MEETING OF APRIL 7, 1970.
The Southold Town Board met at the office of Supervisor Albert-Martocchia
at Greenport, New York, on April 7 ,, 1970, with the following present:
Supervisor Martocchia; Councilmen Rich and Valentine; Justices Demarest
and Suter; Town Attorney 'Tasker and Town Clerk Richmond. .Absent: Justice
E. Perry Edwards, Fishers Island. '
Moved. by Justice Demarest; seconded by Councilman Valentine;
RESOLVED: That the minutes of March 31, 1970 be and they hereby are
approved.
Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Valentine
and Rich; Justices Demarest and Suter.

RESOLVED: That the next meeting of the Town Board will be held at the

WHEREAS, Thames Shipyard and Repair Company was the lowest bidder at

action of the Fishers Island Ferry District in -awarding the bid for re-
pairs of the M/V. OLINDA to the Thames Shipyard and Repair Co. at $2800. 00.

WHEREAS_, the 'bid of $2022.00 for a 25-man life raft for Fishers Island
Ferry District was the only bid received,
NOW, THEREFORE, BE IT RESOLVED: That the Southold Town Board approves
the action of the Fishers Island Ferry District in awarding the bid for
a 25-man life raft in the amount of $2022.00.

WHEREAS, in honor of the Secretary, the week of April 19-25 , 1970, has
been designated as Secretaries Week; and ' `
WEREASI IN KEEping with the best traditions of their profession, secre-
taries are accepting vital -responsibilities and are performing important
roles in commerce, industry, and government, and
WHEREAS, the efforts of these skilled office workers are usually taken for
granted and their many contributions to the nation's progress are un-
recognized, and
WHEREAS, to honor the secretaries 'now doing their jobs diligently and to
encourgge others to enter this worthy career, it is essential that right-
ful recognition be given them, '
NOW, THEREFORE, Jr Albert Martocchia, Supervisor of the Town of Southold,
do hereby declare the week of April 19-25, 1970, Secretaries Week and ask
that all business and industry join in giving due recognition to this-
group,, paying special attention to Secretaries Day on April 22, 1970.

"A" Residential and Agricultural` District to "M--1"`Multiple Dwelling
District,
NOW, THEREFORE, BE IT RESOLVED: That the Town Clerk of the Town of
Southold be and he hereby is directed to transmit this application to
the Planning' Board in accordance with Section 901, Subdivision. C of
Article IX of the Building' Zone Ordinance of the Town of Southold'

NOW, THEREFORE, BE IT RESOLVED: That the application of Fred Lawson to
locate a single trailer on the south side of Sound Avenue, Mattituck,
New York, be and hereby is granted for a -period -of six months. ,

WHEREAS, the Town Board has examined the application and after investig-
ation made findings and determinations as required by law,
NOW,, THEREFORE, BE IT RESOLVED: That the Supervisor be and he hiareby
is authorized and. directed to `execute on behalf of 'the Town Board the
findings and determinations required by law, and it is further .
RESOLVED: That the Town Clerk be and he hereby is directed to issue 'an
amended Bingo License to, the Burton .Potter Post ##185 Americah Legion,

WHEREAS, Edward Kugler, Mattituck, N.Y. was appointed Police Patrolman
of. the Town of Southold .for a provisionary period beginning Nov. 8a 1969;
NOW, THEREFORE, BE IT RESOLVED: That Edward- Kugler- be and he hereby is
appointed Police Patrolman of the Town of Southold for a probationary
period ending November 8, 1970,. and be it further
RESOLVED: That Edward Kugler 'will serve in the capacity of Police
Patrolman .at the pleasure of the Town Board, and
RESOLVED: That the compensation.' during . this probationary period be
fixed at $6890.00 per year, payable bi-weekly effective as of Apr. 1, 19.70.

WHEREAS® by resolution adopted by this Town Board on the loth day of
March, 1970, a public hearing was authorized to .be held in the matter
of the adoption of the PEDDLING AND SOLICITING ORDINANCE# and
WHEREAS, said hearing was held by the Town Board on the 7th day of April,
1970, at which time all interested persons were given an opportunity to
be heard, and
WHEREAS, the Board deems it in the best interest mf the Town of Southold
that the Southold Town Peddling and Soliciting Ordinance be adopted,
NOW# THEREFORE# BE IT RESOLVED: That the Town Board of the Town of
Southold enact the following Ordinance, to wit:-
SECTION 1. No person shall enter upon any private residential property
in the Town of Southold, Suffolk County, New York, for the purpose of
vending, peddling, or soliciting orders for any merchandise, device, hooky,
periodical or printed matter whatsoever; nor for the purpose of solicit-
ing alms, or a subscription or a contribution to any church, charitable
or public institution whatsoever; nor for the purpose of distributing
any handbill, pamphlet, tract, notice or advertising matter; -nor for
the purpose of selling or distributin any tickets or chances whatsoever,
without the consent of the occupant of said premises previously given.
SECTION 2. Nothing herein contained shall be construed to apply to any
person who has been a bonda fide resident of the Town of Southold,
Suffolk County, New York for a period of at least six (6) consecutive
months last part; nor to any person who has maintained a place of busin-
ess in the Town of Southold for a period of at least six (6) consecutive
months prior thereto, or his duly authorized representative.
SECTION 3. Any person, firm, or corporation violating any of the pro-
visions of this Ordinance shall upon conviction,, thereof, be punished
by a fine not to exceed one hundred dollars ($100.00) or by imprisonment
not to exceed 15 days or both such fine and imprisonment.

WHEREAS, said hearing was held by the Town Board on the 7th day of April,

be heard, and
WHEREAS, the Board deems it in the best interest of the Town of Southold
that the Southold Town Ordinance Regulating the Use of Parking Areas
