Martocchia„ 16 South Street, Greenport, New York, at 3 :00 P.M. , Tuesday, May ..9, 1972, with the following present: Supervisor Albert M. Martocchia, . Councilman James H. Rich, Jr. , Justice Louis M. Demarest, Councilman James F. Homan, Justice Martin Suter, Town Attorney Robert W. Tasker, Highway Superintendent Raymond C. Dean, and Town Clerk Albert W. Richmond: Absent: Justice E. Perry Edwards-. Moved by Justice Demarest, seconded by Justice Suter, it was RESOLVED, that the minutes .of April 25 , 1972 be and they hereby are approved. Vote of the Town Board: , Ayes : Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. . Moved by Justice Demarest, seconded by Councilman Rich, it was RESOLVED, that the next meeting of the Town Board will 'be held at the Supervisor ' s Office., 16 South Street, Greenpor,t, New York, on May 23, 1972 , at 3 :00 P,.M. Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest:': Mrs . Gladys CsajkoW President, North Fork Taxpayers Association, Inc. and Council of Allied Associations, read a statement on behalf of these organizations, , pro,testing the proposed acquisition .by Suffolk County of lands in Southold Town at Peconic and Orient for park purposes. A number of Southold ..Town Residents; including Mrs. Folks, Peconic, John Tuthill, Orient, Robert Douglass, Orient, Mrs. Tiedke, Southold, and Edward Latham, Orient, also spoke in opposition to this proposal by 'Suffolk County. Moved by Justice Suter, seconded by Justice Demarest, it was RESOLVED, that the reports of the Supervisor, Police, Justice Suter, Building Inspector, Fishers Island Ferry District, and Town Clerk for the month of April, 1972 be accepted by the Town Board and placed on file. Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter , Justice Demarest. Moved by Justice Demarest, seconded by Councilman Homan, WHEREAS, the Senior Citizens, Southold, New York, request the use of three (3) buses for transportation to Lake Minnewaska on May 24, 1972 , 1 • NOW, THEREFORE, BE IT RESOLVED, that the Town of Southold furnish such transportation for the Senior Citizens at a cost not to exceed $772. 00. - Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Councilman Homan, seconded by Councilman Rich, WHEREAS, the State Insurance Fund, which is the carrieA for the Workmen 's Compensation ,Coverage for the Town of Southold, has requested up-dating on the original resolution made in 1949, and WHEREAS, the Town Board of the Town of Southold is desirous of having the workmen 's compensation continue to cover all elected and appointed officials of the Town, including the Superintendent of Highways, and paid policemen, school crossing guards and special duty officers, MAY 9, 1972 SOUTHOLD TOWN BOARD MINUTES -� NOW, THEREFORE, BE IT RESOLVED, that the Town of Southold requests the State Insurance Fund to continue to cover the abovementio.ned personnel under its policy #133-507-4 with the said Town. Moved by Councilman Rich, seconded by Justice Suter, it was RESOLVED, that the sum of $270. 00 be and hereby is ordered paid for the balance of the Master Plan. Moved by Justice Demarest, seconded by Justice' Suter, it was RESOLVED,: that this. Town Board accept the resignation, with regret, of John Paris from the Assessment Review Board. Mr. Paris ' tesigna- tion is due to the ill health of his wife. Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. , The Southold Town Board received a letter from Rodney W. King thanking Patrolman Fiedler for his professional actions , care, thoughtfulness; ,_decisiveness, caution, &1bk,tness, courtesy and capable driving ability during an emergency situation involving Mr. King. Mr. King also wrote Chief Cataldo thanking him for the fine performance and team effort di_sp,layed by his men. A letter was received and read from Chief Cataldo to Patrolman Henry Stepnoski thanking him for the time he recently spent helping local Boy Scouts qualify for the fingerprint merit badge, as Frcll of- Patrolman Stepnoski ',s .!time .spent in prepa-ration and: teaching .was his off duty hours. Supervisor Martocchia-..read, a letter from Commissioner John L. Barry to Chief, Cataldo, commending the excellent police work and willing- ness to aid a neighboring police department displayed by Detective Sergeant Joseph Sawicki,, whichi.lead. to llfelony arrests with a total of 17 narcotics cases being made. Moved by Justice Suter,. seconded. by Councilman_ Rich,._ WHEREAS,,Sophie Saunders applied to- the Town Board: for a single trailer_ renewal permit dated April 5 , 1972, NOW, THEREFORE, BE IT RESOLVED, ,.that the..application of Sophie, Saunders- to locate. a :single trailer on; her property at Main Road.; Laurel, New- York, be and hereby is ..granted f,or„ a period: of six (6) months. Moved by Justice Demarest:, seconded by, Councilman Rich,,. it was RESOLVED, that the sum of $196. 13 be and hereby is ordered paid for the one-half .Town. share- for . the stenographer at-. the annexation hearing with Greenport Village. Moved by Justice Demarest, seconded by Councilman Rich, it was RESOLVED, that a .public hearing will be held by the Town Board of the Town of Southold at the Supervisor ' s Office, 16 .South Street, Greenport,, New York, on.,.the­6th:.day of ,June 1972-..at-.7 :30 P.M. , in the matter .of the- application: of. Henry. .:F. -Pr.aus for a -permit under the provisions of the Wetlands Ordinance of the Town of Southold for. the purpose ,of, placing fill on,.premises: of the- said, Henry F. All persons interested in said matter. shoul.d. a.ppear at. the time and place above specified and will be given an opportunity to be heard. 84 Vote-of the Town Board: -Ayes : Supervisor Martocchia,' Goundia-man Rich, Councilman Homan, Justice Suter, Justice Demarest.- Moved by Justice Suter, seconded by Councilman Homan, WHEREAS, a petition was received from Arthur Frank, Mattituck, New York, requesting a change of zone on certain property at Naugles Drive, Mattituck, New York said petition for a change of zone from "A" Residential and Agricultural District toi "B-1" General 'Business District, NOW, THEREFORE, BE IT RESOLVED,' that- the Town Clerk of the Town of Southold be and -he hereby is directed to transmit this applica- tion to the Planning Board in accordance with Article XVI, Section 1600, of the Building' Zone Ordinance of the Town of Southold. Moved by Justice Suter, seconded by Councilman Homan, it was RESOLVED, that the Supervisor be and he hereby is authorized to recommend to John Klein, County Executive, the names of Byron Horton and Harrison Demarest to the ' Suffolk County Farm' Advisory' Committee. Meeting reconvened at 5: 00 P.M. - Moved by Councilman Homan, seconded by Justice 'Demarest, it was RESOLVED, that General bills in the amount of $22 , 600.-S� Special District bills in the amount of $401. 14 , Fishers Island Ferry District bills in the amount of $24, 974. 6� and Highway bills in the amount- of $9, 657 . 67 // be and the ' same' are hereby ordered paid. ' Capital Fund -bills' in the' 'amount of $367 '. 73 ,- Vote of the Town Board: Ayes : S upervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. u Moved by Justice Demarest, seconded by Councilman Homan, WHEREAS, by resolution adopted by this Town Board on the llth day of April 1972 , a public hearing was authorized to be held -in the matter of amending the Ordinance Regulating th'e Use of Parking Areas at Southold Town Beaches, and 1 WHEREAS, said hearirig ' was held by the 'Town Board on the 9th day of May 1972 at 3 :30 P.M. , at Which time all interested persons were given an opportunity to be heard, and WHEREAS, the Board deems it in the best interest of the Town of Southold that this amendment be adopted, NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Southold enact the following amendment to wit: By amending the ordinance entitled"Ordinance Regulating the Use of Parking Areas at Southold Town Beaches ": I. By amending Section II by adding a new subdivision to be subdivision . (c) to read as. ',follows : 2 •. (c) For the purposes of this Ordinance, a trailer shall be deemed a separate vehicle. `2 . By amending the last unnumbered paragraph of' sub- section (b) of Subdivision (A) , Section III,' to read as follows : Resident parking permits for motor vehicles shall be permanently -affixed 'to the right side of the frorrtbbumper of sunh•uvehiclecandrE61ident parking permits for trailer vehicles shall be permanently affixed to the right side of the draw bar or tongue of such trailer. 3.-' By amending the first sentence of -Section III, sub- division (A) , subsection (4) to read as follows : One day non-resident parking permits may be issued for the parking of vehicles on the parking areas at "Southold Town Beach", "Norman E. Klipp Marine Park" and "New Suffolk Beach" to any person by the attendant on duty at such parking areas. 4. By repealing Section IV and renumbering Sections V to IX inclusive to IV to VIII inclusive. Vote of the Town Board: Ayes'-' Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Councilman 'Homan, seconded by Councilman Rich, it was RESOLVED, that Police Chief Carl Cataldo, Town of Southold, be and he hereby is authorized to attend the New York State Police Chief Conference at Niagara Falls, New York , on J.ily 23rd through 27th, 1972, and be it further RESOLVED, that the actual and necessary expenses to travel, meals and lodging incurred while attending said conference be a legal charge against the Town of Southold.
