SOUTHOLD TOWN- BOARD MINUTES
Meeting of August 24,, 1,972
Fishers Island, N.Y.
The Annual Fishers Island meeting of the Southold Town Board was
held at- Fishers Island School on Thursday, - Augus-t' 24, 1972 at
1 :00 P.M. with the following- present:
Supervisor Albert M. Martocchia, Councilman James H.
Rich, Jr. , Councilman James F.-Homan, Justice Martin
Suter, Justice Louis M: Demarest, Justice E. Perry
Edwards, Superintendent of Highways Raymond C,. Dean,
and Town Clerk- Albert W. Richmond.
Supervisor Martocchia introduced the, visiting State, County and
Town officials and other guests attending the meeting from Long
Island, in all about 55 persons aboard the boat Tex.
Moved by Justice Demarest, seconded by Councilman Homan, it was
RESOLVED that the minutes of August 8, 1972 be and they hereby are
approved.
Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Sutter, Justice Demarest, Justice
Edwards.
Moved by Councilman Homan, seconded by Councilman Rich, it was
RESOLVED that the next meeting of the Southold "own Board will be
held at 3 :00 P.M. , Tuesday, September 12 , 1972 at the office of
Supervisor Martocchia, 16 South Street, Greenport, New York.
Vote of the Board: Ayes : Supervisor Martocchia, Councilman Rich,
Councilman Homan, Justice Suter, Justice Demarest, Justice Edwards.
Moved by Councilman Homan, seconded by Councilman Rich, it was
RESOLVED that the next meeting of the Southold Town Bca rd will be
held at 3 :00 P.M. , Tuesday, September 12, 1972 at the office of .
Supervisor Martocchia, 16 South Street, Greenport, New York.
Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter, Justice Demarest, Justice
Edwards.
Supervisor Martocchia opened the meeting for discussion of any
problems the Fishers Island residents might have. Mrs. Russell
of the Fishers Island Civic Association, Inc. spoke on control of
non-residents hunting on the Island and how to handle them. She
also inquired as to the possibility of a Town owned boat for the
Harbor Master.
A teacher from the school ppoke on the possibility of a Town
owned outdoor basketball and tennis court.
Helen Buckner spoke on the practice landing at the airfield
which interfered with planes coming in.
Tennis courts ivere brought up again, stating there was a
concrete slab that could be used.
Parking in New London at the Fishers Island Ferry property
was discussed. Residents requested that the ban on parking over-
night be lifted.
Road work was discussed in the vicinity of the Gloming.
A recess was called at 2 :00 P.M. , to reconvene on the return boat trip.
At the close of the meeting on Fishers Island, all were invited to
the Legion Hall for a light lunch and coffee, served by several
ladies of Fishers Island. A vote of thanks was given to the ladies.
Meeting reconvened at 4 :30 P.M. aboard the boat.
On, motion of Justice Demarest, seconded by Councilman Rich,
WHEREAS the Town of Southold has designated the Valley Bank of
New York as a depository for the deposit of town funds, and
WHEREAS as a condition thereof the said bank. is required to deposit
securities of the United States, State of New York and political
subdivisions thereof with an escrow agent, and
.WHEREAS said Valley Bank of New York has heretofore designated -
the Irving Trust Company as the escrowee and now wishes to substitute
as escrowee The Bank of New York in place of the Irving Trust Company,
NOW, THEREFORE, BE IT RESOLVED, that the Supervisor be and he hereby
is authorized and directed to execute any and all necessary documents
required to substitute the said Bank of New York in place of the
Irving Trust Company as escrow agent for the aforesaid purposes.

Moved by Justice Suter; seconded by Councilman Homan, it was
RESOLVED that cards be sent to the property owners of Mattituck-
Cutchogue proposed water districts advising them of the information
meetings to be held at Mattituck School on September 22, 1972 at
7 :30 P.M.- and East Cutchogue School on September 29, -1972 at
7 :30 P.M. , and be it further
RESOLVED that two girls be hired to secure a list of names and
addresses of property owners and be it further
RESOLVED that the legal , expenses be a charge against. the- Town ,subject
to the approval of the Town Attorney.

RESOLVED, that the Town Clerk be and he hereby is directed to issue
a Bingo License to the Griswold-Terry-Glover Post #803, American
Legion, Southold, New York.

WHEREAS, the American Legion Auxiliary Griswold-Terry-Glover Post
#803, has applied to the Town Clerk for a Bingo License, and
WHEREAS, the Town Board has examined the application, and after
investigation, duly made findings and determinations as required
by law,
NOW, THEREFORE, BE IT RESOLVED, that the Supervisor be and he
hereby is authorized and directed to execute on behalf of' the
Town Board, the findings and determinations required by law, and
it is further,
RESOLVED, that the Town' Clerk be and he hereby is directed to
issue a Bingo 'License to the American Legion Auxiliary Gfxswold-
TerryLGlover Post #803, Southold, New York.

Moved by Justice Suter, seconded by Councilman Rich,
WHEREAS George A. McCarthy applied to the Town Board for a single
trailer "renewal permit dated
NOW, THEREFORE, BE IT RESOLVED that the application of George A.
McCarthy to locate a single trailer on his property at Sound Avenue,
Mattituck, New York, be and hereby is granted for a period of
six (6) months.

WHEREAS W. Edgar Worthington applied to the Town Board for a single
trailer renewal permit dated
NOW, THEREFORE, BE IT RESOLVED that the application of-W. Edgar
Worthington to locate a single trailer on his property at Sound
Avenue, Mattituck, New York, be and hereby is granted for a period
of six (6) months.
Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter, Justice Demarest.
Moved by Councilman Rich, seconded by Councilman Homan,
WHEREAS Chief Carl Cataldo requests the use of a town car for
tfansportdbion to a police meeting at Albany, New York, it is:-therefore
RESOLVED that Police Chief Carl Cataldo be and he hereby is. granted
permission to use the town car for transportation to Albany,. New York
to attend a conference of New York State Association of Traffic
Safety Boatds on September 27, 28, 29, 1972 .

Rich, Councilman Homan, Justice Suter, Justice Demarest.
Moved by Councilman Rich, seconded by Justice Demarest,
WHEREAS, the Southold Town Planning Board and Suffolk County
Planning- Board have prepared official reports and recommendations
on the application of Lillian Pell, Greenport, New York, for a
change of zone from "A" Residential and Agricultural District. to
"B" Light Business Zone,
NOW, THEREFORE, BE IT RESOLVED that a public hearing will be held
by the Southold Town Board at Greenport, New York, ., 16 South Street,
on September 12, 1972 at 9 :00 P.M. , on the abovementioned petition,
and that the Town Clerk be and he hereby is authorized the directed
to cause notice of said hearing to be publighed in the official
newspaper pursuant to the requirements of law.
Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter, Justice Demarest.
Fence bids were opened for the area around the Town Disposal area,
and the following bids were received:
Art Fence Co. , -Installed - $10, 940.00. Material only - $7,440.00.
Residential Fence - Installed - $9,450.00. Material Only - $8, 200.00
Riverhead Fence - Installed - $8, 584.00, Material only - $7, 184.00.
The bids are being held for further study.
