The Southold Town Board met at the office of the Supervisor, Albert M.
Martocchia, 16 South Street, Greenport, New York, on Thursday, Nov. 5,
1970 with the following present: Supervisor Martocchia; Councilmen
Valentine end Rich; Justices Demarest and Suter; Town Attorney Tasker;
Superintendent of Highways Dean and Town Clerk Richmond. Absent: Justice
E. Perry Edwards, Fishers Island.
Moved by Justice Demarest; seconded by Justice Suter;
RESOLVED: That the minutes of the meeting of October 27 , 1970 be and
they hereby are approved.

WHEREAS, George Muir, East Marion, N.Y. has been a faithful and con-

NOW, THEREFORE, BE IT RESOLVED: That it is with deep regret that the
Town Baird of the Town of Southold accepts the resignation of George
Muir, effective in December 1970, and it is further
RESOLVED: That a copy of 'this resolution be forwarded to George Muir
and a copy be recorded in the minutes of the meeting of the Town Board.

WHEREAS, a map entitled "Proposed West Greenport Water Supply District" ,
situate in the Town of Southold, Suffolk County, New York, showing the
boundaries .of the proposed West Greenport Supply District together with
a plan and report have heretofore been filed in the office of the Town
Clerk, and
WHEREAS, the boundaries of the said proposed Water Supply District are
as follows :
ALL that certian tract, piece or parcel of land, situate
west of the Incorporated Village of Greenport, in the Town of
Southold, County of Suffolk and State of New York, bounded
and described as follows :
BEGINNING at a point formed by the intersection of the north-
erly line of New York State Route 25 (Main Road) with the center
line of Pipes Neck Creek (Moores DraiAt,, running thence in a
southerly direction along the center line of Pipes Neck Creek
to the mean high water line of Peconic Bay, continuing thence
along the mean high water line of Peconic Bay in a generally

southerly and then westerly direction to a point formed
by the intersection of the westerly line of land now or
formerly of L. Booth with said mean high water line,
running thence northerly along the westerly line of land

Lane to a point formed by the intersection of the east-
erly line of Chapel Sill Lane with the southerly line of
land of Long Island Lighting Company, running thence
easterly along the southerly line of land of Long Island
Lighting Company to the southeast corner of land of
Long Island• Lighting Company running thence easterly to
the northwest corner of land of St. Peter ' s Church,
running thence southerly along the westerly line of land
of St. Peter ' s Church to the northerly line of New York
• State Route 25 (Main Road) , running thence easterly along
the northxly line of New York State Route 25 (Main Road)
to the point or place of beginning.
WHEREAS, the eygnroposed services to be performed or supplied by the
Village of Greenport to said District shall consist of the extension
of the existing Village of Greenport water system into said District
and the maintenance and operation thereof all in accordance with the
aforesaid map, plan and reprt now on file in the office of the Town
Clerk, and
WHEREAS, the maximum amount to be expended annually for such services
shall not exceed the sum of $24, 500, and
WHEREAS, said map, plan and report are on file in the Town Clerk ' s
Office, for public inspection, now therefore, it is
ORDERED, that the Town Board of the Town of Southold shall meet and
hold a public bieeting at the Supervisor ' s Office, in said Town on the
24th day of November, 1970, at 7 :30 P.M. (prevailing time) to consider
such proposed establishment of. such Water Supply District and _to hear
all persons interested in the .subject thereof, concerning the. ,same
and for such other action on the part of said Town Board with relation
thereto as may be required or authorized .by law.

appointed School Crossing Guard and Dog Warden for the Town of Southold
at a salary of $6500. 00 per year, effective Decemberll, 1970, .and
BE IT FURTHER RESOLVED: That such position be held at the- pleasure of
the Town Board unless otherwise provided for by law.

BOND ANTICIPATION NOTE RESOLUTION OF THE TOWN OF SOUTHOLD,
NEW YORK, ADOPTED NOVEMBER 5, 1970, AUTHORIZING THE ISSUANCE
OF A $6, 000 NOTE IN ANTICIPATION OF .THE SALE OF SERIAL ,
BONDS OF THE TOWN IMETOFORE AUTHORIZED TO BE ISSUED FOR
IMPROVEMENT OF TOWN ROADS, IN SAID TOWN.
RESOLVED by THE TOWN BOARD OF THE TOWN OF SOUTHOLD, IN THE COUNTY OF
SUFFOLK, NEW YORK, AS FOLLOWS :
Section 1. A bond anticipation note of the Town of
Southold (herein called "Town") , in the County of Suffolk, New York,
in the principal amount of $6, 000 is hereby authorized to be issued
pursuant to the provisions of the Local Finance Law, constituting
Chapter 33-a. of the ,.Consolidated Laws of the State of New York
(herein called "Law") , for the specific object or purpose, .as .more
fully described by the resolution entitled: .
"Bond Resolution of the Town of. Southold, New York,
adopted October 6, 1970, appropriating $6, 000 for the improvement
of Town roads, in said Town, stating the estimated macimum cost thereof,
is $6, 000 and authorizing .the issuance of $6, 000 serial bonds of the
Town to finance said appropriation, "
duly adipted by the Town Board on the date therein referred to. . SAid
Note is to be issued in anticipation of .the sale of; .serial bonds of the
Town h.bretofore authorized to be issued by said resolution. No bond
anticipation notes are outstanding in anticipation of the sale of said
bonds and the Note hereby authorized is not a renewal Note. The period
of maturity of the Note hereby authorized shall not exceed one year
from date, 'and said Note may be renewed pursuant to the provisions of
the Law. ' Said Note is to be issued in anticipation of bonds for a non
assessable improvement.

Section 2. The terms, form and details of said Note shall be as
follows : Amount: $6, 000 Bond Anticipation Note
For Road Improvements-1970.
\Date: November 6, 1970
Matures : November 6, 1971, subject to prior redemption
No. 1 Denomination: $6, 000
Interest rate: 4% per annum,payable at maturity
Place of payment of principal and interest:
Supervisor ' s Office, Greenport, New York
Form of Note : Substantially in accordance with form
prescribed by the Law.
Section 3. Said Note is hereby sold to the NORTH FORK BANK AND TRUST
COMPANY, Mattituck, New York, at the purchase price of $6, 000 to bear
interest at the rate of four per centum (4%) per annum, payable at maturity,
and the Supervisor is, hereby authorized to deliver said Note to said purchaser
upon receipt of the purchase price, plus accrued interest, if any, from the
date of said Note to the date of delivery.
Section 4. Said Note shall contain the recital of validity prescribed
by S. 52.00 of the Law, and shall be a general obligation of the Town,
payable as to both principal and interest by a general tax upon all the
taxable real property within the Town, without limitation of rate or
amount. The faith and credit of the Town are hereby irrevocably pledged
to the punctual payment of the principal of and interest on said Note and
provision shall be made in the budget of the Town by appropriation for the
redemption of the Note ,to mature in such year and for the payment of inter-
est to be due in such year.
Section 5. Said Note shall be executed in the name of the Town by
its Supervisor and the corporate seal of said Town shall be affixed thereto
and attested by its Town Clerk.
Section 6. This resolution shall take effect immediately.

and place specified in the notice of public hearing on the preliminary
budget and heard all persons desiring to be heard thereon; .now, therefore
BE IT RESOLVED: That the Town Board of the Town of - Southold does .hereby
adopt such ,preliminary. budget as originally compiled,.:as ,.the annual budget
of this Town for the fiscal year beginning on the lst day of January, 1971
and that such budget as so adopted be entered in detail :in the minutes -.of
the proceedings of this Town Board, and be . i;t further . . _
RESOLVED: That the- Town Clerk of the Town of Southold -.shall prepare and
certify, in duplicate, copies of said annual budget as adopted by the Town
Board of the Town of Southold, together with the estimates, if any, adolbted
pursuant to Section. 202-2 , subdivision 2, of the Town Law, and deliver one
copy thereof to the Supervisor of this Town to be presented by him to the
Board of Supervisors of the County of Suffolk.
