Albertson, 16 South Street, Greenport, New York, on June 11, 1968, with the following present: Supervisor Albertson; Councilmen Demarest and Valentine; Justices Clark and Suter; Town Attorney Tasker; Supt. of Highways Dean and Town Clerk Richmond. Moved by Councilman Valentine; seconded by Justice Suter; RESOLVED: That the next meeting of the Town Board will be held at the office of Supervisor Lester M. Albertson, 16 South Street, Greenport, New York, on Tuesday, July 2, 1968, at 3 :00 P.M. Vote of Town Board: Ayes-Supervisor Lester M. Albertson; Councilmen Demarest and Valentine; Justices Clark and Suter. Moved by Councilman Demarest; seconded by Justice Suter; RESOLVED: That the minutes of the meeting of May 28, 1968, be and they hereby are approved. Moved by Justice Clark; seconded by Councilman Valentine; RESOLVED: That the reports of Supervisor Albertson, Building Inspector Terry, Police and Town Clerk Richmond for the month of May, 1968, be and they are accepted by the Town Board and placed on file. Moved by Councilman Demarest; seconded by Justice Suter; WHEREAS, a petition was- received from Oak Grove Realty Corporation, N.Y. requesting a change of zone of certain property in Greenport, N.Y. des- cribed in said petition from "A" Residential and Agricultural District to "B" Business District, NOW, THEREFORE, BE IT RESOLVED: That the Town Clerk of the Town of South- old bet.and he hereby is directed to transmit this application to the Planning Board in accordance with Section 901, Subdivision C of` Article IX of the Building Zone Ordinance of the Town of Southold. Moved by Justice Suter; seconded by Justice Clark; RESOLUTION AUTHORIZING THE REDEMPTION, IN PART, OF A $51, 000 BOND ANTICIPATION NOTE FOR LAND ACQUISITION-1967, TO THE EXTENT OF $10, 000 AND APP.ROPRIATIING SAID AMOUNT THEREFOR. Recital WHEREAS, the Town of Southold (herein called "TOWN") , in the County of Suffolk, New York, has heretofore duly authorized, sold and issued its $51, 000 Bond Anticipation Note far the Land Acquisition-1967 , and it is now desirable to redeem said Note to the extent of $10, 000 from a source other than the proceeds of the bonds in anticipation of which said Note has been issued; now, therefore, be it RESOLVED BY THE TOWN BOARD OF THE' TOWN OF SOUTHOLD IN THE COUNTY OF SUFFOLK* NEW YORK, AS FOLLOWS: Section 1. The $51, 000 Bond Anticipation Note For Land Acquisition- 1967 of the. Town, hereinabove referred to. in the .Recital. of this resolution, is hereby- authorized to be on or before June 7, 1968., to the ex- tent of $10, 000 from funds of the Town now available to said purpose, said funds being a source other than. the proceeds of the bond in anticipation of which said Note was issued, and .the said amount of, $10, 000. is hereby appropriated therefor. Recital WHEREAS, the Town of Southold . (herein called "TOWN") , in the. County of Suffolk, New York, has heretofore duly authorized, .sold and issued its $51, 000 Bond Anticipation Note .For Land Acquisition-1967, and -has duly authorized the redemption of . the Note to the extent of $10, 000 and ,it is now necessary and desirable to provide for the renewal, in part, of said Note by the issuance of a new Note in the principal amount of $41, 000; now, therefore, be it RESOLVED BY THE TOWN ,BOARD OF THE TOWN OF SOUTHOLD, IN THE COUNTY OF SUFFOLK, NEW YORK, AS FOLLOWS: Section 1. Said Note is hereby sold to tfie SECURITY NATIONAL BANK OF LONG ISLAND, Riverhead, New York,. at the price of $51, 000, to bear interest at the rate of two and three-quarters per centum (2 3/4 /) per annum, payable at maturity, and the Supervisor is hereby authorized to deliver said Note to said purchaser upon .receipt of the purchase price, plus accrued interest, if .any,. from- the date of said Note to the date of delivery. Section 4 Said Note shall. contain the recital of balidity prescribed by Section 52.00 of the. Law and shall be a general obligation of the Town, payable as to bath principal .and interest by a general tax upon all the 70 taxable real property within the Town, without limitation of rate, or amount. The faith and credit of the Town oEe hereby irrevocably pledged to the punctual payment of the principal and interest on said ;.Note and provision shall be made in the budget of -the -Town by .appropriation for, the redemption of a Note to mature in such year and for the ,payment _of interest '.t6 be due in such year. Section 5. Said Note shall be -executed in. the -name of the Town by its Supervisor and the -corporate seal of .said Town shall be affixed thereto and attested by its Town Clerk. Section 6. This resolution shall take effect immediately. Due to inclement weather -the Hearing at Fishers Island, N.Y. scheduled for June 11, 1968 at 10 A.M. was postponed to Friday, June 18, 1968-,- at 12 noon at the Legion Hall, 'Fishers Island. The boat will leave Orient Marina at 10 A.M. Moved by Councilman Demarest; seconded by Justice Suter; WHEREAS, the Public Employees Fair Employment. Law., constituting .Article 14 of the Civil Service Law provides that this- board shall define the appropriate employer-employee negotiation units, .and WHEREAS, this board has heretofore created two such:. uni.ts in. the.-town, one unit being the "police- unit" to include= all uniformed policemen in the police department and the other unit being the "general unit" to include all other town employees% except those deemed to be management, and WHEREAS, two employee organizations have evidenced a. desire to. be rec- ognized as the negotiating representative of the uniformed policemen in the "police unit", -namely the Southold Town' Police Benevolent Associat- ion, Inc. and the Suffolk Chapter - Civil, Service .Employee-s Association, ' and WHEREAS, it is desired to ascertain the employees ' choice of the employee organization to l.:,represent them iri the "police unit" by . conducting an election, and to establish procedures therefor, NOW, THEREFORE, BE IT RESOLVED.-AS FOLLOWS: 1. That an election shall be held by .this .board of- the employees in the "police unit" on '-Tuesday, the 9th day .of July, 1968 ,at the Southold Town Clerk 's Office '-between the hours of 3 :OOo`clock P.M. and 500 . o 'clock P.M. 2. Such election shall be by secret ballot. 71 3: The ballot shall contain the two employee organizations which claim to represent the employees in the "police unit" namely the Southold Town Police Benevolent Association, INc. and the Suffolk Chap- ter - Civil Service Employees Association. 4: Each of said organizations shall be entitled to be ;.represented at said election by two observers of its own choice. 5: Any party to such election may challenge for good cause, the eligibility of any person to participate in such election. The ballots of such challenged persons shall be impounded. 6. Upon the conclusion of the election, the parties thereto shall- be furnished with a tally of the ballots. 7. Notice of the time and place of such election shall be given by posting a notice of the time and place and purpose thereof on-' the bulletin board at Police Headquarters', Peconic, "New York, at least five ' (5) days prior to such election and by mailing a copy of such noticeto each uniformed policeman in the police department by regist- ered mail at least five (5) days prior to such election. Richmond Town Clerk SPECIAL; MEETING OF JUNE 18, 1968 WAIVER WE, the- undersigned, being members of the' Town Board of the Town of Southold, Suffolk County, New' York, do hereby severally waive- notice of the time, place and purpose of the meeting of the Town Board to be held at Fishers Island, New York, in the Town of Southold, New York, on Tuesday, June 18, 1968, and do hereby consent that the same be . held on said date for the transaction of any business which may prop- erly come before said meeting. Richmond, Town Clerk A special meeting of the Southold Town Board was held on the Blue Bell Police Boat, Fishers Island, N.Y. the members of the Board having waived notice of the time, place and purpose of the meeting. The meeting was called to order by Supervisor Lester M. Albertson at 11:30 A.M. Moved by Justice Suter; seconded by Councilman Demarest; WHEREAS, the Cutchogue-New Suffolk Historical Society, Cutchogue, N.Y. has requested the permission of the Town Board to use Cases Lane for recreation and activities on July 6, 1968, =NOW, THEREFORE, BE IT RESOLVED:., That Cases Lane, Cutchogue, N.Y. be closed to the public traffic from Route 25 to the first private drve- way on Cases Lane, on July 6, l'968. Supervisor Albertson was authorized to re-hire Thomas Reeve, Mattituck, New York, for Bay Constable for the summer months beginning July 1, 1968. Zone Ordinance and - Officer for Multiple Residence Law for a one-year probationary period commencing July 1, 1968, and be it further 2_. .72 RESOLVED: That the salary be and hereby is fixed at the sum of $6800. 00 per year payable in regular monthly payments during said term. and that such position be held at. the pleasure of the Town Board unless other- wise provided for by law, . and be it further RESOLVED: That the Town Clerk. be instructed to file such certificate with the proper. parties as is required by Section 30 Subdivision 3 of the Town Law.
