ORGANIZATION MEETING OF JANUARY 3 , 1967 .

The Southold Town Board met at the office of Supervisor Lester M. Albert-
son at Greenport, N.Y. on Tuesday, January 3,' 1967 . The meeting was
called to order .at 3 :00 P.M. with . the following present: Supervisor
Albertson; Councilmen Demarest and Valentine; Justices Tuthill and Clark;
Superintendent of Highways Dean'and Town Clerk Richmond'. , and Town Attorney
Tasker.
Moved by 'Councilman Demarest; seconded by Justice Clark;
RESOLVED: That the minutes ,of December 20tYh, 1966 be and they"are duly
approved.
Vote of' Town Board: Ayes-Supervisor Albertson;. Councilmen Demarest

RESOLVED:. That the next meeting .of the Town .Board will be held at the

RESOLVED: That Supervisor .Albertson be and he hereby is authorized to
execute any and all instruments ''the North Fork Bank & Trust Company may
require as indemnification for the misplaced certificate of deposit
#2167 for $35, 659. 31 dated April 29, 1966, issued by said bank and de-
livered to the Town as collateral security as bond for completion of
roads in subdivision owned by Mattituck Estates; and be it further
RESOLVED: That said Town shall indemnify and save harmless the .said Bank.
for any and. all loss, liability and damages to which the Bank may be
subjected from the loss of its certificate of deposit #2167. .

WHEREAS, Southold Town Planning Board has prepared an official report
and recommendation upon the petition of Ernest E. and Harold W. Wilsberg
and Casbar Inc. for a change of zone from "A" Residential and Agriculur-
al District to "B" Business District on certain property in Mattituck,
New York,
NOW, THEREFORE, BE IT RESOLVED: That a public hearing will be held by
the Southold Town Board at the Supervisor's Office, 16 South Street,
Greenport, N.Y. on January 24, 1967 at 8 :00 P.M. on the above mentioned
petition and that the Town Clerk. be and he hereby is authorized and direct-
ed to cause a notice of said .hearing to be published in the Long Island
Traveler-Mattituck Watchman pursuant to the requirements of law.

NOW, THEREFORE, BE IT RESOLVED: That a heraring will be held by the
,Southold Town Board at' the Supervisor 's Office, 16 South Street,
i Greenport, N.Y. on January 24, 1967 , at 8 :00 P.M. on the above mention-
ed petition and that the Town Clerk be and he hereby is authorized and
directed to cause a notice of said hearing to be published in the Long

WHEREAS, William A. Steiner has applied to the Town Board for a single
trailer renewal permit dated December 12 , 1966,
NOW, THEREFORE, BE IT RESOLVED: That the application of William A.
Steiner to locate a single trailer on his property, John's Road,, east
side of Main Road, Mattituck, N.Y, be and hereby is granted for a period
of six (6) months.

WHEREAS, Martin Filla applied to the Town Board for a single trailer

be and hereby is granted for a period of six (6) months.

WHEREAS, the Town Board has examined the application and after invest=
igation made findings -and- determinations as required by law,
NOW, THEREFORE, BE IT RESOLVED: That the Supervisor be and he hereby
is authorized and directed to execute on behalf of the Board the
findings and determinations required by law, and it is further
RESOLVED: That the Town Clerk be and he hereby is directed to issue a
Bingo License to the American Legion Auxiliary G.T.G. Post #803,
Southold, New York.

WHEREAS, Section 467 of the Real Property Tax Law, as added by Chapter.
616 of the Laws of 1966, authorizes towns , after a public hearing, to
enact a local law or ordinance granting a 50/ tax 'exemption on real,
property. owned by persons 65 years of age or over who meet the statut
ory qualifications, and
WHEREAS, this Board desires to enact such an ordinance,
NOW, THEREFORE, BE IT RESOLVED: That a public hearing, be held, by the
Town Board of the Town of Southold on the 24th day of January, '.1967 ,
at the Supervisor 's Office, 16 South Street, Greenport, N.Y. . at 7 :-30
P.M. in the matter of the adoption of the following ordinance, to wit:-
An ordinance to provide for a partial tax exemption' of real property
owned by certiin persons with limited income who are 65 years of- age or
over, pursuant to Section 467 of the Real Property Tax' Law of the State
of New York.
Be it ordained by the Town Board of the Town of Southold, Suffolk
County, New York, as follows :
SECTION 1. The purpose of :th.is ordinance is to grant a partial exemption
from taxation to the extent of fifty per centum of the assessed valuation
of real property which is owned by certain persons with limited income who
are sixty-five years of age or over meeting the requirements set `forth .in
section 467 of the Real Property Tax Law.
SECTION 2. Real property owned by persons sixty-five years of age or over
shall be exempt from town taxes to the extent of fifty per 'centum of. the
assessed valuation subject to the following conditions :
a. The owner or all of the owners must file an application
annually in the assessor ' s office at least ninety days before the day for
filing the final assessment roll or such other time as may be hereafter
fixed by law.
b. The income of the owner or the combined income of` the
owners must not exceed $3, 000 for the twelve consecutive months prior
to the date that the application is filed. ` -
+ c. Title to the property must be vested in the owner, or if
more than one, in all the' owners for at least- sixty consecutive months
prior to the date that the application is filed.
d. The property must be used exclusively for residential
purposes, be occupied in whole or in part by the owners, and constitute
the legal residence'. .of the owners.
SECTION 3. .This ordinance shall take effect immediately..

RESOLVED: That Walter Griffin, . Jr. be engaged under contract to provide
a mail transfer and haulage for the Fishers Island Ferry District for a
period from January .l, 1967 through December 31, 1967 inclusive,,' in accord-
ance with the terms and condition.s of the contract submitted by the Board
of Commissioners of the Fishers Island Ferry District, and be it further
RESOLVED: That the effective date of such contract be January 1,. 1967 ._
and the amount of compensation for such service shall be $115. 00 per month.

WHEREAS, tle Board of Commissioners of the Fishers Island Ferry District
has by contract retained the firm of Johnson and Williams, Public Account-
ants, of 774 Broad Street, Waterford, Conn. to perform auditory and account-
ing services for the said District effective as of January 1, • 1967 at an
annual fee of $110.0. 00 to be paid quarterly,
NOW, THEREFORE., BE IT RESOLVED: That the Southold Town 'Board approves of,
said contract.

RESOLVED:, That the Southold Town Board approves the action of Fishers Island
Ferry District on the following resolution:
WHEREAS, the Board of Commissioners are of the opinion that it is' in ' the
best interests of the Ferry District to engage the services of a well qual-
ified person to supervise the construction of the two ramp. facilities of
the Ferry District for the new ferry operation, and
WHEREAS, .John Appelt of Orient, N.Y, has. acted in this capacity for other
work for ,this. District in a qualified manner, `
BE IT` RESOLVED: That John Appelt be engaged as Inspector and Supervisor
of construction for. the two proposed ramp facilities for the Ferry
District's new vessel, and be it further,
RESOLVED: That subject. appointment. be effective December 31, 1966.
