Albertson, 16 South Street, Greenport, New York, at 2 :30 )P.M. on Friday, February 2 , 1968 with the following present: Supervisor Albertson; Councilmen Demarest and Valentine; Justices Clark and Suter; Town "21-erknR chmbndr; Waiver: WE, the undersigned, being members of the Town Board of the Town of Southold, Suffolk County, New York, do hereby severally waive notice of the time, place and purpose .of the meeting of the Town. Board to be held at Greenport, in the Town of Southold, New York, on Friday, Febru- ary 2, 1968, and do hereby consent that the same be held on said date for the transaction of any business which may properly come before said meeting. John Gada is presently a constable of the Town of Southold duly appointed as such by. this board, and WHEREAS, the said A. John Gada, because of illness , is presently unable to perform his duties as a constable of the Town of Southold, and WHEREAS, this board deems it in the best interest that another qualified person residing on Fishers Island be appointed as a temporary constable during the" inability of the said A. John, Gada to perform his functions as such, NOW, THEREFORE, BE IT RESOLVED: That Richard. A. Jenssen be and he hereby is appointed a temporary constable of the Town of Southold to perform his duties as such on Fishers Island in .said Town of Southold to serve atthe pleasure of the board or until the said A. John Gada is able to resume his duties as constable and the. said Richard A. Jenssen shall be paid at the rate of $85 .00 per month, as of February. 3, 1968. Moved by Councilman Valentine; seconded by Councilman Demarest; RESOLUTION 1968 AUTHORIZING THE SUFFOLK COUNTY DEPARTMENT OF LABOR TO ACT AS THE IMPARTIAL AGENCY TO CONDUCT AND ,SUPERVISE A SECRET BALLOT REPRESENTATION ELECTION AMONGST EMPLOYEES. OF THE SOUTHOLD TOWN POLICE DEPARTMENT, TO ESTABLISH PROCEDURES AND CERTIFY THE RESULTS THEREOF WHEREAS, Section 206. 1 of the New York State. Public Employees ' Fair . Em- ployment Law authorizes every government, acting through its legislative body, to establish procedures to resolve disputes concerning the repre- sentation status of employee organizations of employees of such govern- ment; and WHEREAS,, the Police Benevolent Association has approached the Southold ' Town Board to pepresent certain employees of the Southold Town Police Department for the purpose of collective negotiations; and WHEREAS, the Southold Town Board has - determined that in order to ascertain such employees ' choice of employee organization as their representative, a secret ballot representation election is necessary; and WHEREAS, the Suffolk County Department of Labor, as an impartial agency, has agreed to conduct and supervise such representation election; now, therefore, be it RESOLVED: That the Suffolk County Department of Labor be and is hereby authorized to act as an impartial agency to conduct and supervise a secret ballot representation election amongst certain employees of the Southold Town Police Department; and be it further RESOLVED: That the Suffolk County Department of Labor be and is hereby authorized to establish procedures not inconsistent with the provisions of the New York State Public Employees ' Fair Employment Law; such proced- ures to include provisions for : a pre-election hearing, establishment of times and places of election, notice of the election, absentee and challeng- ed ballots, observers, objections to the election, and certification of the election.
