HomeMy WebLinkAboutTB-08/25/1970 MEETING OF AUGUST 25 , 1970 307 The Southold Town Board met at the office of Supervisor Albert Martocchia, Greenport, New York, on August 25 , 1990, at 3 :00 P.M. with the following present.: Supervisor Martocchia; Councilmen Valentine and Rich; Justices Suter and Demarest; Town Attorney Tasker; Superintendent of "Highways Dean and Town Clerk Richmond. Moved by Justice Suter; seconded by Justice Demarest; RESOLVED: That the minutes of the Special meeting of August 4, 1970 and the regular meeting at Fishers Island, New York, .on August 13 , 1970 be and they hereby are approved. Vote. of Town Board: Ayes-Supervisor Martocchia; Councilmen Valentine and Rich; Justices Demarest and Suter. Moved by Councilman Valentine; seconded by Councilman Rich; RESOLVED: That the next meeting of the Town Board will be held at the office of Supervisor Albert Martocchia at 16 South Street, Greenport, New York, on Tuesday, September 8, 1970, at 3 :00 P.M. Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Valentine and Rich; Justices Demarest and Suter. Moved by Councilman Valentine; seconded by Justice Suter; RESOLVED: That the reports of the Fishers Island Ferry District and Police Department for the month of July 1970 be accepted by the Town Board. and placed on file. Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Valentine and Rich; Justices Demarest and Suter. Moved by Justice Suter; seconded by Councilman Rich; RESOLVED: That Chester Melot, Mattituck, New York, be and he hereby is appointed Attendance Officer, subject to the written approval of the District Superintendent of Schools, throughout the Town, except such schools as are otherwise provided for by Seel-ion 3213 of the Education Law, and be it further RESOLVED: That such Attendance Officer shall be removable at the pleasure of the District Superintendent of Schools, and be it further RESOLVED: That the compensation of such Attendance Officer be fixed at $1200. 00 per year, payable in regular monthly installments, he to pay his own expenses, and be it further RESOLVED: That the Town Clerk be and he hereby is instructed to notify Chester Melot and the District Superintendent of Schools of the appoint- ment. Vote of Town Board: Ayes : Supervisor Martocchia; Councilmen Valentine and Rich; Justices Demarest and Suter. Moved by Councilman Valentine; seconded by Councilman Rich; WHEREAS, Southold Fire Department requests permission to use the parking lot under lease to the Town of Southold and situated adjacent to the Fire House on the east on , September 5 , 1970 and in case of rain, on the 7th of September 1970, NOW, THEREFORE, BE IT RESOLVED: That the Southold Fire Department bel granted the use of said parking lot as requested, providing the insurance is sufficient to cover the Town and is approved by the Supervisor. Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Valentine and Rich; Justices Demarest and Suter. Moved by Justice Demarest; seconded by Councilman Valentine; RESOLVED: That $300. 00 be and hereby be transferred from Contingent Fund to Narcotics Council Fund. Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Valentine and Rich; Justices Demarest and Suter. Moved by Councilman Valentine; seconded by Councilman Rich; RESOLVED: That Sylvia Rouse be and hereby is appointed Clerk Typist to the Board of Assessors for a probationary period of six (6) months at a salary of $4, 000. 00 effective as of September 1, 1970. Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Valentine and Rich; Justices Demarest and Suter. Moved by Justice Suter; seconded by Councilman Valentine; RESOLVED: That Chief of Police Carl Cataldo be and he hereby is authorized to have a phone call box placed at Ball Park, Peconic Bay Boulevard, Mattituck, :N.Y. the Mattituck Park District having agreed to pay -the yearly fee for said phone. Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Valentine and Rich; Justices Demarest and Suter. Moved by Justice Demarest; seconded by Justice Suter; WHEREAS, Southold Planning Board has prepared an officeial report and recommendation upon the petition of Abe Goldrick for a - change of zone-- from "A" Residential and Agricultural District to "B" Business District on certain property in Southold, Suffolk, New York, NOW, THEREFORE, BE IT RESOLVED: That a public hearing will be held by the Southold Town Board at the office of the Supervisor, 16 South Street, Greenport, New York, on September 22 , 1970, at. 7 :30 P.M. -on the above mentioned petition and that the Town Clerk be and he hereby is authorized and directed to cause a notice of said hearing to be published in- the Long Island Travelr-Mattituck Watchman, pursuant to the requirements of law. Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Valentine and Rich; Justices Demarest and Suter. Moved by Councilman Valentine; seconded by Councilman Rich; WHEREAS, a petition was received from Andrew Cassidy requesting a change of zone on certain property in Greenport, New York, described in said petition from "A" Residential -and Agricultural District to "M-l" Multiple Residence District, NOW, THEREFORE, BE IT RESOLVED: That the Town Clerk of the Town of'.- Southold be and he hereby is directed to transmit this application to the Planning Board in accordance with Section 901, Subdivision C of' Article- IX of the Building Zone Ordinance of the Town of Southold. Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen- Valentine; and Rich; Justices Demarest and Suter. Moved ,by Councilman Rich; seconded by Justice Suter; WHEREAS, a petition was received from Dri-Gen Realty Corportaion, Inc. , North Oakwood Road, Laurel, N.Y., requesting a change of zone of certain. property in Greenport, New York, described in said petition from "A" Residential and Agricultural District to "B-2" Business District, NOW, THEREFORE, BE IT RESOLVED: That. the Town. Clerk of the Town of South- old be and he hereby is directed to transmit this application to the Planning Board in accordance with Section 901, Subdivision C of, Article IX, of the Building Zone Ordinance of the Town of Southold— Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Valentine and Rich; Justices Demarest and Suter. Moved by Justice Suter; seconded by Councilman Valentine; WHEREAS, William A. Steiner applied to the Town Board for a single trailer renewal permit dated August 15, 1970, NOW, THEREFORE, BE IT RESOLVED: That a permit be granted to William A. Steiner to locate a single trailer on his property on John' s Road, e/s Main Road, Mattituck, New York, for a period of six (6) months. Vote of Town,_Board: Ayes-Supervisor Martocchia; Councilmen Valentine and Rich; Justices Demarest and Suter. Moved by Justice Suter; seconded by Councilman Rich; RESOLVED: That- two (2) members of the Southold Planning Board. be and they hereby are authorized to attend the N.Y.S . Planning Board meeting at Spring Glen, New York, on October 11, 12 , 13 and 14, 1970 and that all necessary expenses be a charge against the Town. Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Valentine and Rich; Justices Demarest and Suter. Moved by Councilman Valentine; seconded by Justice Suter; RESOLVED: That one (1) Building Inspector, sown of Southold, be and he hereby is authorized to attend N.Y.S . Building Conference on S.ept,. 23, 24 and 25 , 1970 and that all necessary expenses be a charge against the Town. Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Valentine and Rich; Justices Demarest and Suter. 300 Moved by Councilman Valentine; seconded by Councilman Rich; RESOLVED: That Chief of Police Carl Cataldo be and he hereby is requested to communicate with the State Traffic Commission and request that a max- imum speed limit of 15 MPH be established the full length of the Southold High School propertyon Oaklawn Avenue, Southold, Suffolk County, New York. Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Valentine ' and Rich; Justices Demarest and Suter. Moved by Justice Demarest; seconded by Councilman Valentine; RESOLVED: That Police Chief Carl Cataldo be and he hereby is requested to communicate with the State Traffic Commission and request that the 40 MPH speed limit be extended from station marker 25-0704-1621 to station marker 25-0704-1625 east of Southold Village, Route 25 , Southold, Suffolk County; New York. Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Valentine and Rich; Justices Demarest and Suter. Moved by Councilman Valentine; seconded by Councilman Rich; RESOLVED: That Police Chief Carl Cataldo be and he hereby is requested to communicate with the State Traffic Commission and request ONE WAY traffic around Monument Corner west of Southold village, Route 25 and Tuckers Lane, Southold, Suffolk County, New York. Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Valentine . and Rich; Justices Demarest and Suter. Moved by Justice Demarest; seconded by Councilman Valentine; RESOLVED: That Police Chief Carl Cataldo be and he hereby is requested to communicate with the State Traffic Commission and request ONE WAY traffic around the monument on Route 25 and Village Lane, Orient, Suffolk �;ounty, New York. Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Valentine and Rich; Justices Demarest and Suter. Moved by Councilman Demarest; seconded by Justice Suter; WHEREAS, The State Legislature has approved a change in the limitations of amounts to be raised for repair and purchase of Highway Machinery, Item 3 , and WHEREAS, the Suffolk County Civil Service Commission has approved the designation of "automotive mechanic" for four Highway Employees, presently employed in the' repair and maintenance of machinery', whose salaries may be chargeable to Item 3, Highway Machinery, now, therefore, BE IT RESOLVED: That the catefory of "personal services " be established under the Item 3 , Highway Machinery, and that the sum of $15, 000 be transferred from category "Purchase of Machinery, Item 3" into this-new category "Personal Services,- item 3 , Highway Machinery" . Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Valentine and Rich; ' Justices Demarest and Suter Mr. Waimey of New Suffolk, N.Y, presented a petition of names from res- idents of New Suffolk requesting the entire parking lot at New Suffolk Beach be open to "residents or taxpayers ONLY and the present barrier be removed to include the parking area.
