HomeMy WebLinkAboutTB-09/22/1970 MEETING OF SEPTEMBER 22, 1970 °9 1 5 The Southold Town Board met at the office of the Supervisor, Albert Martocchia, Greenport, New York, on Tuesday, September 22, 1970 with ' the following present: Supervisor Martocchia; Councilmen Valentine and Rich; Justices Demarest and Suter; Town Attorney Tasker; Superin- tendent of Highways Dean and Town Clerk Richmond. Moved by Justice Suter; seconded by Councilman Valentine; RESOLVED:. That the minutes of September 8, 1970, be and they hereby are paroved. Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Valentine and Rich; Justices Demarest and Suter. Moved by Justice Suter; seconded by Justice Demarest; RESOLVED: That the next meeting of . the Town Board will `be held at the office of the Supervisor,Albert Martocchia, 16 South Street, Greenport, New York, at 3 :00 P.M. on October 6, 1970. Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Valen tine and Rich; Justices Demarest and Suter. Moved by Councilman Valentine; seconded by Councilman Rich; RESOLVED: That the reports of the meetingssof the Commissioners of the Fishers Island Ferry District on July 8 and August 10, 1970 and the report for the month of August 1970 be and the same are accepted by the Town Board and placed on file. Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Valentine and Rich; Justices Demarest and Suter. Moved by Councilman Valentine; seconded by Justice Demarest; WHEREAS, the residents and taxpayers mn the area of the Town west of the Incorporated Village of Greenport have requested that a water district to established to provide water in said area, and WHEREAS, a feasibility study has been made by the Village of Greenport which study concludes that it is feasible to establish a water district in said area which system would be connected to the existing water system of the Village of Greenport, and WHEREAS, this Board deems it in the public interest to establish a water district in said area pursuant to the provisions of Article XII-A of the Town Law, NOW, THEREFORE, BE IT RESOLVED, pursuant to the provisions of Article XII-A of the Town Law, that the sum of $200.00 be and the same hereby is appropriated to pay the cost of preparing a general map, plan and report for providing the facilities, improvements or services in the proposed West Greenport water district, and it is further RESOLVED: That this resolution is subject to a permissive referendum. Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Valentine and Rich; Justices Demarest and Suter. Moved by Councilman Demarest; seconded by Justice Suter; RESOLVED: That the Southold Town Board approves the action df the Fishers Island Ferry District in repairing the ramp at a cost of $1850. Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Valentine and Rich; Justices Demarest and Suter. Supervisor Martocchia appointed Councilman Rich and Councilman Valentine a Recreational Committee. Moved by Justice Suter; seconded by Justice Demarest; WHEREAS, Carl Frelix, Jr. applied to the Town Board for a - single trailer renewal permit dated 1970, NOW, THEREFORE, BE IT RESOLVED: That a permit be granted to Carl Frelix, Jr. to locate a single trailer on property of Herman Hubbard on the NIS Main Road, Mattituck, N.Y. for a period of six months. Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Valentine and Rich; Justices Demarest and Suter. Moved by Justice Suter; seconded by Councilman Valentine; WHEREAS, W. Edgar Worthington has applied to the Town Board for a single trailer renewal permit dated 19701 NOW, THEREFORE, BE IT RESOLVED: That the application of W. VEdgar Worth- ington to locate a single trailer on his property, Sound A enue, Matt- ituck, New York, be and the same is granted for a six month period. Vote of Town Board: Ayes- Supervisor Martocchia; Councilmen _Valentine and Rich; Justices ..Demarest and Suter. Moved by Justice Demarest; seconded by Justice Suter; WHEREAS, a petition was received from Andrew Cassidy requesting a change of zone from "A" Residential and 'Agricultural District to "B-2 " Business District, NOW, THEREFORE, BE IT RESOLVED: ' That the Town Clerk of the Town of Southold be and he hereby is directed to transmit this application to the Planning Board in accordance with Section 901, subdvivision C of Article IX of the Building Zone Ordinance oar the Town of Southold. Vote of Town Board: Ayes- Supervisor Martocchia; Councilmen Valentine and Rich; Justices Demarest and 'Suter. Moved by Justice Demarest; seconded by Councilman Rich; RESOLVED: That a General Bill of Joseph P. Sullivan of $1200.00 for Agricultural Study be and the same is hereby ordered paid. Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Valentine and Rich; Justices Demarest and Suter.. Moved by justice Suter; seconded by Councilman Valentine; WHEREAS, Burton Potter Post #185 American Legion, Greenport, N.Y. applied to the Town Clerk for a .Bingo License Amendment, and WHEREAS, the Town Board has examined the application and after' invest- igation made findings and determinations as required by law, NOW, THEREFORE, 'BE IT RESOLVED: That the -Supervisor be and he hereby- is authorized and directed to execute on behalf of the Town Board the findings and determinations required by law, and it is further RESOLVED: That the Town Clerk be and he hereby is directed to issue an amended Bingo License to the .Burtoi Potter Post #185 American Legion. Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Valentine and Rich; Justices Demarest and Rich. Moved by Justice Demarest; seconded by Justice Suter; RESOLVED: That 'Chief Carl Cataldo be and he hereby is requested to " contact the State Traffic Commission for a study on the possibility of a reduced .speed limit between Lipco Road and Mary' s Road, Mattituck, New York (Route 27) . Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Valentine and Rich; Justices Demarest and Suter. Moved by Councilman Valentine; seconded by Councilman Rich; . RESOLVED: That Supervisor Albert Martocchia be and he hereby is authorized to purchase a Boston Whaler boat and motor, the sum not to exceed $900. 00. Vote of Town Board: Ayes-Supervisor Martocchia; Councilman Valentine and Rich; Justices Demarest and Suter. Moved by Councilman Valentine; seconded by Councilman Rich; RESOLVED: That Supervisor Albert Martocchia be and he hereby is author- ized to purchase one boat trailer, the sum not to exceed $300. 00. Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Valentine and Rich; Justices Demarest and Suter. 5 Moved by Councilman Valentine; seconded by Justice Suter; WHEREAS, Mattituck Fire Department requests . permission 'to close off Wickham Avenue from traffic during the hours of 6 PM to 9 PM for the purpose of conducting a series. of fire fighting evolutions for the benefit of the public on Friday, October 9, 1970, NOW, THEREFORE, BE IT RESOLVED: That the Town Board of the Town of Southold grants permission for said request to close off Wickham Avenue, Mattituck, from traffic between 6 PM and 9 PM on Friday, Oct. 9, 1970. Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Valentine and Rich; Justices Demarest and Suter. 317 Moved by Justice Demarest; seconded by Justice Suter; RESOLVED: That pursuant to Section 215, subdivision 1-a of the Town Law that the Board of Commissioners of the Orient=East Marion Park District be and they hereby are authorized to designate one of their members as Treasurer and Disbursing Officer for such District in place of the Supervisor, and it is further RESOLVED: That the Board of Commissioners of the Orient-East Marion Park District be and they hereby are authorized to employ' the Town Attorney of the Town of Southold to render professional services and advice and to receive such compensation therefor as may be agreed upon between the Commissioners and said Town Attorney. Supervisor Albert Martocchia stated that he had received notice from the Civil Service Commission granting a one year extension to September 30, 1971 for Alfred Grebe, ' a member of the Planning Board of the Town of Southold. Mart- occhia, 16 South Street, Greenport, New York, on Tuesday, October 6, 1970 with the following present: Supervisor Albert Martocchia; Council- man Rich; Justices Demarest and Suter; Town Attorney Tasker; Superinten- dent of Highways Dean and Town .Clerk .Richmond. Absent: Justice E. Perry Edwards and. Councilman Valentine. Moved by .Justice Suter; seconded by Councilman Rich; . RESOLVED: That 'the minutes of September 22, 1970 be and they hereby are approved. Vote of Town Board: Ayes-Supervisor Martocchia; Councilman Rich; Justices Suter and Demarest. Moved by. Justice Suter; seconded by Justice Demarest; RESOLVED: That the next meeting of the Town Board will be held at the office of. Supervisor Albert Martocchia, 16 South Street, Greenport, , New York, on October 27 , 1970 at 3 :00 P.M. Vote of Town Board: Ayes-Supervisor Martocchia; Councilman Rich; Justices Demarest and Suter. Mrs_. John Richmond, Orient, spokesman for a group of residents, requested the Eastern Long Island. Hospital to extend the deadline for closing the maternity section beyond March 31, 1971 as they are proposing to take action in obtaining an obstettician-gynecologist for the area. Two committees have already been formed, one to help locate a doctor and the other to help convince the residents of Southold Town that the maternity wing is necessary. They request help from the Town Board. Justice Suter and the Board promised to do everything in their power to help. Mrs. Carl Cooper of Greenport asked the Board' s help in keeping the his- torical St. Peters Evangelical Lutheran Church in Greenport. The 100 year old building with its lovely stained glass windows is for sale and there is a chance that it will be moved from the community. Supervisor Martocchia said that the Board has been considering renting a part of the church to house the Narcotics. Council, but that the owner had turned the .Board down. The Board promises to continue its efforts.
