The Southold Town Board met at the office of Supervisor Lester M.
Albertson, 16 South Street, Greenport, N.Y, on Tuesday, February 27 ,
1968, '-The meeting was called to - order at 3 :00 P.M. with the following
present: Supervisor Albertson; �"ouncilmen Demarest and Valentine;
Justices Clark and Suter; Town Attorney Tasker; Superintendent of
Highw.z s Dean and Town Clerk Richmond.
Moved by Councilman Valentine; seconded by Justice Suter;
RESOLVED: That the minutes of February 13, 1968 be and they hereby
are approved.
Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest
and Valentine; Justices Clark and Suter.
Moved by Justice Clark; seconded by Councilman Valentine;
RESOLVED: That the next meeting of the Town Board will be held at the
Supervisor ' s Office, 16' South Street, Greenport, New York, on. Tuesday.,
March 12, 1968, at 3 :00 P.M.
Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest
and Valentine; Justices Clark and Suter.
Moved by Justice Clark; seconded by Councilman Valentine;
RESOLVED: That Lester M. Albertson, Supervisor, be and he hereby is
authorized to appoint a committee of three (3) on . a Local Narcotic
Guidance Council for the Town of Southold.
Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest
and Valentine; Justices lElark and Suter.
Moved by Councilman Demarest; seconded by Justice Clark;
WHEREAS, the Congress has amended the Social Security Act to provide -
for a more definite income eligibility level for medical assistance
recipients in determining the amount of federal matching funds; and
WHEREAS-
the action by Congress would substantially reduce the amount
of federal sharing in the New York State Medicaid program in 1968-69 .
and in ensuing fiscal years ; and
WHEREAS,, failure to bring the New York State Medicaid program into agree-
ment with the provisions contained' in the federal law would place an
additional financial burden upon the State and local governments, and
WHEREAS, the cost of the program has already contributed to- the need
for increased local revenues in many areas ; now, therefore, be, it
RESOLVED: That the Supervisors ' Association of the State of New York
Inc. urges the New York State Legislature to amend the Social Services
Law to bring the Medicaid program into line with the requirements of
the federal law, including:
1. Elimination from participation in Medicaid of non-federally aided
adults in the 21 to 64 age group except in the event of catastrophic
illness as provided in the law prior -to the enactment of Medicaid, and
2 . Reduction in the income eligibility levels to at least the level
required for federal matching funds as adjusted during the three-year
period ending in 1970; and be it further
RESOLVED: Thatr.copies of this resolution forthwith- be tra-nsmitted .to
each New York- State Legislator; and' to the legislative body of each.

sign the contract for street lights on Fishers Island.

RESOLVED: That Supervisor Lester M. Albertson, be. and he hereby is auth-
orized_,to gign the necessary papers for AN ACT # 5-548, Assembly Bill
A-80.3, to erect the county of Peconic from the territory now comprised
of the Towns of East Hampton, Riverhead, Shelter Island, Southampton
and Southold in the County of Suffolk.
Vote of Town Board: Ayes-Supervisor Albertson; councilmen Demarest
and Valentine; Justices Clark and Suter.
Moved by Justice Suter; seconded by Councilman Demarest;
RESOLVED: That Adam Johnson of Greenport, N.Y. be and he hereby is
appointed part time Dog Warden for a six month probationary period for
the Town of Southold, he to serve at the pleasure of the . Town Board and
that his duties be directed by the Town Board, and be it further
RESOLVED: That Adam Johnson be compensated for such services at the gate
of $3800.00 per year, and further
RESOLVED:, That. this appointment, be effective as of 14 ry-i

WHEREAS, Sam Brown has (Rtplied to the Town Clerk for a single trailer
renewal permit dated- February 16,, 1968,
:NOW, THEREFORE, BE IT RESOLVED:. That the application of Sam Brown to
locate a single trailer on his property off Middle Road, Cutchogue, N.Y.
be and the same is hereby granted for occupancy C for a sim (6) month period.

RESOLVED: That the Town Clerk be and he hereby is directed to request
the Long Island Lighting Company to:
(1) remove one 100 cp street light on LILCO pole #439 and replace it .
with one 400 MVOH street lighton East Main Road, Southold, N.Y. , . and
(2) place one (.1) 4.00 MVOH street light on LILCO pole#12 , Pike
Street, Mattituck, N.Y.

Moved by Councilman. Demarest;, seconded by Justice Suter;
WHEREAS,, Bernard Kaplan, by petition verified the. 2lst day. of December,
1967 , , petitioned the Town Board,,for ,a change- of zone of certain real
property described in said petition..from "A" Residential and Agricult-
ural District to "M',' Multiple: Residence District, . and
WHEREAS, the said petition was referred to the Planning Board for its
official recommendation and report, and
WHEREAS, the .Planning Board has .filed it ' s official report with the
Town Board, and
WHEREAS, the .Town Board, pursuant to due notice thereof, held a hearing
thereon ibn the 13th day of February., 1968, at which time all interested
persons were given an opportun_ity .to be heard,
NOW, THEREFORE, BE IT RESOLVED: That the relief demanded in said .petition
of Bernard Kaplan be and the same is in, all respects DENIED.,

Robert Seh appeared before the Board_ requesting that more material be .
removed from Deep Hole Creek in front of his property,.
A letter was received from William Wickham, Esq....,in regards to the test
well 'in the vicinity of. his and other property owners west ,of Alvah' s
Lane, Cutchggue, N.Y.
A letter of thanks was received from Mr. Conlon 'for- the street lights.
The Southold Town Board could not consider the offer of the Village 'of
Greenport for property to be used as a Town Hall since the requirements
of the Village in relation to the offer were impossible to be met.
