MEETING OF AUGUST 26, 1969
The Southold Town Board met at the office of Supervisor Albert M. Martocchia
at Greenport, New York, on August 26, 1969 with the following present-:
Supervisor Martocchia; Councilmen Demarest and Valentine; Justices Clark
and Suter.; Town Attorney Tasker; Superintendent of Highways Dean and Deputy
Town Clerk Marion Regent. Absent: Justice E. Perry Edwards.
Moved by Justice Suter; seconded by Councilman Valentine;
RESOLVED: That the minutes of August 12, 1969 be and they hereby arm
approved. Vote of Town Board: Ayes- Supervisor
Martocchi;. Justices Clark and Suter; Councilmen Demarest and Valentine.
Moved by Councilman Valentine; seconded by Justice Clark;
RESOLVED: That the next meeting of the Town Board will be held at the
office of Supervisor Albert Martocchia, 16 . South Street, Greenport, N.Y.
on Tuesday, September 9, 1969, at 3 :00 P.M.

and Valentine; Justices Clark and Suter.

RESOLVED:. That the report of the Fishers Island Ferry District for the
month of July 1969 be accepted by the Town Board and placed- ori file.

)RESOLVED: That Supt. of Highways Dean of the Town of Southold, be author-
ized to advertise for bids and to purchse from the lowest responsible
bidder 200 tons of No. l Grade Cayuga (or equal) Rock Salt, more or less,
delivered in 100 lb. paper bags, by truck, to Peconic, N.Y.

and Valentine; Justices Clark and Suter.

RESOLVED: That the Town Clerk be and he hereby is directed -to request
the Long Island Lighting Company to install the following lights :
One 2500 Lumen on LILCO pole #4 at intersection of Hickory & Pine Rds, Shd.
One 75 MVOH on LILCO pole #2, Stars Road, East Marion
One 1000 Lumen on LILCO pole #5," Stars Road, East Marion.

Moved by 'Councilman Valentine; seconded by Councilman Demarest;
RESOLVED: That Supervisor Albert Martocchia be and he hereby is authorized
to request the State Traffic Commission to make 'a survey for a 30 M.P.H.
speed limit in the Founders Estates Area consisting of the following
roads : Hobart Road, Founders Path, Cottage Place, Old Shipyard Lane, Terry
Lane and Town Harbor Lane.

and Valentine; Justices Clark and Suter.

WHEREAS, Thomas Byrnes, Radio Operator, Police Department, has' for the
past few years been a faithful employee of the Town of Southold, and is
now retiring from his position,
NOW, THEREFORE, BE IT RESOLVED: That the Town Board of the Town of
Southold express to Mr. Byrnes its grateful appreciation of his services.

and Valentine; Justices Clark and Suter.
Moved by Councilman Valentine; seconded by Councilman Demarest;
RESOLVED: That the Southold Town Board release $12, 000 cash in escrow
from Estate of. Fleet, Eastwood Estates, Cutchogue, N.Y. as security for
the completion. of roads in the development known as Eastwood Estates,
Cutchogue; N.Y. said roads having been approved and accepted by the
Town Superintendent of Highways.

Moved by Councilman Valentine; seconded by Councilman Demarest;
WHEREAS, Fleet. Estates (Eastwood Estates) Cutchogue, N.Y, has made
application to the Town Board to dedicate certain highways at Cutchogue,
N.Y. to be known as EASTWOOD DRIVE and HOLDEN AVENUE, more fully described
in said petition together with release executed by the owners. thereof, and
WHEREAS, the Highways Superintendent has inspected the said highways and
has advised the Town Bard that said proposed highways comply in all re-
spects with the specifications for the dedication of highways in the
Town of Southold,
NOW,, THEREFORE, BE IT RESOLVED: That in accordance with Section M of the
Highway Law of the State of New York consent be and the same is given
to the Superintendent of Highways to made an order laying out the afore-
said highways to consist of lands described in said application as shown
on certain maps attached to said application, and
BE IT FURTHER RESOLVED:. That the Town Clerk be and, he hereby -is author-
ized and directed to forthwith cause the dedicatiion, release and deed
to be recorded in the office of the Clerk of the County of Suffolk.

Moved by Councilman Valentine; seconded by Justice Suter;
WHEREAS, the family of Capt. -George Louis Miner of Youngs Avenue,
Southold, N.Y. received a telegram from the United States Army Adjutant
General 's Department that .their son had been killed in Vietnam on August
17, 1969, while flying a helicopter rescue mission,. and
WHEREAS, George Louis Miner was born in Southold, June 12, 1945, and
his boyhood and youth are an example of dedicated participation in the
facers of this community life which denote the good and active citizen,
having been .in the High School Band, Chorus, Dramatic Club, Latin Club,
Senior Play, a member of the the Baseball and Cross Country Teams, and
a graduate of Southold High School indl963 and Citadel in 1967, and
WHEREAS, Capt. George .-Louis Miner was a loyal citizen of his country as
evidenced by his service' record ,in the United States Army,
NOW, THEREFORE, BE IT RESOLVED: That a copy of this resolution be made
a part of the minutes of the Town Board and a copy thereof be transmitted
to his family in order to extend to the members of his family an ex?er
pression of sincere sympathy on their loss and appreciation for the
fine example set by George Louis Miner for the youth of 'this community.

Moved by Justice Suter; seconded by Councilman Valentine;
WHEREAS, the Presbyterian Church Youth Group has requested that a portion
of Sound Avenue, Mattituck, be closed to traffic on August 28, 1969, .
from 7 :30 P.M. to Midnight for the purpose of a youth street dance,
NOW, THEREFORE, BE IT RESOLVED: That the above request be granted.

Moved by Justice Clark; seconded by Councilman Valentine;
RESOLVED: That the Southold Town Board approves .a performance bond in
the amount of $8500. 00 for the completion of roads in the subdivision
known as WILLOW TERRACE, Orient, N.Y. owned and developed by Robert
Douglasa, upon the recommendation of .the Southold Planning Board.

Valentine; Justices Clark and Suter.
A camping application of Maria Papagiannakis, Stars Rd. ,.' East Marion, N.Y.
was discussed and withdrawn by the applicant because the sanitation
and water requirements could not be met and would have to be denied
by the Board.
Moved by Justice Clark; seconded by Councilman Demarest;
WHEREAS, Warren Kalbacker wishes to purchase a strip of land belonging to
the Town of Southold, 50 'x108 ' , more or .less, with existing .restrctions,
NOW, THEREFORE, BE IT RESOLVED: That this letter of application be turned
over to the Town Attorney for review and recommendationo

Supervisor Martocchia instructed the members of the Board to suggest dog
enumerators for the year 1970 as the census must be started on October 1st
and completed by December lst, 1969.
The damaged condition of the bulkhead at Mattituck Inlet belonging to
_. the Town of Southold was discussed. Mr. Dean, Superintendent of Highways,
will get an estimate on the cost of repair of this bulkhead and present
ittD the Board at the September meeting.
The Building Inspector presented a last of unfinished roads on file in
his office. Attorney Tasker advised him to instruct the Planning Board
to contact the developer and 'the Bonding Company.
Dr. Goldner and Mr. Norman appeared before the Board with complaints
concerning the use of Goldsmith' s Inlet, Peconic. They reported instances
where people who are not residents of the Town abused . the ,privileges of
the beach and they showed pictures to prove their points. They request
a system of control before the-next summer season.
Mr. Waymie appeared before the Board to request directional signs to
Custer Institute and the Archiological Building on Bay View Road, Southold,
and also a sign placed on Doctor ' s Path, Southold, N.Y,
The Town Bca rd will meet with several farmers in the Town' of Southold to
determine a satisfactory means in which cover crops can be palnted in
plenty of time to prevent the usual dust storms which have been exper-
ienced in the past few years.
Moved by Councilman Valentine; seconded by Supervisor Martocchia;
RESOLVED: That a request be made to the State Traffic Commission to
determine the feasability of extending the present speed zone which est-
abishes a 35 MPH speed limit on Route 25, SH8229, between Stata6nnl28+-
(700+_ feet west of Cases Lane) and Station 170+- (500 feet east of
Stillwater Avenue) , a distance of 0.8 miles,. Such zone established under
Section lG47. 37 subdivision (b), of the Regulations of the State Traffic
Commission on December 3, 1965.I Such extension to be made by' deleting
the reference to Station 170+=* and adding the proper station in the
vicinity of NYS Milepoint Marker 25, 0704, 15. 58, an additional distance
of .4+- miles west -of its present terminus.
