town of Southold.

WHEREAS, Steve J. Doroski, by petition verified. the 3rd day . of March,
1967 , petitioned the Town Board for a change of zone of certain real
property described in said petition from ."A" Residential and Agricult-
ural District to "B" Business District, and
WHEREAS, the Town Board, pursuant to due notice thereof, held a hearing
thereon on the 18th day of April, 1967, at which time all interested
persons were given an opportunity to be heard,
NOW, THEREFORE, BE IT RESOLVED: That the Southold Town Building. Zone
Ordinance including the Building Zone Maps, be amended from "A" Resid-
ential and Agriculural District to "B" Business District on the follow-
ing described property:
ALL that certain tract, piece or parcel of land situated, lying and
being at Southold, County of Suffolk, State of New York, and more
particularly bounded and described as follows : '
BEGINNING at a point on the southeasterly line of Middle
Road (CR 27) which is 274.62 feet northeasterly from the .
point of intersection of the Southeasterly line of Middle
Road and the Northeasterly line of Ackerly -Pond lane; said
point being the end of the present "B" Business District
line along . that part of Middle Road, running thence north-
easterly along said southeasterly line of Middle Road, N.
210 28 ' 50" E. 78 feet to land of Donahue; running thence

and 200 feet distant from the southeasterly line of Middle
Road to a point which is the end of the present "B" Bus-
iness District; Thence -northwesterly along the present " B"
Business District line N. 550 52 ' 00 " W. 200 feet to the
southeasterly line of Middle Road, to the point or place
of beginning.
BE IT FURTHER RESOLVED: That the Town Clerk be and he hereby is author-
ized and directed to cause notice of said amendment to be posted and
publi$hed pursuant to law. .
Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest
and Valentine; Justices Tuthill and Clark.
Mr. D' Emo appeared before the Board requesting a change of zone` on the
Wolf-Blados property as soon as possible. Since this change would hold
_ up Jthe sale of said property, the Board 'agreed to recess the meeting
until the recommendation of the Planning Board could be received, at
which time a date could be set for a Hearing.

The Town Board studied the Head .Start Budget.
Moved by Justice Clar7�.; seconded by Councilman Demarest;
RESOLVED: That General Bills in the amounts of $866. 20 and $12 , 078.63;
Fishers 'Island -Ferry District Bills in the amount of $40, 818.61;
Lighting District Bills in the amount of $3, 918. 30 arld Highway 4ills
in the amount' of $6,984.05 be and the same are hereby ordered paid.

The Southold Town Board reconvened on Monday, May 15 , 1967 at 3 :'00
P.M. at the. Supervisor ' s Office, 16 South Street, Greenport, N.Y.
Moved by Councilman Valentine; seconded by Justice .Tuthill;
WHEREAS, Southold Town. Planning Board has prepared an official report
and recommendation upon the petition of Albert and Veronica Frohne
for a change of zone from "A" Residential and Agricultural District
to "B-2" Business District on certain property in Greenport, N.Y.
NOW, THEREFORE, BE IT RESOLVED: That a public hearing will be held
by the Southold Town Board.at the Supervisor ' s Office, 16 South
Street, Greenport, N.Y. on Friday, June 9; 1967 at 7 :30 P.M. on the
above mentioned .petition and that the Town Clerk be and he hereby
is authorized and directed to cause a notice of said hearing..to
be published in.. the Suffolk Weekly Times pursuant to the require-
ments of law._ .
