SOUTHOLD TOWN BOARD MINUTES
Meet-in g of October 24, . 1972
The Southold Town Board met at the office of Supervisor Albert M.
Martocchia, 16 South Street, Greenportt, New York, at 3 :00 P.M. ,
Tuesday, October 24, 1972 , with the following present:
Supervisor Albert M. Martocchia, Councilman James H.
Rich, Jr. , Councilman James F. Homan, Justice Martin
Suter, Town Attorney Robert W. Tasker, Superintendent
of Highways Raymond C. Dean, and Town Clerk Albert W.
Richmond.
Absent: Justice E. Perry Edwards and Justice Louis M. Demarest.
Moved by Justice Suter, ' seconded by Councilman Hich, it was
RESOLVED, that the minutes of October 10, 1972 be and they hereby
are approved.
Vote of the Town Board: Ayes: Supervisor. Martocchia, Councilman
Rich, Councilman Homan., Justice Suter.
Moved by Councilman Homan, seconded by Councilman Rich, it was
RESOLVED that the next meeting of the Southold Town Board will be
held at 3 :00 P.M. , Thursday, November 9, 1972 at the office of
Supervisor Albert M. Martocchia, 16 South Street, Greenport, New
York.
Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter.
Moved by Justice Suter, seconded by Councilman Homan, it was
RESOLVED that the Southold Town Board approves the Assignment of
Alfred S. Bicknell, assignor, to Hartford National Bank and , Trust
Company, assignee, dated October 6, 1972 .
Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter.
Moved by Councilman Rich,, seconded by Councilman Homan, it was
RESOLVED, that the Southold Town Board approves the Fishers Island
Ferry District' s advertisement for bids for the regular hat'Ll out
of the M/V Olinda and M/V Mystic Isle. The acceptance of any bid
by the Commissioners of the Fishers Island Ferry District shall be

Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter.
Moved by Justice Suter, seconded by Councilman Rich, it was
RESOLVED that the Southold Town Board approves of the Fishers
Island Ferry District advertising for bids for one engine for the
M/V Mystic Isle. The acceptance of any bid by the Commissioners
of the Fishers Island Ferry District shall be subject to the
approval of the Town Board of the Town of Southold.
Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter.
Moved by Councilman Rich seconded by Councilman Homan, it was
RESOLVED that a copy of a letter received from Dawn Estates
dated October 13 , 1972 , be turned over to the Planning Board.
This letter requests that the subdivision known as Cleaves Point,
Section 3 be excepted from the lot area and lot width requirements
of the present ordinance , governing subdivisions .
Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter.

Moved by Councilman Rich, seconded by Councilman Homan,
WHEREAS the Police Building has been completed, and
WHEREAS the work and construction of the building has been
satisfactory of ter inspection,
NOW, THEREFORE, BE IT RESOLVED that Supervisor Martocchia be and
he hereby is authorized to make the final payment on said building.
Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter.
Moved by 9ustice Suter, seconded by Councilman Homan, it was
RESOLVED that a copy of the following letter be sent to Stanley
Sledjeski, owner of Laurel Country Estates, Laurel, New York:
"October 21, 1972 , P. 0. Box 415, Laurel, N.Y. 11948, The Southold
Town Board, Town Hall, Green port, N.Y. , Gentlemen: We wish to
bring to your attention a situation which exists on Delmar Drive,
Laurel Country Estates, Laurel, N.Y.
During each heavy rain lakes- form in the street due to inadequate
drainage facilities . On Oct. 7 , 1972, a lake formed about 1000 ft.
North of Peconic Bay Blvd. It was approximately 400 ft. long, 50 ft.
wide, and 2-3 ft. deep. The owner sent two men with a pump in an
attempt to make the road passable, however, the residents were forced
to use the farm road on the west side of the subdivision in order to
reach Peconic Bay Blvd. The access to this farm road has since been
blocked. At present there are two families with new born babies and
one family where the owner suffers from a severe heart condition, who
would be trapped if an emergency occured during ohe of these storms .
There are two or three other places on the street where the same
situation occurs.
We are aware that the owner of the road is presently attempting
to secure the release of his bond and dedicate the road to the town.
We urge the Town Board and the Planning Board to deny this request
until such time as the inadequate drainage situation is corrected.
It would be a dis=service to the taxpayers of Southold Town to take
over this road in it' s present condition and use tax . money to correct
it.
This letter is being written on behalf of the Laurel Country
Estates Property Owners Association. Your co-operation and assistance
in this matter would be greatly appreciated.

Moved by Councilman Homan, seconded by Justice. Su ter,
WHEREAS the Town of Southold may be authorized to apply for grants,
now, therefore, be it
RESOLVED that Supervisor Martocchia be authorized to study grants
and apply for those which would be beneficial to the Town of
Southold.

Rich, Councilman Homan, Justice Suter.
Moved by Justice Suter, seconded by Councilman Homan,
WHEREAS John Tuthill applied to the Town Board for a single trailer
renewal permit dated November 11, 1972 ,
NOW, THEREFORE, BE IT RESOLVED thatthe application of John Tuthill
to locate a single trailer on his property at east side Elijah 's
Lane, Mattituck, New York, be and hereby is granted for a period
of six (6) months.

Moved by Justiee Suter, seconded by Councilman Homan,
WHEREAS Carl Frelix Jr. applied to the Town Board for a single
trailer renewal permit dated October 12 , 1972,
NOW, THEREFORE, BE IT RESOLVED that the application of Carl Frelix,
Jr. to locate a single trailer on the property of Herman Hubbard,
north side of Main` Road, Mattituck, New York, be and hereby is
granted for a period of six (6) months.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan,; Justice Suter.
Moved .by Justice Suter, seconded by Councilman Rich, it was ,
RESOLVED that Supervisor Martocchia be and he hereby is authorized
to purchase six copies 'of fire codes at $1. 00 each.
Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman
Rich, Councilman Homan,1 Justice Suter.
Moved by Justice Suter, seconded by Councilman Homan, .it was
RESOLVED that the Town. 'Board approves the amount of $55 , 000 bond
as recommended by the Southold Town Planning Board for roads and
improvements in the subdivision known as Petty' s Bight Estates
located at the north side Main State Road, Orient,. New York, owned
and developed by Irving and George Newman.
Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman
Rich, Councilman Homan,, Justice Suter.
